The Capital Division of the Department of Metro Transit is looking for resourceful, forward-thinking, systems oriented, and continuous improvement focused individuals to support the roll-out of our recently formed Project Management Office (PMO). These positions will play an active role in shaping the PMO formation and supporting the Capital Division's project teams to ensure the success of capital projects. The PMO's work includes establishing and implementing best practices and maintaining standards related to project management, planning, procurement and delivery of the capital program. Working with the PMO, you will be part of a collaborative team applying and developing standards, guidance, tools, and success metrics. Your role will support four primary areas associated with the PMO including, Data/Information Management, Process Management, Knowledge Management and Contract Procurement. In one of these areas you would help develop, communicate and educate on best practices; apply policies and create standard work; monitor, control and audit performance; and work to continuously improve processes, systems, tools and the corporate knowledge base. Our team is tasked with how to "Get Things Built", and you should be equally action and outcome oriented. You should see the connection between consistent processes, reliable data, integrated systems, standard work, visual management, continuous improvement, contracted professional services and performance audits as a way to enable the Department to optimize outcomes. There are two opportunities depending on your level of experience:
Transit Project/Program Manager I
Salary Range: Min. $34.36 - Max.$43.57 per hour
As a Transit Project/Program Manager I, you will collaborate with our clients in support of the PMO core functional areas of Process, Data/Information, Procurement and Knowledge Management. Examples of this may include assisting more senior program managers in data gathering as it relates to process development, business needs, researching business requirements, capital project management reporting, skills assessments and training documentation, contract procurement or database systems administration. The candidate will work under direction in researching and developing processes and data management methodologies. The successful candidate will assist senior PMO leaders with technical and routine tasks areas of database and systems administration and continuous improvement activities. The ideal candidate will also provide assistance in areas such as working with teams to document processes and developing tools and templates in Word, Excel, PowerPoint, MS Project, and other software. As a PPM I, you should have a strong interest in becoming a subject matter expert (SME) in an area such as process improvements, data and systems management or compliance. You will be working collaboratively with cross functional teams that are making and modifying recommendations for change. You should be detailed oriented, highly organized, an advocate of streamlined business practices, and a champion of excellent customer experience.
The most competitive candidate will have a passion for continuous improvement, have a strong appreciation for the benefits and techniques used in visual performance management, and the ability to work well with others in gathering, analyzing and managing data to support a wide range of professional disciplines including planners, engineers, capital project managers and management. Technical aptitude and ability to learn is desired in multiple areas including; Excel, Access, Word, PowerPoint, Visio, SharePoint, MS Project or Outlook. Technical writing skills and graphic skills are desired so that complex ideas can be simply conveyed to a variety of audiences.
Transit Project/Program Manager II
Salary Range: Min. $38.69 - Max. $49.02 per hour
As a Transit Project/Program Manager II, you have many of the skills associated with the PPM I position as well as being able to work independently or perform journey level work in an specific area of expertise including database development and information management, leading continuous improvement efforts, contract procurement or conducting routine analysis and reports. You will lead efforts in reviewing and interpreting visual performance metrics, discovering root causes of performance issues, documenting observations and making recommendations in well-written reports or presentations. You will be an advocate for quality, and assure the highest quality standard of all products developed under your purview. As PPM II, you will be adept at managing contracts, including developing scopes of work for consultants, trainers, or other additional expertise required. You are collaborative, have great interpersonal skills, are comfortable working on multiple initiatives, and are able to handle conflict and ambiguity with poise.
Position Information
These positions are open to the public and all King County employees. This recruitment will be used to fill up to two career service (permanent) vacancies for Transit Project/Program Managers I and for Transit Project/Program Managers II. One position each at level I and level II are anticipated. Depending on the candidate pool, the agency may choose to hire any combination of I's and II's that meet the needs of the Department. This recruitment may also be used to create an eligibility pool for future permanent and temporary vacancies (Term Limited Temporary assignments). The eligibility pool may be valid for up to twelve months, or until exhausted, at the discretion of the hiring authority.- Job Duties
TRANSIT PROJECT/PROGRAM MANAGER I

- Assist in modifying or developing processes, data management methodologies
- Conduct research and apply to new or existing processes, tools and concepts
- Conduct data gathering, generate informational reports through queries and other data manipulation, and provide written report and presentations on findings
- Advocate for the PMO to others and promote PMO services and products.
- Participate in technical meetings.
- Coordinate work done by cross-functional teams. Work with project teams to resolve team disputes and build consensus.
- Provide technical support on program and ad hoc teams.
- Document and track reviews or comments on processes, procedures, standards or systems related to the PMO's work.
- Setup, organize and maintain personal and group files (paper and electronic) based upon established standards and tools such as County's records management requirements and SharePoint.
- Perform other duties and related tasks, as assigned.
TRANSIT PROJECT/PROGRAM MANAGER II- Make/modify recommendations for new systems, processes, standards and change.
- Develop program methodologies, conduct research, apply new tools and concepts.
- Manage data gathering and apply processes information distribution and dissemination.
- Monitor scope, schedule and budget of contracted services, and report on progress, issues, and results.
- Perform data analysis independently or as assigned.
- Develop and manage databases, and SharePoint libraries.
- Manage work orders or contracts related to PMO functional needs.
- Develop work plans for new initiatives.
- Provide technical expertise to perform research, analysis and prototype new solutions.
- Work collaboratively with subject matter experts to document and develop best practices.

- Determine and report on visual performance data and make recommendations.
- Assist in the preparation of regular or ad hoc reporting.

Minimum Qualifications
Associate's degree with an equivalent combination of experience, which provides the applicant with the skills, knowledge and abilities required to perform the work OR a minimum of two years equivalent combination of experience which provides the applicant with the skills, knowledge, and abilities required to perform the work. Additional requirements include:- Analytical and problem solving skills with an attention to detail.
- Ability to prioritize assignments and manage daily work independently. Must be able to work on a number of initiative simultaneously.
- Strong customer service skills with the ability to establish and maintain effective relationships.
- Ability to work well and respectfully, establish and maintain effective working relationships with a diverse group of individuals from a variety of different positions and backgrounds.
- Ability to effectively communicate in writing and in person with technical and non-technical personnel.
- Proficiency using a computer and programs such as Power BI, Excel, Word, SharePoint, Access, PowerBI, Visio or similar.

Desirable Qualifications- A bachelor's in Computer Science, Project Management, Engineering, Business Administration, Accounting, Mathematics, Statistics, Management Information Systems (MIS) or closely related field.
- Specialized training in process improvement and/or hold a certification.
- Knowledge of Project Management principles, including a good understanding of Project Management Institute Body of Knowledge. (PMBOK)
- Familiar with Project Management Institute (PMI) practices and/or hold a certification.
TRANSIT PROJECT/PROGRAM MANAGER II

Work schedule
Transit Project/Program Managers I and II are non-exempt from the provisions of the Fair Labor Standards Act, and are eligible for overtime pay. The standard work week is within the 8:00 a.m. – 5:00 p.m. Monday through Friday timeframe; however, alternative work schedules will be considered. Occasional work may be required during evenings and weekends.
Work environment
Work is primarily performed in an office environment. Some field work may be required.
