- Summary
The Department of Local Services (DLS) represents a comprehensive effort to improve the efficient, effective, and timely delivery of municipal services to the nearly 250,000 people who live in unincorporated communities of King County.
The Road Services Division designs, builds, operates and maintains roads and bridges in unincorporated areas of King County. The division is a 24 hour per day, 7 day a week operation with work site locations in Renton, Downtown Seattle, and several remote field locations throughout King County. The division is responsible for 1,500 miles of road and 182 bridges, 5.7 million feet of drainage ditches, over 44,000 traffic control signs, 78 traffic signals, and 50 traffic cameras in unincorporated King County.

WHO MAY APPLY: This recruiting effort is open to all qualified individuals. Depending on selected incumbent's background and qualifications, this position may be filled as either an Engineer I or Engineer II level. This recruitment may be used to fill permanent, term limited temporary (TLT), seasonal and seasonal temporary workers.
WORK SCHEDULE: This position is nonexempt from the provisions of the Fair Labor Standards Act, and is overtime eligible. The regular workweek is full-time 40 hours, 6:00 AM to 3:30 PM, Monday through Friday; must be available to work after hours, weekends, holidays, and inclement weather upon management request.

- Job Duties
As an Engineer I:
- Conduct preliminary surveys such as roads, flood control projects, building sites, setting property corners, and perform geodetic control surveys
- Set slope stakes, bluetops, bridge control, and reference points for county construction projects
- Assist with the layout of centerline alignment staking, right-of-way and slope easement staking.
- Set-up, calibrates, adjusts and operates survey-related equipment including total stations, automatic levels, and GPS receivers.
- Read and interpret design plans and drawings of roads and structures.
- Perform field computations (i.e. traverses, intersection details, grade lines, elevation locations, triangulation, coordinates, curves, grades, volumes, etc.)
As an Engineer II:
- Oversee survey crew activities; direct the survey crew on procedures for the day.
- Conduct various types of surveys including GPS, property, legal, boundary, topographic, hydrographic, control and construction surveys
- Layout centerline alignment staking, rights-of-way and slope easement staking, slope staking, bluetops, bridge control, and reference points for related construction layout
- Conduct preliminary surveys such as roads, flood control projects, building sites, setting property corners, and perform geodetic control surveys
- Operate Global Positioning Systems (GPS), total stations, electronic data collectors, digital theomats, theodolites, levels and other complex survey instruments
- Transfer field data to office computers, edit files and construct digital terrain models for office staff review
- Calibrate and adjust total stations, digital theomats, theodolites, levels and other survey equipment
- Read and interpret design plans and drawings of roads and structures. Perform all necessary field computations (i.e. traverses, intersection details, grade lines, elevation locations, triangulation, etc.) to accomplish field surveys on assigned projects

For Engineer I:
- Experience performing survey work to include conducting preliminary surveys such as roads, flood control projects, building sites, setting property corners, and performing geodetic control surveys
- Skill in reducing and analyzing survey field notes and information/codes from data collectors in preparation for use in AutoCAD/Civil 3D
- Skill in accurate layout of centerline alignment staking, rights-of-way and slope easement staking, slope staking, and related construction layout
- Knowledge of personal computer applications for Microsoft Word, Excel and Access
- Skill in mathematical calculations
- Skill in reading and interpreting engineering plans
- Ability to operate Global Positioning Systems (GPS), total stations, electronic data collectors, digital theomats, theodolites, levels and other complex survey instruments
- Ability to calibrate and adjust total stations, digital theomats, theodolites, levels and other survey equipment
- Ability to prepare written reports or technical memos based on the findings from project conceptual studies, traffic analyses, environmental studies, structural analyses and condition inspections, etc.
- Ability to use drafting software applications relative to surveying and mapping programs such as AutoCAD, Land Development Desktop, Map 3D, Civil 3D, GPS, and GIS
- Ability to work with in a team environment and with diverse individuals and customers and maintaining effective relationships
- Ability to drive hubs, rebar, spikes, and nails with hammer, maul or bar; cut brush with machete, brush cutter or chainsaw, use jackhammer, roto-hammer, and drill
- Ability operating survey instruments such as: GPS equipment, total stations, computer, level, rod, measuring tape and chains, tripods, tribrachs, prisms, hand level, right-angle prism, compass

For Engineer II (in addition to requirements as listed above for an Engineer I):- Experience leading survey crews by planning, directing and coordinating the work of subordinate employees
- Advanced experience performing survey work to include conducting preliminary surveys such as roads, flood control projects, building sites, setting property corners, and performing geodetic control surveys
- Experience performing field evaluation / review and provide recommendations for project scope and construction cost estimates
- Experience in reading, interpreting and developing engineering plans, specifications and cost estimates for road, bridge, stream and landfill construction
- Demonstrated knowledge and experience with construction project schedules including review, analysis and tracking of progress
- Skill in handling politically sensitive issues
- Skill in using Microsoft Office software such as Access, Excel, Word, PowerPoint and Project
- Ability to use drafting software applications relative to surveying and mapping programs such as AutoCAD, Land Development Desktop, Map 3D, Civil 3D, GPS, and GIS
- Skill in rapidly setting up & leveling survey equipment; writing legible field notes and writing legible on stakes and pavement surfaces
- Ability to effectively managing multiple projects and priorities under close deadlines and changing priorities
- A valid Land Surveyor in Training (LSIT) Certification

WORKING CONDITIONS:
- Work performed in the office and field. Work in the field may be performed under unfavorable weather conditions
- Works outdoors, which may require walking on uneven, rocky or rough ground, or working in inclement weather
- Required to navigate steep slopes and awkward working conditions with heavy vegetation while carrying up to 40 lbs. of multiple pieces of equipment
- Required to drive hubs, rebar, spikes, and nails with four pound sledge hammer, maul or bar; cutting brush with machete, brush cutter or chainsaw, using 90 lb. jackhammer, roto-hammer
- Required to sit, talk, listen and hear; frequently required to use hands to finger, feel or handle writing utensils, computer and office supplies which require repetitive arm, wrist and hand movement
- Often required to stand and reach with arms and hands. Specific vision abilities include close, distant, color, and physical activity including but not limited to lifting up to 50 lbs at least waist height; carrying and moving objects
SELECTION PROCESS: Applications will be screened for clarity, completeness, grammar, and qualifications, including background in directly related experience. The most competitive candidates may be invited to participate in an interview and take an AutoCad practical. Interviews are anticipated to be scheduled during the week of July 29. Reference checks and pre-employment physicals will be conducted.

- Valid Washington Driver's License or the ability to obtain a Washington State license within 30 days of hire
