Summary

This position is considered safety sensitive. Applicants for positions defined as safety sensitive are required to undergo drug testing prior to employment and subsequent to commencement of employment. Employees are subject to random, post-accident, reasonable suspicion, return to duty and follow-up drug and alcohol testing in compliance with Federal DOT alcohol and controlled substances testing program protocols.
 
Our Supervisor-in-Training (SIT) program is a step towards leadership in Bus Operations. This year-long program prepares employees to step into the role of first line supervisor.  Participants receive hands on training as they prepare to qualify in two of three service areas: Base Operations - Dispatcher/Planner, Service Supervisor or Transit Instructor. Communications Coordinator training is not included during the SIT program.  The responsibilities of this classification include performing work of various duty assignments and completing classroom training as a part of the formalized training program for qualification as a first-line supervisor.
 
The program includes both classroom and on the job training.  Successful candidates will become qualified in two of three assignments:  Service Supervisor, Base Operations – Dispatcher/Planner or Transit Instructor.  During the program SITs are assigned increasingly responsible work, and work more independently. 

Work also includes timely and successful completion of all related supplementary training classes and examinations deemed necessary for the program. Work requires compliance with all applicable federally mandated safety-sensitive requirements.

Who may apply?
  • Full-time transit operators with at least 2.5 years of full time service
  • Current rail operators with at least 2.5 years of full time service
  • Current streetcar operators with at least 2.5 years of full time service
  • Current rail/streetcar supervisors who were not previously bus supervisors

This recruitment will be used to generate an eligibility list for up to 15 positions.

Work Location: The work location will vary throughout King County.
 
Work Schedule: This position is not exempt from the provisions of the Fair Labor Standards Act, and is overtime eligible. Work schedules vary. Supervisor assignments reflect the 24 hour, seven day a week schedule that Transit operates.  Shift hours include straight-through and split shifts. Relief assignments may be changed with short notice. Refer to Article 22, Section 6 of the Labor Agreement for additional information about work assignments.

Job Duties

PRIMARY JOB DUTIES INCLUDE: Supervisors will work in different locations from day-to-day, provide round-the-clock coverage and serve on a diverse team who regularly interacts and engages various personality styles within the County culture and the general public.

During the 12 month SIT program, an SIT must qualify in two of the following; Service Supervisor, Base Operations- Dispatcher/Planner or Transit Instructor. Physical requirements include sitting, handling tools, lifting up to 40 pounds, standing for long periods of time and performing a variety of activities. SITs must be able to learn and use a variety of computer programs proficiently.
  • Service Supervisors - Service supervisors facilitate the safe, reliable and timely delivery of transit service. They use a variety of computer programs daily. Duties include monitoring service and facilities, report writing, performing minor mechanical repairs on the road, investigating accidents, coordinating with other agencies to help minimize service disruptions, and proposing and implementing solutions to service related problems. Service supervisors provide on-the-scene customer service. Supervisors drive a County vehicle (typically a van) several hours at a time. They work outside approximately 95% of the time and must endure inclement weather and occasional unsanitary conditions.
  • Base Operations - Dispatchers/Planner – Base Operations - Dispatcher/Planner are responsible for filling assignments with a qualified operator in accordance with the guidelines of the labor agreement. They compute operator pay time, record operator attendance and maintain records for the base. In addition to planning and record keeping, Base Dispatcher/Planners continually interact with a variety of Metro employees by telephone and in person. Dispatcher/Planner work in an office setting. They use a variety of computer programs daily and manage multiple tasks at a time.
  • Transit Instructors – Transit Instructors are responsible for all aspects of Bus Operator training, including classroom, coach practice, remedial training and retraining activities and ride checks.  Instructors interact with a diverse group of new and veteran students/operators with varying knowledge, skills and abilities and provide coaching support to transit operators in a professional and supportive manner.   Regular tasks include: compute student pay, complete equipment and route qualifications and provide written documentation to Bus Operations chiefs regarding the training they provide.  They use a variety of computer programs daily and manage multiple tasks at a time.

