DCHS seeks a Project Program Manager (PPM) II to serve as a Veteran Operations Specialist for the King County Veterans Program (KCVP) within the DCHS adult services division. The PPM II classification is the second level in a four-level project program management series. The Veterans Operations Specialist will report to the Assistant Division Director, and will assist in the procurement process, contract management/performance, and will oversee the internal integration of veteran strategies from the Veterans, Seniors and Human Services Levy (VSHSL), assigned internal operations of King County Veterans Program and other duties as assigned. The majority of this position's work will focus on developing strong internal relationships, project management, contract performance management, and community partnerships for assigned veterans programs from the VSHSL Implementation Plan.

Work Schedule: This position is scheduled to work 40 hours per week, Monday - Friday, 8am - 5pm. This position meets the provisions of the Fair Labor Standards Act, and is overtime eligible with supervisory pre-approval.

- Job Duties
- Develop, manage, and monitor project management documents and initiate and manage project management processes including scope of work, schedules, cost estimates, reporting and monitoring.
- Assist with scope and budget development for consultant contracts and programmatic activities. Monitor scope, schedule, and budget of contracts and programs and report results.
- Develop Contracts, Amendments, Exhibits, and reports.
- Coordinate with internal King County staff from multiple disciplines to work collaboratively on veterans projects.
- Draft external and internal correspondence for managers.
- Participate in Veterans Advisory Board and Veterans, Seniors and Human Services Levy (VSHSL) events.
- Developing subject matter expertise on policies, practices and program models that support veterans, servicemembers and their respective families.
- Assisting with executing requests for proposal (RFP) or similar procurement processes that honor community partnership, apply subject matter expertise, and yield awards to programs that can achieve positive change for the veterans they serve.
- Collaborate with teammates within KCVP and the adult services work unit's operations, fiscal, evaluation, communications and community partnerships staff to ensure cohesive work unit culture and processes that best serve KCVP contract partners and clients.

- Experience, Qualifications, Knowledge, Skills
Successful candidates for this position will have:
- At least a basic understanding of equity and social justice (ESJ) principles, the courage to continue their ESJ development, and the commitment to apply ESJ learnings to improve program design and contribute to an inclusive workplace culture;
- The ability to write well and to provide a sample of effective professional writing;
- At least two years of previous professional and/or volunteer experience in project management;
- Well-developed project management skills, with the ability to describe at least two major projects, each lasting a minimum of six months and involving collaboration with at least one other team member or stakeholder, in which the applicant applied project management processes to deliver a successful product or outcome;
- Previous experience working within a government agency to meaningfully shape analysis, policies, programs, or practices substantially informed by community input and values;
- A combination of life experience, professional experience, training, and/or education that enables credible collaboration with internal partners who serve veterans and their families;
- A team orientation with a willingness to coach, mentor and support colleagues while being coached, mentored and supported by colleagues;
- The curiosity to question established practices and the growth mindset to incorporate new ways of working, thinking, and relating;
- Proficiency in Word for Windows, Excel, and MS Outlook.
- Valid Washington State Driver's License or the ability to travel around the county in a timely manner.
- Previous experience designing and executing RFPs or similar competitive procurement processes in a human services context;
- Familiarity with the principles of results-based accountability or a similar outcomes-oriented planning and performance measurement methodology;
- Demonstrated experience with provider selection processes including development and evaluation of Requests for Proposals, and evaluation of responses;
- Demonstrated ability to work independently and as a member of a team;
- Demonstrated verbal communication skills and professional level writing skills.

- Experience with requirements gathering and vetting;
- Experience with lean process and roll-out strategies.
