Transportation Planner I (TLT/SDA)
- Summary
King County Metro Transit's Market and Business Development section is hiring a Transportation Planner I to support a grant-funded, demand management pilot program that encourages high school students to use public transit, walk, bike and carpool. The successful candidate will demonstrate creativity in problem solving and project development, strong communication and organizational skills, and interest for managing travel demand.
This position is responsible for managing various aspects of the pilot projects, including establishing relationships with King County school districts, data analysis, performance monitoring, reporting, material development and review, translation of materials coordination, implementation planning and other related activities. In addition, this position provides overall support of Market and Business Development's partnership development and demand management activities, which create and maintain opportunities for expanding and enhancing travel markets consistent with the goals and objectives of King County Metro's Strategic Plan.
Filling this position is critical for Market and Business Development to maintain and enhance its role in ensuring Metro stays in the forefront of advancing equity and mobility in our region.
Position Information
This recruitment will be used to fill one fully benefited Term-Limited-Temporary (TLT) position anticipated to last up to 2 years on initial appointment, with potential for extension. This opportunity is open to all King County Employees and the public. A Special Duty Assignment will be considered for eligible King County employees.- Job Duties
- Assist in managing projects or project elements as assigned, including the Summer Youth Pilot Project and other demand management projects.
- Participate in work teams comprised of staff from Market and Business Development, Marketing, and other sections within the Mobility Division.
- Coordinate project team meetings and meetings with external partners.
- Manage web page content, design and production of printed materials, mailings, reward program fulfillment, survey's and social media campaigns.
- Assist in the assessment of current transportation conditions and market needs for potential projects with an emphasis on low income, limited-income populations, students and seniors. Work with local partners and internal teams to assess target markets through data analysis and stakeholder outreach.
- Assist in the development of work plans for projects or project components; identify needed resources for project execution; develop evaluation plans.
- Assist in the development of project concepts and support materials; coordinate project implementation activities.
- Provide project support including preparation of project grant reports, maintaining project files, monitoring budget expenditures and processing invoices.
- Prepare presentations and project status graphs, updates and reports as needed.
- Perform other duties as assigned.

Minimum Qualifications
- Ability to work independently and manage numerous projects simultaneously.
- Strong organizational and project management skills.
- Excellent oral and written communication skills.
- Knowledge of, or ability to quickly learn, transportation demand management and behavior change techniques and principles.
- Knowledge of research methods and skill in data collection.
- Proficiency in Microsoft Word, Microsoft Excel, and Microsoft Outlook.
- Experience with social media and communication tools.
- Experience with Microsoft PowerPoint and SharePoint.
- Familiarity with local transit and mobility systems and products, key partners and stakeholders.
- Analytical skills to do market and feasibility assessments, trend analysis, identification of new markets and partnership opportunities.
- Bilingual in one of the following most populace King County non-English language groups (such as Spanish, Vietnamese, Chinese, Somali, Russian, Amharic).
A valid Washington State driver's license within thirty days after hire, or the ability to travel throughout the county in a timely manner, is required.- Supplemental Information

Work Schedule
This position is non-exempt from the provisions of the Fair Labor Standards Act, and is therefore eligible for overtime pay. Work schedule is normally Monday through Friday, 8:00 a.m. – 5:00 p.m. Alternative work schedules may be considered. Work outside of the normal work day is required periodically.
