King County Parks is seeking a Program Manager to help the Youth and Amateur Sports Fund Program (YASF) achieve our goals of increasing access to athletics and recreation to all citizens of King County. YASF provides grants to cities and organizations across King County that primarily engage youth in being physically active. This is a unique opportunity to assist in further designing and implementing a young grant program that will have a positive impact on the County's Equity and Social Justice goals.
This exciting position will work with a talented, high energy team of professionals who are committed to the mission of King County Parks. As a member of the Business Development and Partnerships team, the Program Manager will report to and work closely with the Grants Program Manager. This position will be responsible for a broad and varied range of grants management, including regulatory compliance requirements, policy development, community engagement, grant administration, program development, and communications for the Youth and Amateur Sports Fund Program. The Program Manager will work with cities, community groups, and non-profit organizations to develop, promote and implement the YASF program. The Program Manager will work with department staff, the Executive Office and King County Council to develop and implement the grant program. Work is performed independently with minimal supervision alongside the current program manager.

Work Schedule: This position is exempt from the provisions of the Fair Labor Standards Act, and is not overtime eligible. This is a 40-hour per week position and the hours of the work unit are normally 8:00 am to 5:00 pm, Monday through Friday.

- Job Duties
- Develop and implement YASF program policy, goals, performance measures and guidelines that align with King County's Strategic Plan and Equity and Social Justice goals.
- Design a community engagement strategy to assist in the ongoing development of the program. The process will consider the diversity of our communities, including culture and ethnicity, and seek to create an inclusive and accessible process.
- Develop and maintain long-term relationships with grant partners and manage the grant cycle for a large volume of organizations.
- Develop strategic partnerships and projects that remove barriers and increase access to athletics and recreation with a primary focus on youth and underserved communities.
- Participate in coalition building and act as a conduit for sharing resources with grantees.
- Stay abreast of new developments in grants management best practices, and their applicability to the needs of the program.
- Work with team on continuous improvement of an online application and CRM database.
- Develop a rubric for evaluating grant proposals.
- Recruit, and train grant evaluators.
- Evaluate grant proposals and recommend funding levels based on the programs policies, guidelines and evaluation criteria.
- Negotiate contracts to include a clear scope of work, budget, and timeline.
- Develop reporting requirements for grant recipients and tools to ensure grantees are meeting the requirements.
- Coordinate the completion of the Aspen Institute's Project Play State of Play Report.
- Implement State of Play report recommendations.
- Help develop an advisory board to guide policy development.
- Develop program reports for Parks Division management team, DNRP leadership team, Executive office and Council.
- Work with communication staff to create the YASF Story, videos and testimonials. Update website and other media to share the YASF story.
- Coordinate and attend ribbon cutting events and other public events in partnership with grant partners.
- Experience, Qualifications, Knowledge, Skills
The ideal candidate for this position will be a skilled program manager with exceptional organizational and process management skills, have experience in the youth development field, have excellent oral and written communication skills, be politically and interpersonally savvy, possess the ability to work independently and as part of a team with a high degree of accountability and be committed to delivering first-rate customer service. Candidate will have 5 years of current work experience and be able to demonstrate success in the following competencies:
- Innovation Management: Demonstrated success in managing and facilitating the creative process of others, with good judgement about which creative ideas and suggestions will work.
- Managing Through Systems: Be able to design practices, processes, and procedures which allow others to accomplish their work with minimal oversight.
- Process Management: Ability to orchestrate multiple activities at once to accomplish a goal. Uses resources effectively and efficiently. Knows what to measure and how to measure it. Can see opportunity for synergy and integration where others can't.
- Creativity: Able to think creatively and strategically to successfully collaborate with individuals and groups internally and externally. Ability to identify creative solutions to 'get to yes'. Looks beyond the obvious and doesn't stop at the first answers.
- Written and oral Communications: Strong communication facilitation, and presentation skills; including ability to maintain strong ongoing relationships with partners. Experience facilitating public meetings is required. Experience analyzing and writing legislation a plus.
- Interpersonal Savvy Demonstrated leadership and consensus building skills. Ability to manage expectations.
- Problem Solving: Experiments to find creative solutions and figure out the processes necessary to get things done. Can simplify complex processes.
- Negotiation: Gains trust quickly of other parties to the negotiations. Proven skills as a strong collaborator and negotiator. Experience negotiating multi-faceted agreements with partners valued at $50,000 or more.

- Cultural competence: Exceptional cultural competence and sensitivity; ability to communicate across cultures.
- Degree in Community Development, Project Management, Public or Business Administration, Fund Development, or Communications is desirable.
- Experience with coaching and working with youth is desirable.
- Valid Washington State Driver's License upon hire or ability to travel throughout the County in a timely manner.
- Final candidates must pass a criminal background check prior to employment.
