Responsibilities of this position include managing green building outreach to cities and among development projects throughout King County, developing and implementing policies and programs that support green building, recycling and sustainable development, tracking and analyzing data, leading outreach and education, coordinating with multiple stakeholders, analysis, research, planning, and contract management. The successful candidate will also implement restorative green building programs, implement climate related policies, and incorporate racial equity to achieve measurable outcomes that benefit all SWD rate payers.
This is a professional position; work is performed both independently and in close coordination with other program managers and the RES Supervisor.

Work Schedule: This full-time Career Service position works a 40-hour workweek, Monday through Friday. This position is exempt from FLSA provisions and is not overtime eligible.
Solid Waste Division Profile: The Solid Waste Division's (SWD) core business is to operate the solid waste transfer, disposal and recycling services for residents and businesses in all of King County, except for Seattle and Milton. Our 400 employees have earned a reputation for being innovators and leaders within our industry, but our landscape is changing. As a result, we are in the midst of creating our future-focused on three lines of business--waste prevention, resource recovery, and waste disposal. This innovation is backed by an ambitious six-year capital program totaling nearly a half-billion dollars, and a biennial operating budget of over three-hundred million. Our business is operated as an enterprise fund where we are solely dependent upon our revenue generation to fund our operations and environmental mission. SWD's service area has a population of about 1.5 million, or approximately 70 percent of King County's population as a whole. Construction activity in the service area generates approximately 900,000 tons of debris per year.
The Recycling and Environmental Services Section provides regulatory oversight of Construction and Demolition (C&D) debris management within its service area. In addition, the section manages the countywide green building program (GreenTools) which promotes resiliency in the built environment, both internally with County operations and externally with numerous cities and building industry stakeholders.
Examples of Job Duties:- Assist King County cities (excluding Seattle) in implementing green building policy and practices, recycling policy, and related sustainable development programs
- Coordinate monitoring of model ordinances related to green building, green building incentives, and Zero Waste, in consultation with the Department of Local Services and city permitting agencies.
- Promote green building practices among public and private development, with emphasis on underserved communities and multifamily housing
- Coordinate community organization development with stakeholders from the private and public sectors on issues related to green building and solid waste goals
- Facilitate integration of equity and social justice and climate change priorities with green building efforts
- Provide sustainable materials vetting and selection support
- Establish work plans, budgets and schedules for Recycling and Environmental Services projects
- Prepare written and oral presentations for a variety of audiences
- Develop and negotiate consultant contracts, monitor and evaluate consultant work products, and approve invoices
- Manage data gathering and performance measurement
- Perform other related duties as assigned.
Our Ideal Candidate Will Have:- Baccalaureate Degree in a relevant subject area such as environmental science, public relations, architecture, or planning with three years of related work experience, or a combination of education and experience which provides you the skills to perform the duties of this job efficiently
- Experience in green building program policy development and implementation
- Knowledge of building development, design and construction methods
- Demonstrated ability to work effectively on project teams
- Excellent written and oral communications and presentation skills
- Experience in managing project contracts, budgets, and performance evaluation
- Ability to successfully work with multidisciplinary teams, matrix-based organizational structures and coalitions
- Demonstrated ability to work with program management and various project teams to achieve results within specified deadlines.
- Demonstrated knowledge of equity and social justice issues.
The Most Competitive Candidate Will Also Have:- Demonstrated skill in managing the development and implementation of green building related codes and incentives
- Demonstrated familiarity with third party green building certification rating systems
- Experience with sustainable material sourcing
- Experience in implementing programs that support equity and social justice
- Experience in leading project teams, stakeholder engagement and/or coalitions.
