Special Projects Manager I (part-time)
- Summary
The Department of Local Services (DLS), Road Services Division is seeking to hire a talented Special Project Manager I to assist the Road Maintenance Section with the development of strategic planning principals, priorities and policy goals, aligning various maintenance programs and activities to promote and support them before the 2021 – 2022 budget process. This is a temporary, part-time assignment (up to 24 hours per week) anticipated to end December 31, 2020.

ABOUT THE DEPARTMENT
King County is the local service provider for the roughly quarter-million people who live in the unincorporated areas of the county; taken together, the population size of unincorporated King County would be equivalent to the second-largest city in the state. The Department of Local Services includes a Director's Office with a Community Service Area group, a Road Services Division, and a Permitting Division. Together, this department provides a single executive point of accountability for delivery of local services to all of the unincorporated areas of King County.- Job Duties
The successful candidate will demonstrate skill and ability at a minimum to:
- Collaborate with Managers and Supervisors to develop a Maintenance Management Plan and Guidance Documents for Vegetation Management in the County rights of way to improve safety for road users (pedestrians, bicycles and motorists) and to protect the public infrastructure.
- Collect, organize, analyze Maintenance Management data; present analysis and recommendations to section and division and department management staff.
- Consult and mentor work unit supervisors to develop and monitor Employee Survey Action plans to initiate improvements in selected areas, based on 2019 Survey Results. Will require knowledge of maintenance operations, experience working with field and management staff, understanding the dynamics of diverse work groups, and excellent communications skills.
- Research and identify gaps between current maintenance practices and optimal maintenance standards, to develop a compelling narrative in support of Road funding requests for 2021-2022 budget process.
- Develop and implement work programs to increase employee engagement and develop work plans to assist the Section in providing development and growth opportunity for employees within King County. Assist with On-Boarding program for new employees to the Section with the Safety Manger.
- Work with Supervisors and Managers to facilitate lean process improvement projects for maintenance programs.
- Experience, Qualifications, Knowledge, Skills
- Demonstrated record of progressively responsible relevant experience, or the equivalent combination of education and demonstrated professional experience necessary to successfully perform the essential functions of this position.
- A Bachelor's Degree in Public Administration, Business, Data Science or other relevant areas of study or equivalent relevant experience.
- Strong ability to communicate orally and in writing, to various audiences and stakeholders in a meaningful way, including to both line staff and executive leadership teams.
- Ability to comprehend and compile data related to organizational strategic goals including those specific to maintenance operations and financial and performance management systems
- Strong understanding of liability and risk associated with operational organizations, and federal and state regulations and requirements;
- Ability to extract financial data
- Knowledge about maintenance practices is strongly preferred
- Experience with presentation tools such as Prezi or PowerPoint
- Be knowledgeable about technical tools, such as Microsoft products (Excel, Access, etc.)
- Be knowledgeable with data cleaning, data visualization, data architecture, and emerging business intelligence strategies
- Demonstrate the ability to read others and develop constructive and effective relationships
- Be an effective verbal communicator with diverse audiences and leadership, including conveying sensitive information to leadership and colleagues
- Be an effective written communicator with comfort in writing business intelligence reports
- Possess strong organizational and project management skills
- Be able to meet deadlines and work under pressure

WORK SCHEDULE: This position is exempt from the provisions of the Fair Labor Standards Act, and is not overtime-eligible. The position is paid on a bi-weekly schedule, every other Thursday, comprising a 24-hour work week. The position may be required to attend evening meetings with extended and/or flex scheduled work hours to respond to service needs.
