High-capacity light rail is emerging as the backbone of our region's public transportation system, and the Rail Division will be essential to its success. Metro Transit operates Sound Transit's light rail system, which will grow three-fold in the near future. Metro also operates two streetcar lines for the City of Seattle, which is evaluating expansion. These rail services complement Metro's robust fixed-route bus system and other mobility services, and the agencies are working together to build an integrated system that lets people travel farther, faster, and more easily. The Rail Division is critically important to attaining that vision by operating high-quality rail service today and by building a strong foundation for future growth. The division emphasizes safety, diversity and inclusion, workforce development, and continuous improvement.
The Rail Maintenance Manager is one of four Section Managers in the Rail Division and is responsible for managing light rail maintenance as follows:- Manage the Traction Power unit, Vehicle Maintenance unit, and the Track, Signals and Structures Unit.
- Develop and implement a standardized work program to ensure consistency, productivity, and accountability for maintenance and repairs.
- Ensure continuous improvement concepts are incorporated into the daily processes.
- Develop and implement the section's annual work program and performance standards; evaluate standards against work program and make revisions as necessary.

The Rail Maintenance Section Manager is expected to model and apply equity and social justice shared values, behaviors and practices across all of the job duties listed below:- Establish, develop and manage the Rail Maintenance Section to deliver high-quality, timely service to customers.
- Build teams, supervise, and mentor staff across Transit Operations divisions.
- Ensure that employee and public safety continues to be Metro's highest priority, maintaining strict adherence to safety rules and procedures and continually seeking to enhance safety practices.
- Partner with unions and other internal and external stakeholders to deliver excellent service and build a community-oriented, diverse, and inclusive work environment.
- Plan and implement strategic goals and policies; ensure compliance with applicable laws, regulations, and policies; analyze and interpret operating policies, procedures, and guidelines; and approve recommendations for improvement.
- Lead and manage the development of new initiatives, efficiencies, and operational methods; determine and select technology and equipment; and direct program and procedure development, implementation, monitoring, and reporting.
- Lead, help develop, and motivate employees, helping them to recognize the important role they each play in achieving the overall agency goals and empowering them to perform accordingly.
- Develop, approve, and monitor budget; determine and allocate resources.
- Promote partnership and foster positive working environments with maintenance counterparts at Sound Transit.
We are looking for candidates who:- Have three years of increasingly responsible management experience in transit operations, public administration, human resources, or other applicable fields that provide the knowledge, skills, and abilities to perform the key roles and responsibilities of the positions.
