The Adult Services Division (ASD) Operations Manager will lead the Adult Services Division's work and policy to integrate and centralize, as appropriate, all key systems in the division to ensure system consistency and process to-standard execution among the division's work groups, which include, but may not be limited to, the veterans, older adults and healthy aging, and resilient communities work groups. As part of this work, the ASD Operations Manager will work with the division's leadership to create policies and ensure the implementation of these policies and systems as they relate to community partnerships, division communications, reporting (both Veterans, Seniors and Human Services Levy reporting and reporting on other division deliverables) and performance management, fiscal operations, requests for proposals and other procurements, technical assistance, capacity building, and inter-divisional contracting and memoranda of agreement (MOA).
The scope of this position will encompass processes required to administer the Veterans, Seniors and Human Services Levy (VSHSL), DCHS general fund investments for human services, the RCW 73.08 veterans assistance fund, as well as other fund sources administered by the division.

WORK SCHEDULE/CONDITIONS: This position is overtime exempt. The typical work week is Monday through Friday, 8:00 a.m. to 5:00 p.m. This position is not represented.

- Lead the development of standards and training of division processes for requests for proposal, contracting, and other processes for division standardization; research standard processes and emerging practices in other work units and jurisdictions for these processes; provide training and technical assistance to the division and partner work units in using division standards and processes;
- Lead centralization of VSHSL procurement processes; develop and adjust template language and user manuals for division procurements and related steps; use web-based procurement tools; draft, or lead staff to draft, language and best practice protocols based on division best practices; train, supervise staff to provide technical assistance, and provide such assistance, to division work units and other community partners to ensure access to VSHSL and other procurements;
- Collaborate with partner work units, divisions, and departments and lead negotiation, drafting, execution, monitoring, and enforcement of memoranda of agreement and/or contracts that control investments of the VSHSL for assigned areas and vis a vis internal partners;
- Lead the development and execution of any VSHSL community provider division-wide communication and meeting and training plan;
- Lead and supervise related work associated with the creation and project management of the Veterans, Seniors and Human Services Levy (VSHSL) Annual Report, which includes coordinating with partner work units, fiscal and evaluation team members to ensure accuracy and timeliness of the project; tracking inflow of reports with VSHSL population work groups; ensuring accuracy of data through discussion with internal and external partners; drafting edits of annual report to ensure data and content quality; and managing relationships with any related contractors;
- Supervise staff liaison for the VSHSL Advisory Board, including overseeing any support or coordination related to the policy duties of staff leading that work, who will be responsible for coordination of board member nomination processes with the King County Boards and Commission Liaison, scheduling meeting facilities, draft meeting agendas, compile meeting materials, and draft meeting summaries;
- Supervise division processes related to legislatively-required division deliverables including those required under the VSHSL Implementation Plan, or its successor, other division-specific implementation plans, and those associated with other funds managed by the division.

- Experience, Qualifications, Knowledge, Skills
Successful candidates for this position will have:
- At least one year of professional experiences that demonstrates commitment to serving veterans, seniors and/or vulnerable populations in King County;
- Exceptional communication skills and experience providing oversight of communications strategies for a division or large initiative in partnership with communications stakeholders and/or dedicated communications staff;
- Demonstrated presentation skills and professional level writing skills;
- Demonstrated ability to work independently and as a member of a team;
- At least one year of experience supervising two or more people;
- Well-developed organizational skills and expert attention to detail as evidenced by over six months of experience successfully developing and managing consistent, centralized and aligned procurement or other system processes with a value of over 50 million dollars per year;
- Demonstrated experience in gathering and analyzing data to inform decision-making and in the development of materials, including formal reports, email notices and other notices for professional and community audiences.
- Recent and successful experience multi-tasking and working in stressful situations including changing deadlines and expectations;
- A well-developed understanding of equity and social justice principles;
- A Bachelor's degree and/or an equivalent combination of professional and life experience that enables the ability to learn complex processes quickly, analyze and improve those processes, and then teach others about the processes;
- A team orientation with a willingness to coach, mentor and support colleagues while being coached, mentored and supported by colleagues;
- Valid Washington State Driver's License or the ability to travel around the county in a timely manner.
- Advanced knowledge of GovDelivery, SharePoint, OneDrive, ZoomGrants, SiteCore
- Experience with contract management and/or monitoring with a proven ability to support contracted partners
