Public Health – Seattle & King County is seeking a TLT or Special Duty Project/Program Manager III (PPM III) to lead the countywide Youth Marijuana Prevention & Education Program (YMPEP). The Assignment is expected to last up to 18 months, but may be extended depending on need. Specifically, activities will include planning, coordinating, implementing, and evaluating the regional YMPEP workplan; developing and monitoring the program budget; negotiating and managing contracts with other jurisdictions and community partners; planning, convening and staffing work groups; conducting on-going assessment of the program; drafting written reports and/or other materials; and ensuring compliance with the Department of Health (DOH) contract. About The Unit
The mission of the Chronic Disease and Injury Prevention (CDIP) unit is to prevent and control chronic diseases and injuries in collaboration with community partners and other Public Health programs. We are seeking individuals who are committed to health equity. Competitive candidates will have demonstrated proficiency in advanced project management and process improvement including visual management tools, understanding of public health practice, effective and respectful stakeholder engagement skills, strong communication skills, and building collaborative relationships across organizations and sectors.

Work Location: This position will be based on the 11th floor of the Chinook Building located at 401 5th Ave in Seattle.
Work Schedule: This position is exempt from the provisions of the Fair Labor Standards Act, and is not overtime eligible. The regular workweek is 40 hours, Monday through Friday with some evening work as required.

Project Management:
- Serve as project manager and provide leadership for complex, technically challenging, planning projects; develop, implement, and track work plans to achieve section and/or grant-funded goals; make and/or modify recommendations for changing scope of work; ensure that deliverables and services meet deadlines.
- Develop and monitor a program budget. Propose budget revisions.
- Complete grant-required reporting.
- Conduct workgroup meetings.
- Convene and/or participate in planning and stakeholder engagement activities.
- Participate in internal planning meetings with PHSKC staff and other county departments.
- Manage student interns.
Analytical:- Serve as the department's technical expert on marijuana policy issues impacting public health.
- Conduct research on assigned topics, including synthesizing literature and to inform policy and program options and grant proposals.
Communication:- Create an environment that fosters open communication, team work, commitment to quality service; fostering a culture of learning and continuous improvement.
- Establish and maintain relationships with partners in key community agencies, to elicit ideas and information and promote goals and objectives.
- Prepare reports for a variety of audiences.
Grants & Contracts:- Co-develop and monitor a budget component for segments of a project or program.
- Write RFP documents, including guidelines, application forms and rating tools, and implement RFP processes.
- Manage complex contracts and/or grants independently.
- Provide technical assistance to contracting agencies and prospective contracting agencies on project implementation and meeting contractual responsibilities.
- Experience, Qualifications, Knowledge, Skills
- Bachelor's degree and minimum three years of experience in project planning and management OR any combination of education and experience that clearly demonstrates the ability to perform the job duties of the position.
- Demonstrated knowledge of public health practice and principles and the determinants of population health.
- Demonstrated experience with project management approaches, visual management tools, and all phases of the project lifecycle.
- Demonstrated proficiency in process improvement.
- Demonstrated experience establishing inter-jurisdictional contracts.
- Demonstrated skill in managing multiple tasks simultaneously.
- Demonstrated ability to: oversee, write, and produce reports in multiple formats for multiple audiences.
- Strong analytic, problem-solving, and decision-making abilities.
- Demonstrated skill in establishing and maintaining effective working relationships with a variety of individuals, including community members, elected officials, and representatives of agencies/organizations; convene and/or collaborate in community coalitions and partnerships.
- Experience leading planning processes that bring together constituencies representing diverse interests.
- Willingness and ability to work with diverse communities including people from a variety of racial, cultural, and economic backgrounds.
- Demonstrated ability to work effectively, independently and as a team member to coordinate accomplishment of objectives and tasks.
- Demonstrated ability to work efficiently under deadlines and organize and prioritize work quickly in response to changing needs.
- Valid Washington State Driver's License and the ability to travel throughout the County in a timely manner.
Desired Qualifications:- Master's degree in a social or health science, e.g. public health, anthropology, sociology, psychology or a closely related public health field

- Public Health relies on office automation (Microsoft Office 365) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.
