Paratransit Operations Analyst – Access Transportation (Functional Analyst I)
- Summary
King County Metro Transit is looking for an innovative, technically savvy individual to assist with building and developing reports and analytics. Additional duties will include assisting with technical project management, and providing contract administration support of contracted services for the Metro Transit Access Transportation Program. The position will own the design, development, and maintenance of system metrics and routine reporting tools to drive key data-based business decisions. The ideal candidate for this position will have a foundational knowledge of a variety of modern technologies and be a self-starter with quantitative analysis, data visualization, and reporting experience.
About the Access Transportation Program
Metro's Access Transportation Program provides over 1 million rides annually to seniors and people with disabilities using a fleet of over 350 vehicles. With a budget of $60 million annually, this position will help drive data-based business decision-making and enhancements across all levels of the County's Access Transportation program.

Work Schedule
The standard work week for this position is Monday through Friday; 40 hours per week. This position is subject to the provisions of the Fair Labor Standards Act, and therefore is eligible for overtime pay if scheduled.

- Job Duties
- Create standardized reports for workgroup and agency through the effective use of reporting tools and dashboards. Build, run and maintain routine reports as requested. Conduct ad-hoc data analysis of a variety of issues and activities
- Participate in routine design and report testing
- Assist program leadership to integrate data analysis into system improvements
- Assist in the development of policy and operating procedures for data collection
- Extract data from disparate sources and warehouse appropriately for use in reporting
- Communicate status updates and issues to management on a recurring base
- Simplify business processes by automating the collection, reporting, and analysis of metrics
- Help move the agency in a more data driven direction by providing information and assistance on routine questions involving system processes/procedures
- Assist with delivery of National Transit Database (NTD) required reporting related to Paratransit
- Provide assistance to Paratransit Operations and contract oversight in work teams
- Assist on work group projects as needed

- Knowledge and experience reporting on data using tools such as SQL, MS Power Business Intelligence (BI), and Excel
- Demonstrated attention to detail and accuracy in work
- Ability to distill large amounts of data and communicate effectively to executive decision makers
- Knowledge of how data affects process and process outcomes
- Ability to understand challenges or underlying concerns, share ideas, and develop effective responses or escalate issues for resolution
- Ability to handle multiple tasks and priorities and meet critical deadlines
- Proficiency in gathering and compiling information, trouble shooting data management problems and preparing accurate routine reports
- Ability to contribute effectively to the accomplishment of team or work unit goals, objectives and activities.
- Skilled in analytical thinking, problem solving, and resolving conflicts
- Ability to establish and maintain successful work relationships with staff, coworkers and the public
- Demonstrated ability to work collaboratively and successfully with a diverse group of individuals from a variety of different positions and backgrounds, which includes seniors and persons with disabilities, community agencies, vendors and decision makers etc.
- Ability to read and comprehend manuals, diagrams, and schematics

Desired Qualifications:
- Associate's Degree in Information Technology, business, statistics, engineering, economics, mathematics or related subject, OR a Data Analytics certification from a recognized program
- Experience with T-SQL and database query tools
- Experience with Trapeze Software Paratransit Automated Scheduling System (PASS)
- Data dashboard design experience
- Knowledge of the Americans with Disabilities Act (ADA) as it pertains to paratransit services
- Experience in ADA service delivery practices, procedures, and techniques

Selection Process
