King County District Court Human Resource Manager II
- Summary
The Human Resources Manager II (HR Manager II) for the Department of Human Resources (DHR) works entirely for the King County District Court (Court) as their Human Resources Director. The delivery of all of the human resources services is accomplished through a Service Level Agreement between the two Branches of government. Because of the separation of branches, strict confidentiality and firewalls must be maintained. The HR Manager II must maintain effective working relationships with all levels of the court including 25 elected Judges. This position will ensure service delivery continuously meets or exceeds the service level agreement between the Court and DHR. The position maintains a dual reporting structure to both the Court and DHR. The DHR team supporting the Court includes the HR Manager II, a Human Resource Manager I and a Sr. Human Resource Analyst.

King County District Court is the largest court of limited jurisdiction in the State of Washington and is currently responsible for processing approximately 200,000+ matters per year with 25 judges and approximately 260 employees in 9 locations. The Court is a leader in many areas involving public safety and access to justice, including the use of problem solving courts, jail alternative programs, technology and judge-managed probation services. Twelve cities contract with King County for court services that are provided by the Court.- Job Duties
- Collaborate, as part of the Court's Leadership Team by utilizing continuous improvement methods to improve delivery of human resources functions.
- Serve as the Sr. Advisor to the Court's Chief Presiding Judge, Executive Committee, the Chief Administrative Officer (CAO), and the Deputy Chief Administrative Officer (DCAO).
- Lead, educate and advise on Labor Management and Contract Administration matters, and strategize, advise and lead Negotiations for the working conditions contract.
- Staff the Court's Personnel Committee.
- Partner with Leadership on Policy Development regarding personnel matters.
- Assist with the development and delivery of training related to: personnel policies, procedures, supervision, performance management & appraisal, benefits, EEO, FMLA/KCFML (King County Family Medical Leave), ADA, and other regulatory compliance as deemed necessary by the Court.
- Update and maintain the KCDC Personnel Guidelines and other policies to keep in compliance with updated laws, rules and policies decisions.
- Oversee and conduct time sensitive and confidential Investigations including EEOC, WSHRC, etc.
- Handle complex issues, and questions including sensitive and confidential matters.
- Oversee, lead and handle all aspects of HR service delivery.
- Experience, Qualifications, Knowledge, Skills
Must have a bachelor's degree from an accredited college or university in Human Resources management, Business or Public Administration, Social Sciences or closely related field, and:
- At least six years of progressively responsible experience in Human Resources Management with an emphasis in the areas of employee and labor relations, preferably in the public sector, with at least four years managing staff.
- Possess strong leadership and organization skills, attention to detail skills, team-building skills and be an agent of change.
- Thorough knowledge of human resources management principles, local, state and federal employment laws, rules and regulations in areas relating to human resource management and labor/employee relations.
- Ability to clearly advocate both verbally and in writing management's position in negotiations, grievances, and arbitration proceedings.
- Interpreting, advising, explaining and applying pertinent laws, rules, regulations, policies and guidelines.
- Knowledge and ability to manage in a union environment.
- Demonstrated commitment to collaborative teamwork.
- Knowledge of court operations and structure.
- Any combination of education and/or experience that demonstrate the ability to perform the essential functions of this position.
