- Summary
This position is considered safety sensitive. Applicants for positions defined as safety sensitive are required to undergo drug testing prior to employment and, subsequent to commencement of employment, will be subject to random, post-accident, reasonable suspicion, return to duty and follow-up drug and alcohol testing in compliance with Federal DOT alcohol and controlled substances testing program protocols.
The role of the Transit Chief is critical to the management and oversight of the daily operations of Transit and the service we provide. Transit Chiefs provide policy direction, create an environment that models customer service, work collaboratively with union leaders and others within the organization, and are a resource to employees at the worksite.
This leadership role requires the ability to communicate effectively with a diverse employee work group, proactively solve problems that impact service delivery, provide quality customer service, and motivate employees through building respect and trust. Transit Chiefs promote teamwork and resolve conflicts that arise, promoting a cooperative environment and effective communication. Transit Chiefs are proactive in facilitating good working relationships, demonstrating cooperative interactions, and promoting teamwork with new members, facilitating inclusion, and demonstrating flexibility in accomplishing shared goals.

Work location: This position is located at Metro's Power Distribution Headquarters 2255 4th Ave S Seattle, WA 98134.
Work schedule: Power Distribution is a 24/7/365 operation, positions may be assigned to work various shifts including weekends; days off may vary. This position is exempt from the provisions of the Fair Labor Standards Act, and is not overtime eligible. The persons in this position will have on call responsibilities.

- Job Duties
- Plan and schedule work assignments for trolley overhead crews, electrician constructors, lead workers, and crew chiefs.
- Ensure that all work performed by the assigned employees meets required standards of safety, quality and quantity.
- Inspect work progress as necessary.
- Administer electrical installations and maintenance contracts.
- Act in the capacity of power dispatcher and direct the load dispatching of AC and DC systems to facilitate the routine and emergency maintenance and repair of the agency's power distribution electrical system, working voltage range of 750-26,000V.
- Provide estimates for construction and revisions of Power Distribution's electrical systems to various agencies, contractors and other departments within King County.
- Participate on engineering and other design teams involved in the design and/or modifications of new and existing electrical equipment and systems.
- Oversee the maintenance and revisions to electrical system design schematics, construction standards, plans and drawings.
- Respond to emergencies, power outages, equipment failures on an on-call status, 24 hours a day, and 7 days a week. Respond to customer complaints.
- Developing and implementing SOPs and SMPs
- Participate in the development and administration of the unit's operating budget. Prepare monthly reports, work plans, and monitor expenditures.
- Administer the collective bargaining agreement. Coordinate the resolution of grievances. Recommend disciplinary actions, participate in performance evaluations for designated staff and other related personnel matters.

- Experience, Qualifications, Knowledge, Skills
In addition to the shared competencies (Download PDF reader) for the Transit Chief role, when assigned to Power Distribution Transit Chiefs must demonstrate the following additional minimum qualifications:
- Four years of related electrical work experience is required with two years in a lead or supervisory capacity and/or education that provides the candidate with the knowledge and skills necessary to perform the work of the position.
- Working knowledge of the principles of organization, training, motivation, supervision, and personnel management.
- Working knowledge of the theory, operation, maintenance, repair and installation of high and low voltage electrical systems.
- Knowledge of AC and DC electrical distribution systems and equipment.
- Working knowledge of high voltage switching up to and including 26,000V, and knowledge of best practices relating to distribution switching procedures.
- Knowledge of theory, operation, and use of computers and computerized diagnostic test equipment in modern electrical applications.
- Knowledge of fire/life safety and security systems.
- Knowledge of emergency and backup/standby power systems.
- Knowledge of supervisory, control, and data acquisition systems (SCADA).
- Knowledge of federal, state, and local electrical codes and methods used to comply with those regulations.
- Ability to establish and maintain productive working relationships with employees and customers, both internal and external.
- Ability to manage a number of projects simultaneously.
- Ability to effectively supervise employees, interpret and apply laws, rules, regulations, and labor contracts.
- Knowledge of and skill in the use of Enterprise Asset Management (EAM).
A valid Washington State Driver's License, or the ability to travel throughout the county in a timely manner.

Selection Process: Candidates who demonstrate clearly through their application materials how they meet and/or exceed the minimum qualifications and ideal candidate profile will be invited to participate in first round panel interviews. Candidates who pass the first round interview process will advance to final interviews.
First Round of interviews are scheduled for the weeks of September 9th – September 20th.
Final Round of interviews are scheduled for September 30th – October 11th.
You must be available to on these dates if selected. Skype options are available for out-of-state candidates for the first-round interview only. Final interviews must be in person. We unfortunately not able to provide interviewing or relocation expenses.
The most competitive candidates from the final interview process will proceed to reference checks and a record review. Final offers of employment will be subject to successful completion of the reference check and record review process.
