**This recruitment will be used to fill two career service positions and may be used to create an eligibility list for future career service (CS), term-limited temporary (TLT) and special duty assignment (SDA) positions that may occur. Eligibility lists are valid for twelve months, or until exhausted, at the discretion of the hiring authority.

Job Summary
The Project Controls Office (PCO) within Metro Transit's Capital Division is seeking individuals who want to be part of a growing team that supports the division's capital programs and projects. We provide products and services that support Metro Transit's short and long-term vision, goals and strategic plan. PCO's primary service is to provide project administration/coordination services which includes contract administration including compliance and developing and maintaining schedules. We anticipate filling two positions. The successful candidates will be located at one of two locations: (1) King Street Center in downtown Seattle, 201 South Jackson Street, Seattle, WA 98104; (2) South Base Construction Office located in Tukwila, 11911 East Marginal Way South, Building B, Tukwila, WA 98168.
The most competitive candidate will have knowledge of internal controls, contract and project administration, cost estimating and scheduling techniques. They would also have a background in construction, project administration, or compliance and project management experience in public and/or private sector.- Job Duties
South Base Construction Office Transit Project Control Engineer III
- Serve as primary Project Controls contact for Construction contracts and related matters.
- Provide guidance and input to project managers, engineers, construction personnel and contractors on interpretation of construction contract terms, policies, procedures and statutory requirements.
- Participate in construction or project meetings to address and/or discuss contract matters, as necessary.
- Coordinate and review contract submittals with field personnel and division staff.
- Review and analyze contractor construction baseline and monthly schedule updates. Prepare and/or coordinate updates to the project master milestone schedule for assigned projects.
- Participate in the review of engineering design and related documents regarding construction and determine if established costs and schedules meet project expectations.
- Coordinate review of change requests, proposals and payment requests for compliance with contract terms, policies, procedures and statutory requirements.
- Prepare independent estimates for proposed or requested changes. Prepare takeoff of materials, equipment and labor as required.
- Review and analyze engineering estimates for accuracy and determine if these estimates are feasible and within the constraints of project requirements.
- Assist field construction personnel in the negotiation of proposed change orders as assigned.
- Coordinate the preparation, tracking and/or control of contract administration documents such as correspondence, RFI's, submittals, payments, request for change orders (RCO), request for change proposal (RCP) and change orders. Ensure compliance with established terms, specifications and statutory requirements (including Federal).
- Ensure certified payrolls are received, reviewed and meet contract terms and regulatory requirements.
- Prepare cost and scheduling analysis reports for projects as assigned.
- Prepare cash flow analysis reports for projects. Participate in the analysis of such reports and prepare relevant documentation as requested.
- Monitor and track contingency status. Provide various status reports on project costs. Analyze costs and forecast changes on assigned projects.
- Participate in the review and analysis of all construction projects to determine if contingency monies must be re-allocated and work with the assigned project personnel to initiate the process for this re-allocation.
- Assist Lead Project Control Engineers (PCE's) with standard work, standard emails and other continuous improvement initiatives and projects undertaken by the unit.

King Street Center Transit Project Control Engineer III
- Oversee the work performed by team members involved in monitoring contract administration activities and tracking progress payments, including their timely payment in accordance with contract terms and statutory requirements.
- Provide guidance to team members assigned to initiate amendments, change orders and progress payments consistent with contract terms and County and department policies, procedures and standard work.
- Review independent estimates for proposed amendment and change orders by contractors and/or consultants for compliance with county and department policies, procedure and standard work.
- Act as a resource and/or provide technical support to team members on various topics related to project and contract administration activities, assignments or tasks.
- Review and/or provide input on project schedules for more complex capital projects (developed with standardized template) undertaken by the Capital Division, including editing and/or creating standard work for such reviews and reporting.
- Participate in the review and analysis of all projects to determine if contingency monies must be re-allocated and work with the assigned project personnel to initiate the process for this re-allocation.
- Assist project representative or designee in the negotiation of proposed amendments and change orders as assigned. Review amendment and change order documentation and ensure the appropriate process is followed.
- Responsibility for one or more sub portfolios undertaken by the Capital Division.
- Assist Lead PCE's with standard work, standard emails and other continuous improvement initiatives and projects undertaken by the unit.

Minimum Qualifications
A bachelor's degree in engineering, business administration or closely related field OR any equivalent combination of experience and education which provides the applicant with the skills, knowledge and abilities required to perform the work.
Additional qualifications include:
- Three years of experience in construction cost and/or scheduling.
- Working experience or familiarity with cost/scheduling software packages.
- Knowledge of cost and scheduling techniques and principles, construction inspection techniques, and contract administration principles.
- Proficiency using programs such as MS Word, Excel, Outlook and MS Project.
- Ability to work well and respectfully and establish and maintain effective working relationships with a diverse group of individuals from a variety of different positions, cultures and backgrounds.
- Demonstrated ability to apply excellent customer service skills both orally and in writing, including the ability to provide professional and courteous service.
Desirable Qualifications
- Experience with or knowledge of project management principles.
- Experience using or implementing lean or continuous improvement principles, including standard work, etc.
- Experience overseeing or leading a group of team members
- Experience with equity or social justice topics as it relates to project management.
Necessary Special Requirements

Work Schedule
