Summary

King County Office of Emergency Management is looking for a great people leader to serve as Deputy Division Director in the Office of Emergency Management (OEM) to: support and manage the division's daily office operations, including financial stability and reporting, and related administrative responsibilities; support and manage emergency operations coordination; and, provide overall leadership in Emergency Management for King County and the region.
 
ABOUT THE OFFICE OF EMERGENCY MANAGEMENT (OEM)
The King County Office of Emergency Management has a regional mission to provide leadership and high-quality services that improve the safety of the public in and increase the resilience of King County.  The Emergency Management Program specializes in disaster preparedness and emergency operations in the prevention, protection, mitigation, response and recovery mission areas.  King County OEM coordinates development of regional emergency management capabilities through risk assessment, gap identification, and analysis and evaluation.  King County OEM also provides strategic coordination of regional capability execution during emergency operations, including managing the King County Emergency Operations Center (EOC), located at the Regional Communications and Emergency Coordination Center (RCECC).

KEY EXPECTATIONS/RESPONSIBILITIES FOR THE DEPUTY DIRECTOR

The Deputy Division Director reports to the OEM Division Director and will serve as a leader for the regional efforts in emergency management with various county agencies and municipalities.

Responsibilities include:

  • Implementing and promoting goals, vision, workforce management, performance measures, and strategies;
  • Participating in the development of operating budget with a focus on aligning strategic priorities with current resources;
  • Leading effective change management practices with employees and stakeholders;
  • Collaborating with key stakeholders and creating a communications plan and structure to enable effective and timely responses with stakeholders on the status of major projects and initiatives;
  • Fostering a culture of innovation with a strong sense of how to develop and offer new services to meet current and emerging customer needs;
  • Utilizing internal and external resources, technology, and continuous improvement techniques to report metrics, improve processes, create more capacity, and deliver greater value;
  • Collaborating with various municipalities and county agencies to provide high-quality services that improve the safety of the public in and the resilience of King County;
  • Leading, coaching, issuing discipline, and providing feedback to OEM staff members;
  • Leading coordination efforts during emergency operations at the King County EOC, the scene of an incident, or another location;
  • Guiding preparedness efforts using a risk-based approach to capability development, assessment, and revision.
THE IDEAL CANDIDATE
 
The most competitive candidates will have significant experience in and knowledge of the emergency management field or any combination of education and experience that clearly demonstrates the ability to perform they key deliverables of the position.  We are seeking someone who can be an innovative leader to further support the regional mission of emergency management in Washington State.
 
COMPENSATION AND HOW TO APPLY
