Project Program Manager I - Program Coordination Assistant
- Summary
The HIV/STD Program is seeking to hire a Project/Program Manager I to assist with project coordination and participate in data collection for a new National HIV survey in the King County area that will focus on transgender women, with a priority of Black, Latinx, and other trans women of color. Seattle is one of eight sites nationally that will be participating in this survey that is funded through the Minority AIDS Initiative (MAI) and designed by the Centers for Disease Control and Prevention (CDC). The project is designed to monitor the trends of sexual and drug-use behaviors, HIV testing history, and HIV prevalence in populations that may be at increased risk for HIV. Our aim for the survey locally is to work closely with the community to meet national objectives while also ensuring this project positively impacts the long-term health and well-being of transgender women in King and Snohomish Counties. (The survey tool itself is currently undergoing review with the Office of Management and Budget under the Paperwork Reduction Act. This position is anticipated to start sometime in late spring 2019 pending final approval of the survey.)
This position will work in the HIV/STD Program conducting various project coordination activities to support the work of NHBS-Trans across King and Snohomish Counties. The primary focus of this position will be on the NHBS-TRANS survey with the potential to work on other ongoing NHBS surveys. This position will work at 32-40 hours per week collaborating with the Project Coordinator and Data Manager for NHBS in collecting data for the ongoing formative assessment and preparing for and managing survey data collection. Examples include assisting with coordinating, collecting and summarizing data for assessment and evaluation activities; leading field office activities; planning and coordinating special events; engaging with the community to ensure the successful implementation of the project in a respectful way that minimizes barriers to participation; administering the project survey; HIV testing and counseling; additional duties as assigned by the Project Coordinators; and potentially assisting with dissemination of the information collected after analysis is complete.

WORK SCHEDULE: The schedule will be variable, and could include late afternoon, evening, and weekend shifts. We will do our best to accommodate other schedules as needed but the schedule will be determined by what works best for the community and project team.
WORK LOCATION: Downtown Seattle and field work dependent on community-identified needs.

Collaborate with the Project Coordinator in preparing for survey operations
- Finding and recruiting individuals with experience in and knowledge of local communities of transgender women for one-on-one and focus group interviews;
- Gather qualitative data, including one-on-one and focus group interviews, and informal conversations with community members;
- Assist with drafting reports describing results;
- Leading Community Advisory Board meetings and building relationships with people who serve and are part of communities of trans women, especially communities that face oppression from multiple angles (based on racial identity, stigmatized economic work, HIV status etc); and
- Assist with setting up survey operations (field location, gathering materials, etc.).
Participate in and assist with leading data collection and HIV counseling and testing activities- Recruit initial participants (seeds);
- Screen potential participants for eligibility and obtain informed consent;
- Conduct in-depth, standardized surveys with survey participants;
- Collect and process specimens for HIV and STI tests via finger stick or other biological specimen collection (training is provided);
- Provide HIV/STI counseling;
- Complete detailed project records;
- Prepare and maintain interview and testing materials and supplies;
- Participate in NHBS trainings and required Public Health trainings; and
- Other duties will include:
- Answer the phone, greet participants, and make appointments;
- Enter and/or check data;
- Provide incentives to participants; and
- Sometimes overseeing the field site, including opening and/or closing the office.
- Experience, Qualifications, Knowledge, Skills
- Experience working with and/or supporting trans women, especially of diverse backgrounds including people of color, people who are unstably housed, people who inject drugs, etc. Life experience in community counts toward this qualification and paid work experience with trans women is not required;
- Enthusiasm for and ability to approach strangers and quickly build a connection;
- Ability to strictly adhere to detailed survey research protocols;
- Ability to comply with strict protocols for confidentiality;
- Strong attention to detail;
- Basic knowledge of HIV;
- Ability to establish trust with diverse racial/ethnic and socioeconomic groups;
- Ability to work with the public and potentially de-escalate situations;
- Strong oral communication skills;
- Ability to learn project-specific computer applications; and
- Previous certification to perform HIV testing and counseling or a willingness to attend training to get certified.
Desired Qualifications:- Knowledge of clinical, social, and other services available for trans women in the greater Seattle area;
- Knowledge of the broader trans community and how subpopulations of trans women are connected;
- Experience in conducting standardized surveys;
- Experience in gathering both quantitative and qualitative data;
- Experience in HIV counseling and testing;
- Knowledge of medical and social services available to NHBS populations of interest;
- Ability to speak, read and write Spanish; and
- A valid WA State Driver License or the ability to obtain one upon employment if offered this position.
