Employment in Public Health – Seattle and King County (PHSKC) provides a unique opportunity to serve the county's most underserved populations and directly affects the health of the larger community. We are looking for a highly motivated person to create systems and programs to support the recruitment, orientation, training and skills development of public health nursing and clinical staff.
Public Health Seattle & King County seeks a highly qualified Personal Health Services Supervisor to develop and implement public health nurse and clinical staff training programs for Community Health Services Division, which provides direct services through ten public health centers and their satellites, and in a primary care clinic embedded inside of a community behavioral health agency. The position collaborates with subject matter experts to develop, plan and implement orientation and training programs that assure new and existing staff and students are oriented to the health needs of the population, to systems and policies of PHSKC facilities, and have the clinical skills they need to provide outstanding care and service. The position also works collaboratively with other leaders to evaluate and update our approach to providing backfill to our sites to cover absences, including overseeing the supervision of clinical float pool staff, assuring they attend all orientation and ongoing training, and that they receive regular feedback and skills development.

Examples of Duties:- Staff orientation and training: Work collaboratively with other CHS and Nursing leaders and managers to develop policies and procedures for orientation and staff development. In collaboration with the Department of Nursing, develop, implement and manage an orientation, training and tracking system for new and existing public health nurse and clinical staff that includes: competency assessment; specific training plans for individual staff; evidence-based and best practice curriculum and materials development for groups and individuals; mechanisms for providing feedback to new staff and input to supervisors for evaluation. Trainings to include utilization of multiple approaches and technology that assures equitable access and meets diversity in learning styles. Become familiar proficient in utilizing the Elsevier Learning Management System, MS, SharePoint and other technologies and Articulate software in order to develop and manage trainings. Identify opportunities for improvement and create systems.
- Provide and arrange for staff training to develop and increase skills in serving vulnerable populations in a patient centered manner with a focus on elimination of health inequities. These topics may include: trauma informed practice, ACES, motivational interviewing, harm reduction, behavioral health integration, de-escalation, social determinants of health and resiliency (prevention of secondary trauma). Develop original content and/or arrange for trainers with subject matter expertise. Develop or find existing online modules for just in time and self-paced learning.
- Collaborate with the Deputy Chief of Nursing to develop training content and trainings for the ASSET nursing grant that prepares nursing students for working in Ambulatory Care settings.
- Maintain centralized SharePoint training site with trainings of interest to clinical staff. Advertise and update the site regularly. (Basic SharePoint skills desirable but not necessary).
- Competencies: Create an inventory of required and desired competencies for positions. Conduct skills assessment of new and existing staff to determine areas for improvement. Create skill building opportunities based on areas of need and using newly emerging systems for training.
- Direct and Supervise work of the Lead MA, including quality assurance plan for MA body of work.
- Collaborate with Primary Care and Family Planning Programs, Clinic Personal Health Services Supervisors (PHSS), Nursing and HIT teams to develop a chart audit process for Medical Assistants and Nurses.
- Orientation: Oversee the Division's Orientation and Training Series (OATS) General Session and Clinical Focus Session (registration, speakers, calendar, and participants' evaluations of speakers.) Schedule orientation activities. Position may also be responsible for directly providing some of the orientation content.
- Annual and refresher training: Support PHSS to develop an annual training and staff development plans that addresses identified training needs, new procedures and/or equipment, and emerging clinical issues. Determine best methods for providing this content and evaluating effectiveness of training. (May include development of curriculum and training materials.
- Tracking, reporting and program evaluation: Monitor and track staff continuing education using the Elsevier Learning Management System (LMS). Track orientation activities and develop and maintain statistics and reports regarding orientation activities. Evaluate effectiveness of orientation and training programs and implement improvement measures.
- Pipeline development: Plan, coordinate and schedule nursing student placements in CHS. Work with the Director of Nursing and other Nurse Managers to explore and develop collaborative nursing training opportunities. Identify potential training and placement opportunities for other disciplines.
Recruitment, hiring and supervision:- Hiring: Participate in the recruitment and selection process for new and temporary public health nursing and clinical employees.
- Float Pool: Oversee recruitment, hiring, and supervision of public health nursing and clinical float pool staff; assure they attend all orientation and ongoing training, and that they receive regular feedback and skills development.
- Contingency planning: Work collaboratively with other leaders to evaluate and update our approach to securing qualified backfill for our sites to cover absences.
Qualifications:- Washington State license as a Registered Nurse in good standing. BSN degree from a school of nursing accredited by the National League of Nursing or the equivalent
- Demonstrated commitment to equity and social justice and ability to incorporate ESJ principles in all aspects of this role.
- Advanced training in nursing administration or public health, or comparable experience.
- Demonstrated knowledge of nursing practice, healthcare maintenance, and the law regarding the practice of nursing and other health-care disciplines.
- Demonstrated ability to plan and implement learning activities, including curriculum development, facilitation and presentation skills.
- Demonstrated knowledge and skill in personnel supervision and management techniques and principles; this includes the demonstrated ability to set and communicate goals, hold people accountable and give useful feedback. Demonstrated knowledge and skill in building a high performance work team by motivating others to do their best. Skilled in interviewing techniques and principles.
- Knowledge of Public Health practices and principles.
- Knowledge of Quality Improvement process and methods.
- Excellent communication skills (oral and written), including the demonstrated ability to be an active listener.
- Skill in using a computer and applications; Word, Excel, Outlook, and PowerPoint.
- Demonstrated skill in leadership, problem-solving and conflict resolution.
- Demonstrated skills in establishing work priorities and handling a number of projects simultaneously.
- Skill in establishing and maintaining working relationships and working with diverse populations, staff and cultures; including a demonstrated commitment to fair opportunity and treatment for all.
- Mentor and coach staff to ensure quality work performance that meets productivity standards.
Licensing/Certification and Other Requirements:- Current Washington State Registered Nurse license in good standing.
- Bachelor's degree in nursing science from a school of nursing accredited by the National League of Nursing or the equivalent.
- Current BLS certification (for health care professionals).
- Valid Washington State Driver's License

Desired Qualifications:- Previous experience planning and supervising a community based program.
- Progressively responsible community health nursing experience.
- Masters' degree in Nursing, Public Health, or closely related field desired.
- Advanced knowledge of nursing theory and advanced and current clinical practice skills.
- Demonstrated ability to develop, manage and evaluate a program and curriculum for staff development which incorporates evidence-based and best practices.
