Job Summary
King County Metro's Marketing and Promotions group within the Customer Communications and Services Section of Metro's Mobility Division is looking for an experienced Marketing & Promotions Specialist (Marketing and Sales Specialist II). For this particular Marketing & Sales Specialist II position we are seeking a professional with passion for and experience in social media marketing and communications.
This position is expected to last 2 years. It is currently funded through December, 2020, and is expected to be extended another 6 months or longer via the 2021-22 biennium budget. This position may be filled by hiring a Term-Limited Temporary (TLT) employee or filled internally as a Special Duty Assignment (SDA) by a current career service King County employee who has completed their initial King County probation. (This posting may also be used to establish a pool of eligible candidates to fill future similar Marketing and Sales Specialist II TLT or career service vacancies should they occur over the following year.)
Under supervision of Metro's Chief of Marketing & Promotions, and together with a high-performing team of experienced colleagues, the successful candidate will be responsible for: 1) supporting marketing team members on social media aspects of projects/campaigns, and 2) the development and management of marketing projects and initiatives to increase and facilitate public use of King County Metro products and services (see King County Metro – Employer info below for more information about products and services). Along with all members of the marketing and promotions team, the work will be part of the broader team goal to continually strengthen the King County Metro brand affinity with all people in King County.
The successful candidate will be the social media lead in the marketing and promotions group. Metro is primarily using Facebook and Twitter, with some engagement on Instagram and LinkedIn. We seek to grow public engagement across all these platforms. Experience and interest in working in these platforms is desired. This work also includes posting translated information to serve non-English speaking or limited English proficiency audiences (most commonly Spanish)
In addition to the social media experience, we are looking for general marketing experience and skills, including demonstrated prior work success with developing marketing strategies for specific projects (including key messages, target audiences, tactical plans), and coordinating the creation of necessary collateral/materials and other marketing assets. Responsibilities include some copywriting, establishing cost and production requirements, and managing schedules and budgets.

Work schedule
The typical work schedule is Monday through Friday, 8:00 a.m. – 5:00 p.m. Flexible schedules may be considered. This position is exempt from the Fair Labor Standards Act and as such is not eligible for overtime pay.

- Job Duties
The new hire will develop, implement and administer projects and programs as an individual contributor and team member. They must be able to work independently, and as a support to more senior marketing staff on projects as needed.. They will typically participate in the development of broad marketing program and project goals, priorities and objectives, and then on some projects will independently develop and implement specific work plans.
As the social media lead for the marketing and promotions team, you will work with the Metro Marketing team, and with colleagues in other work groups at Metro including Strategic Communications. You will integrate social media channels into marketing and information campaign plans, and will lead implementation of social media tactics.
Job duties also include:
- Support marketing projects and initiatives to optimize use of social media as a marketing channel. This will include creating calendars, schedules and content for social media.
- Support senior marketing team members on general project management and tasks
- Develop, implement and manage marketing programs and projects; plan and develop project goals; identify necessary actions to meet goals
- Evaluate marketing opportunities and identify the most effective marketing strategies and media
- Develop concepts, copy and presentations; coordinate with, and provide direction to, graphic designers, marketing communication consultants and copywriters
- Develop cost information, production requirements and schedules
- Determine budget needs of marketing communication program elements; monitor and track expenditures
- Update marketing, communication, and/or sales materials to reflect program changes; compose new content or recommend content needs
- Participate in consultant and vendor selection processes and ensure contract performance (when outside marketing communications consultants or vendors are used)
- Work with internal Metro work groups such as Strategic Communications, Operations, Service Information and Distribution, Market Innovation, Service Development and across the Customer Communications & Services section, relative to marketing and promotional programs
- Create requests for proposal, and negotiate with external vendors, agencies and groups to optimize work plans and use of resources; evaluate and oversee vendor workplans

Minimum Qualifications
We are looking for candidates with:
- An Associate's Degree or higher in marketing, communications, business or a field related to the job duties, and two or more years of experience in planning, producing and implementing marketing communication projects, programs or campaigns, OR an equivalent combination of education and experience.
- Excellent written communication skills (proficient in English – writes and reads very well/at a professional level) and very good spoken and interpersonal communication skills
- Experience creating marketing assets, with knowledge of effective strategies for reaching the public, and measuring results
- Experience planning social media marketing and/or communications, including curating content, creating content (copywriting), and schedule planning
- Experience coordinating, tagging and sharing posts and content from or with influencers or partners (social channels currently used by Metro are Facebook, Instagram, Twitter, LinkedIn)
- Ability to work independently
- Ability to develop and maintain excellent working relationships with coworkers and ability to collaborate effectively in a team environment
- Ability to support the projects of others as a team member taking direction and managing tasks and deadlines as they arise
- Experience developing cost-effective, results generating promotional programs
- Skill in developing and maintaining effective working relationships with diverse groups of people
- Negotiating skills and experience providing oversight to marketing communication vendors, consultants or agencies
- Use of creativity and imagination in preparing marketing materials that address the needs of targeted audiences; preferably through multiple types of media but especially through social media
- Program and project budgeting skills, including determination of budget needs of marketing program elements; monitoring and tracking of expenditures, preparing actual vs. planned cost summaries
- Ability to determine and meet schedules and budgets
- Knowledge of print production; preferably in relation to consumer targeted collateral or advertising
- Knowledge of written communication methods, techniques and principles, including experience providing creative strategy direction for graphic arts/design and copywriting.
- Ability to develop marketing project plans that will guide concepts, copy, presentations and message delivery
- Proficiency in Microsoft Word, Outlook, and Excel
- Bachelor's Degree in marketing, business, communications, or other relevant discipline
- Experience coordinating transcreation of marketing content, and posting translated information to social media channel (to serve non-English speaking audiences, most commonly Spanish)
- Experience placing and managing advertising campaigns in social media and/or digital platforms
- Comfortable and skilled using emerging technology tools, devices and platforms including comprehensive skills and knowledge in social media communications
- Knowledge of, passion for, and/or experience with public transit
- Knowledge of Metro Transit products and services
- Proficient in a second language (in addition to English), such as native speaker in Spanish, Vietnamese, Somali, Russian, Chinese, Korean or other tier two language for King County
- Experience with, and ability to use, Adobe Creative Suite applications such as Photoshop, Illustrator or InDesign is a plus
