- Summary
The Solid Waste Division (SWD), Recycling and Environmental Services (RES) section is recruiting for an enthusiastic team player to serve as the primary resource to RES for management and analysis of numerical data, including project expenditures, budget balances, and county-wide solid waste and recycling tonnage data. The position will require data analysis skills, knowledge of contract management, development of budget documents, and the ability to work closely with multiple individuals and groups, including SWD Financial and Planning staff, solid waste staff from city and state agencies, and privately-owned hauling companies.

This position will develop and manage the RES section budget, create and reconcile budget reports, manage Oracle reports, work directly with SWD finance staff, communicate regularly with the Hazardous Waste Management Program finance staff, communicate with RES staff regarding contracts, contract amendments and reconciliation of monthly, quarterly and annual financial data.
This is a professional position; work is performed independently and in close coordination with the section supervisors and manager. The incumbent will be a key contributor to the success of the RES section and SWD. Strong communication skills and a desire to contribute are needed for this position.

Work Schedule: This full-time Career Service position works a 40 hour work week, Monday through Friday. This position is exempt from FLSA provisions and is not overtime-eligible. This position is represented by Teamsters Local 117.
Solid Waste Division Profile: The Solid Waste Division's (SWD) core business is to operate the solid waste transfer, disposal and recycling services for residents and businesses in all of King County, except for Seattle and Milton. Our 400 employees have earned a reputation for being innovators and leaders within our industry, but our landscape is changing. As a result, we are in the midst of creating our future focused on three lines of business--waste prevention, resource recovery, and waste disposal. This innovation is backed by an ambitious six-year capital program totaling nearly a half-billion dollars, and a biennial operating budget of over three-hundred million. Our business is operated as an enterprise fund where we are solely dependent upon our revenue generation to fund our operations and environmental mission. SWD's service area has a population of about 1.5 million, or approximately 70 percent of King County's population as a whole. Construction activity in the service area generates approximately 900,000 tons of debris per year.
Examples of Job Duties:- Develop detailed RES biannual budget request documents as directed by RES management and SWD finance staff.
- Maintain and enhance Excel-based systems that enable RES program managers to reconcile program-level budgets and expenditures with King County's Oracle-based accounting system, including the development of monthly expenditure detail reports.
- Maintain and develop Excel-based systems to assist RES contract managers to track contract amendments and expenditures.
- Maintain Excel database for county-wide solid waste, recycling, and organics collection, using monthly data provided by hauling companies in various formats.
- Serve as primary liaison with Washington Utilities and Transportation Commission solid waste staff responsible for regulating solid waste collection service in unincorporated areas.
- Develop quarterly expenditure reports, a bi-annual budget and other documents required by the Local Hazardous Waste Management Program, in coordination with the Seattle King-County Health Department.
- Develop custom analyses, reports, and recycling tonnage projections as requested by RES and SWD management to assist in assessing program effectiveness and progress toward goals.
- Perform other related duties as assigned.
Our Ideal Candidate Will Have:- Expertise in state and county solid waste and recycling regulations
- Knowledge of the King County Comprehensive Solid Waste Plan waste reduction and recycling goals.
- Knowledge and experience in garbage, recycling and organics collection systems in King County.
- Experience in developing local, state and national policies to support the advancement of environmental goals.
- Ability to represent SWD on recycling subject matter in meetings with advisory groups and other public forums
- Demonstrated mastery and comprehensive knowledge of King County financial systems or other financial systems relevant to RES.
- Intermediate to advanced skill levels in use of Microsoft Excel for data management, manipulation, and analysis.
- Ability to come up with creative ways to analyze and report on recycling achievements.
- A commitment to ensuring that data reports are as accurate as possible.
- Strong written and oral communication skills, including the ability to summarize financial and other data in formats that are easily understood by lay audiences and the ability to train in managing financial data.
- Ability to manage multiple projects concurrently.
- A combination of experience and education that demonstrates the skills necessary to perform the primary job duties.
- Highly developed organizational skills.
- Demonstrated ability to work independently and as a member of a team.
- Ability to solve problems.
