Senior Continuous Improvement Manager
- Summary
King County's Executive Department is seeking a high-energy change leader who is motivated by difficult challenges, leads with humility, engenders trust and values service to others. We are inviting candidates for the position of Senior Continuous Improvement Manager (SCIM) on the County's centralized Continuous Improvement team (CIT) of eight Lean practitioners. The SCIM coaches executives in the County in Lean as the model for organizational excellence. The position requires strong leader coaching and communication skills. The position also requires experience in management systems, continuous improvement, and value-based behaviors.
County Executive Dow Constantine set a goal to be the Best-Run Government and is using Lean to transform our processes, management system and culture to improve employee engagement and deliver greater value to the communities we serve. This is a rare opportunity to play a key leadership role in transforming the way government operates.
The Senior Continuous Improvement Manager will report directly to the Chief Performance Officer and support a wide range of Lean activities across the County.

- Developing senior leaders in applying Lean principles and behaviors, and developing their organization plans for leading system and culture change.
- Working with senior leaders to transform management systems, including how we plan and execute to accomplish strategic goals.
- Coaching leaders and continuous improvement staff of large, cross-functional improvement projects to achieve measurable results.
- Supporting Lean community of practice activities, including teaching and mentoring others in various levels of leadership.
- Work collaboratively with leaders at multiple levels to deploy strategy and establish a Lean management system.
- Develop senior leaderships' skills, and work to shape strategic improvement plans.
- Facilitate or coach cross-functional improvement projects.
- Coach and train Lean learners at all levels on the full range of Lean thinking, concepts, behaviors and tools.
- Support Lean community of practice activities.
- Experience, Qualifications, Knowledge, Skills
- Minimum of 2 years required in a position dedicated to coaching leaders and facilitating Lean activities including cross-functional value-stream-based improvement projects.
- Minimum of 5 years leadership experience preferred.
- Demonstrated knowledge and skill leading and facilitating the full range of Lean thinking and tools.
- Demonstrated ability to successfully consult, facilitate, and negotiate at senior leadership levels by establishing themselves as a respected and trusted leader and coach.
- Demonstrated ability to lead change, navigate conflict, influence others, manage shifting priorities and collaborate cross-functionally.
- Strong business acumen.
- Excellent organizational, project management, change management and analytical skills.
- Ability to travel throughout King County in a timely manner including locations not served by public transportation.
