The HIV/STD Program is seeking to hire a Disease Research and Intervention Specialist to provide field testing for HIV to individuals experiencing homelessness. During the summer of 2018 King County began to experience an outbreak of HIV amongst individuals who were at high risk and with little access to medical care. The primary focus of this position is to target those individuals so that they can be tested for HIV. These individuals can be difficult to locate, engage and/or follow up with.
WHO MAY APPLY: This position is open to the general public and all King County career service employees, who have completed their initial County probation, and are interested in a special duty assignment opportunity. You must have supervisor approval prior to taking a Special Duty Assignment. This assignment is expected to last until December 31, 2019.
WORK LOCATION: King County will be the primary location with field work across King County dependent on community-identified needs.
WORK SCHEDULE: This position requires flexibility in the schedule in order to support this 24/7 operation. A 40 hour work week schedule will be set on a weekly basis according to project needs.

- Conduct in-depth behavior risk assessments quickly and accurately.
- Collect blood specimens for HIV tests via finger stick
- Provide HIV counseling to people with varying degrees of medical knowledge
- Complete detailed paper charts
- Accurately and efficiently input paper charts into online medical charting system
- Participate in ongoing assessment to determine best methods and locations to offer testing to hard-to-reach populations
- Participate in required Public Health trainings
- Experience, Qualifications, Knowledge, Skills
- Ability to establish rapport with diverse groups of people in a brief amount of time
- Ability to work with communities of people with varied lived experiences in a non-judgmental manner
- Ability to comply with strict protocols for confidentiality
- Strong attention to detail
- Basic knowledge of HIV and prevention issues
- Venipuncture experience or willingness to be trained in blood draws
- Have a current BLS CPR certification with AED training or willingness to obtain one by first day on the job. (CPR/AED Heartsaver courses do not meet this requirement.)
- Ability and willingness to drive a county vehicle during the day or night hours.
- Possess a valid WA State driver's license or ability to obtain one within 30 days of hire
- Demonstrated ability to follow procedures/protocols and apply them to unpredictable situations
- Excellent verbal and written communication skills. Ability to function with minimal direct supervision
- Must be available to work any scheduled outreach shift which could be day, evening and weekends
Desired Qualifications:- Experience doing outreach to individuals currently experiencing homelessness; including subpopulations that may be difficult to reach such as sex workers, PWID, etc.
- Experience in HIV counseling and testing.

NECESSARY SPECIAL REQUIREMENTS:- Must possess a current and valid Washington State Driver's License or be able to obtain one within 30 days of the hire date.
- The selected candidate will be required to pass a thorough background investigation.
- Documentation of current BLS CPR certification with AED training required at time of hire. CPR/AED Heartsaver courses do not meet this requirement.
