Transportation Planner IV - Speed and Reliability
- Summary
The Metro Capital Planning Section is looking for a Transportation Planner IV to join the Speed and Reliability workgroup. This fast-paced and collaborative workgroup conducts transit capital project planning activities, builds partnership with local jurisdictions, identifies and prioritizes partnership projects, as well as, monitors implementation of transit projects delivered by partner agencies.
The selected candidate for this position will lead the Trolley Expansion Planning Program, capital planning and development of the METRO CONNECTS frequent transit service network, and develop financial strategies to prepare budget submittals for the biennium Capital Improvement Program (CIP). The person selected for this position will work closely with internal staff and external agencies and/or key stakeholder groups to gain support for specific projects and the overall program, identify gaps for additional research, and collaborate with others in developing strategies and solutions.
We are seeking a highly motivated individual who can bring people together, help build workgroup technical capabilities in transportation planning and engineering, interpret data, conduct traffic analysis, and work independently. Additionally, this individual should have extensive work experience in leading transportation planning and engineering related projects and in leading complex projects or initiating new programs. Lastly, this person will need to be comfortable working with some ambiguity and possess the ability to communicate and express ideas to a wide variety of audiences.

Work Schedule
The standard workweek for this position is Monday through Friday; 40 hours per week. This position is not subject to the provisions of the Fair Labor Standards Act, and therefore is not eligible for overtime pay.

- Job Duties
- Lead the trolley expansion planning process and work collaboratively with others in developing strategies, implementation plans, and solutions
- Supervise, direct, and mentor staff to meet Metro Transit goals
- Identify needs and develop framework for METRO CONNECTS Frequent Service Network corridors and coordinate with others to prioritize the capital investment programs
- Employ innovative, efficient approaches and techniques essential to keeping pace with rapid change within a complex environment
- Demonstrate a commitment to equity and sustainability. Promote an equitable, diverse and inclusive work environment and support diversity and inclusion goals
- Develop strategies to build, maintain, and expand partnerships with local jurisdictions and other stakeholders
- Oversee planning teams, provide guidance and seek conceptual project approval from internal and external partners, including local jurisdictions
- Develop financial strategies and cash flow projections for projects identified in the CIP and work closely with the Capital Project Delivery and Project Control Sections
- Develop business case procedures for project implementation
- Represent Capital Planning in a wide-range of settings including, but not limited to, technical advisory committees, management briefings, and various forums with other local jurisdictions

- Bachelor's Degree in urban planning, transportation planning, or a related planning field from an accredited program; OR an equivalent combination of a broad range of work experience and education with transit/transportation planning knowledge and skills, and the ability to perform the work
- Advanced professional experience in transit/transportation planning or transportation engineering, or related field
- Demonstrated ability to work collaboratively and successfully with a diverse group of individuals from a variety of different positions and backgrounds
- Strong leadership, communication, and interpersonal skills, including the ability to build and lead diverse teams of highly-skilled professionals, as well as, the ability to bring people together and resolve issues
- Knowledge of transportation planning and analysis practices and techniques
- Knowledge of project management practices
- Excellent written, verbal, and other communication skills, including facilitation of multi-disciplinary teams
- Ability to demonstrate technical skills in transportation planning, transit operations, and urban design
- Experience in preparing written reports that are effective at conveying sometimes complex materials to a variety of audiences and making effective oral presentations
Desired Qualifications:
- Experience in effectively presenting information to diverse audiences
- Prior supervisory experience of professional staff
- American Institute of Certified Planners (AICP) or professional engineering license
- Experience in a variety of transportation projects with an emphasis on transit and/or urban design of transportation infrastructure
- Strong data analysis skills, technical problem-solving skills, effective organizational skills, and multitasking ability
