Liaison for Capital Projects: Bus Operations and Transit Facilities (Project/Program Manager III)

Metro Transit's Capital Planning Section is seeking a skilled communicator and project manager to support critical capital projects under way along bus routes, at bus bases, and at other Metro facilities. The successful candidate will have a history of creating trust and positive working relationships at all levels in Metro. Working with leaders and staff, this high visibility position will facilitate project planning and coordination across the Bus Operations and Transit Facilities Divisions in order to:- Gather input regarding operations and facility maintenance activities and needs that impact the design and scheduled construction at the bases and other facilities and on transit routes
- Assist in disseminating information about the projects that may be of interest to Bus Operations and Transit Facilities Divisions' managers and employees
- Help convene forums for and coordinate and consolidate input for planned capital projects and construction activities
- Coordinate access to base and other facilities for design tours, gathering measurements and other information relevant to project scope
- Coordinate and facilitate resolution of disparate input from Bus Operations and Transit Facilities Divisions and help evaluate options to mitigate capital project impacts on the activities of the Divisions

Work schedule and location
This position is designated exempt from the provisions of the Fair Labor Standards Act, and is not overtime eligible. Work is primarily day shift, Monday through Friday. This position is anticipated to sit in Metro Bus Operations and Facilities administration offices at 901 5th Avenue, in Downtown Seattle.

- Serve as conduit of information for Bus Operations and Transit Facilities Divisions, with project teams in the Capital Division.
- Convene forums to discuss and resolve issues and assist in preparing notification and dissemination of information to Bus Operations and Transit Facilities Divisions regarding capital project plans.
- Gather input from Bus Operations and Transit Facilities Divisions' managers and employees at bases or other facilities to inform capital project planning and design.
- Lead discussions and document the options for changes or modification to streamline or adapt bus operations and facility maintenance activities to accommodate new designs or construction impacts.
- Make/modify recommendations for changing scope of design or schedule based on information gathered at meetings with representatives from Bus Operations and Transit Facilities Divisions.
- Coordinate review and comment on processes related to capital project or program development.
- Provide operational analysis for complex grants, contracts or project input.
- Evaluate project design and schedule and develop program/policy recommendations for changes in operations and facility maintenance activities to ensure safety and sustainability.
- Manage data and field measurement collection.
- Conduct and document technical committee meetings.
- Document and communicate records of decisions and maintain those for future reference.
- Build and maintain effective relationships and handle employee input with diplomacy and respect in support of Metro goals.
- Foster a workplace that effectively meets the needs of diverse groups and demonstrates inclusion
- Draft responses, sign letters when authorized.
- Gather information as needed, including from vendors and via partnerships.
- Perform other duties as assigned.
- Experience, Qualifications, Knowledge, Skills
Required Experience
Candidates should clearly demonstrate in their application materials a combination of education, training, and breadth and depth of work experience that provides the knowledge and skills to perform the job duties above.
Competitive candidates will also possess:- Knowledge of roles and responsibilities of work groups and reporting structures in Bus Operations and Transit Facilities Divisions
- Understanding of decision-making processes within Bus Operations and Transit Facilities Division
- Knowledge of operator dispatch, base traffic flow and operations, facility operations, maintenance activities, and safety rules
- Ability to research or have knowledge of maintenance, operations and facilities practices at other relevant agencies and systems
- Knowledge of workload variation at different Metro work locations, shifts, seasons, and for other reasons
- Knowledge of contract compliance requirements concerning the County
- Knowledge of estimating operating costs
- Skills in or ability to learn reading and interpreting site plans and construction drawings
- Knowledge of or ability to learn project management principles and common mechanisms for tracking project schedules and budgets
- Knowledge of negotiation principles and paths to finding "common ground"
- Facilitation and negotiation skills; written and oral communications, including decision documentation
- Skills in gathering, manipulating and using data utilizing a computer and other tools
- Quantitative skills and skills in applying quantitative and qualitative analytical methods
- Skills in problem solving, program evaluation, advocacy and promotion
- Skill in managing multiple tasks simultaneously
- Skill in working effectively as a team member to coordinate accomplishment of tasks
- Ability to coordinate multi-disciplinary staff
- Proficiency in Microsoft Office tools including Excel, Word and Outlook
- Ability to work collaboratively and successfully with a diverse group of individuals from a variety of different positions and backgrounds
A bachelor's degree in business management, engineering, construction management, transportation planning, business administration or a closely related field and at least two years of experience in project or program management involving Bus Operations or Transit Facilities work processes is highly desirable.
Necessary Special Requirements
A valid Washington State driver's license or the ability to travel throughout the county in a timely manner, is required.
