NOTE: This Water Quality Planner/Project Manager III recruitment will be used to fill a term limited temporary (TLT) position or special duty assignment. The position is expected to start in September of 2019 and is anticipated to end in approximately 3 years. If filled internally as a Special Duty Assignment (SDA), pay and duration will be in accordance with Personnel Guidelines or selected employee's collective bargaining agreement. POSITION SUMMARY
Working with the high energy and innovative Regulatory Compliance and Land Acquisitions Unit, this position will be part of the team that delivers regulatory approvals (construction and land use permits) from local jurisdictions and permitting associated with Wastewater Treatment Division's (WTD) projects. The position provides professional and customer oriented services for regulatory permitting and some entry level real estate services to project teams. This position is responsible to coordinate permitting functions for capital projects, and other stakeholders, and provides input and oversight to the development of project and program strategies, schedules and budgets. Work includes participation in program or project development at initial stages, identifying WTD needs based on limited information, and ensuring regulatory compliance from initiation and planning to implementation, including project close out. The position requires both work at King Street Center and field time to ensure program goals are met.

- Job Duties
- Obtain construction and land use permits for capital projects
- Identify permits needed for proposed projects
- Review and interpret regulatory codes
- Participate as a team member, direct and guide consultants on capital projects and develop strategies for all aspects of permitting and provide recommendations to project managers as issues arise. Evaluate plans and project alternatives for economic and environmental impacts and obtain regulatory approvals for capital projects
- Represent the division and serve as the technical liaison on projects, planning and technical resource teams, other jurisdictions and/or the public;
- Participate in, and improve current processes, and have input in the development of standard specifications and guidelines for plan submittals and contract specifications by reviewing 30/60/90 drawings and plans
- Conduct field work as needed to fulfill regulatory or property compliance commitments from both property agreements and federal, state, and local agencies. This position will consolidate data and write up reports as required;
- Working through PCSS, procure and manage professional consultants for both small and large-scale infrastructure capital projects. Oversee consultant contracts (work orders), including contract development, consultant selection; negotiation, review, review submittals for payment, and approve scopes of work and change orders. Provide guidance and oversee scope of work of permitting and engineering (special studies and site preparation) consultants.
- Improve QA/QC methods by collecting data, reviewing or establishing standard work, visual management, and conducting problems solving to achieve continuous improvement in the delivery of services.

- Experience, Qualifications, Knowledge, Skills
- A bachelor's degree in environmental sciences, business, planning or closely related field or the equivalent combination of education and experience.
- Experience reviewing and interpreting regulatory codes
- Experience directing and guiding consultants on capital projects to include development of strategies for all aspects of permitting and providing recommendations to project managers as issues arise.
- Increasingly responsible experience obtaining federal, state, or local permits for capital projects.
- Experience reviewing reports, plans and implementing adaptive management strategies as needed.
- Experience working with project teams in reviewing project specifications.
- Knowledge of general government operations, planning techniques and principles.
- Excellent oral and written communication skills.
- Analytical skills to evaluate technical concepts, research a topic, and communicate the issues to the public and other agencies.
- Ability to handle multiple tasks and projects simultaneously to meet various deadlines.
- Demonstrated experience with a driven willingness to participate in racial equity efforts including conversations with staff
- Ability to use software that supports the delivery of a work product, including Word, Outlook, PowerPoint and Excel, and databases.
- A valid Washington State Driver's License
- Knowledge of wastewater treatment systems.
- Knowledge of PMI principles.
- Experience using LEAN tools and techniques to generate improvement in customer service.
- Experience in concepts of coaching and mentoring staff to develop problem solving skills.