Experience, Qualifications, Knowledge, Skills

NECESSARY SPECIAL REQUIREMENTS: After appointment, the Supervisor-in-Training (SIT) will be subject to a 12-month probationary period. At the end of 12 months, the SIT is required to be qualified in two of the following sections; Base Operations - Dispatcher/Planner, Service Supervisor or Transit Instructor.  

Inability to qualify in two sections will require the employee to return to the Transit Operator classification. Supervisors-in-Training will receive a performance review upon completion of training in each areas.

Supplemental Information

There are five parts to the recruitment process.
 
Part I:  Successfully submit an online application.  The application will be reviewed to verify the applicant meets the minimum qualifications for the position. 
 
Part II: A record review will be completed for all eligible applicants (as outlined under "Who may apply" above). The record review will be conducted based upon the work record calculation criteria described in this announcement. If you pass the record review, you will proceed to the next part of the exam process.
 
Upon completion of a record review, base staff will notify all candidates.   A Base Chief will review the results of the record evaluation with candidates who do not pass this step in the process. Candidates will be asked to sign their work record calculation worksheet in the presence of the Base Chief, who will also sign it. If there are discrepancies or disagreements about the work record evaluation, the issues must be resolved prior to the chief submitting the record review form to Transit Human Resources.
 
Part III: A written exam and computer test in MS Outlook and MS Word will be given to those candidates who successfully pass the record review standards criteria. This will be a job-specific assessment that will measure the components of the job that cannot be taught or trained during the limited SIT class time.  Candidates will not be allowed to bring cell phones, calculators, notes or other written materials into or out of the written exam.
 
Part IV: The 30 most competitive applicants who pass the written exam and computer test will be scheduled for panel interviews. Interviews will focus on the relevant competencies for the position and also include situational questions that directly relate to the skills required of a Supervisor in Training. 

The panel will consist of first line supervisors, Bus Operations chiefs and superintendents, as well as Transit Stakeholders.  The interviews will be rated and will be facilitated by Transit Human Resources. 
 
Part V: A maximum of 15 candidates who have the highest combined scores from the testing and interview processes will be forwarded to the Union.  The Union will place candidates in seniority order and return the list to Metro Transit.  The list will remain in effect until exhausted.
 
WORK RECORD CALCULATION CRITERIA:
  • Work record review calculations will use the applicant's most recent 18 months of actual full-time service. A month of actual full-time service is defined as a calendar month in which the applicant worked 15 or more full or partial days.
  • If an applicant has less than 18 qualifying months of full-time service the applicant will be disqualified from continuing in the process due to insufficient recent experience to evaluate the employee's record.
  • The maximum time frame that will be examined for this recruitment process will be  48 months. Records prior to March 31, 2015 will not be reviewed.
  • The applicant's record review will include the base file, preventable accidents and incidents and customer complaint (C3) records.
  • The cutoff date for recording points will be March 31, 2019. However, any major infraction that occurs after the record review cutoff date will be cause for disqualification.
  • SIT candidates will be required to meet these work record criteria immediately prior to entry into the SIT class.
 
WORK POINTS ASSIGNMENT AND SCREEN-OUT THRESHOLD
  • Applicants will be screened out of the remainder of the Supervisor-in-Training selection process if the record review totals 18 or more points with points assigned as follows:
    • Unexcused Absences: 6 points each
    • Late Reports (purged misses will be counted):3 points each
    • Review of customer complaints between April 1, 2018 and March 31, 2019. Four or more customer complaints may result in disqualification from the selection process:
    • Performance Reports (excluding those related to attendance and preventable accidents):
      • Major Infractions: 18 points (previous 36 months reviewed)
      • Suspension: 10 points
      • Written reminder: 5 points
      • Oral Reminder: 3 points
    • Preventable Accidents and incidents:
      • Severe accidents: 18 points
      • Major accident: 9 points
      • First minor accident/incidents: 5 points
      • Each successive minor accident/incidents: 7 points
