Be part of the "Utility of the Future"JOB SUMMARY: Effectively applies Project Management industry standards and practices in the areas of project planning, coordinating, scope management, budget management, schedule management, monitoring and control, and reporting. The responsibilities of this classification include leading a team responsible for a broad range of wastewater facilities, modifications, or upgrade projects, and/or under the direction of senior level staff, independently manage projects involving specialized functions or components of major projects. Wastewater Capital Project Manager II's negotiate contract issues and provide direction and decision-making per Wastewater Treatment Division policy on changes to project scope. Project assignments typically include 1 to 5 functional disciplines, limited permits, or SEPA requirements, existing or proven technology, and are low risk to the agency.
WORK LOCATION: King Street Center, 201 S. Jackson Street, Seattle, Washington, with travel required to other WTD locations throughout King and South Snohomish County.
WORK SCHEDULE: This full-time, career service position is exempt from the provisions of the Fair Labor Standards Act, and is not overtime eligible. The regular workweek is full-time 40 hours, Monday through Friday.

- The successful candidates will:
- Develop project plans, manage the project scope of work, schedule, budget and contract requirements; execute plans for the design, procurement and construction phase of assigned projects.
- Lead the project team to research and evaluate technical designs for assigned projects
- Manage the preparation of construction plans and specifications for assigned capital projects.
- Document, obtain approval, and manage changes to project scope; negotiate contracts and contract change orders for capital projects.
- Review consultant and construction contract documents for accuracy, completion, and compliance with King County standards
- Oversee project and discipline appropriate testing, provide Quality Assurance/Quality Control as required; analyze and evaluate results.
- Procure and administer contracts for assigned capital projects.
- Administer project and contract requirements and standards in accordance with King County policies and procedures. Perform duties as defined in the WTD project management manual using PMI methodology.
- Report on status of all assigned capital projects.
- Provide assistance to senior level capital project managers on large major capital projects. This may include managing specific tasks related to scope, schedule, and budget.

The ideal candidate should have:- Four years work experience in a capital project environment
- A bachelor's degree in project management, engineering, construction management, business administration or closely related field or the equivalent combination of education and experience working in a capital project environment
- A working knowledge of project management principles, processes and methods with current demonstrated experience as a project manager or as a project team member responsible for managing elements of a project. Experience must include the use of a standards-based approach to project management and include management or participation in technical engineering/design projects in a heavy industrial/process environment at a level that demonstrates practical experience in use of standard project management tools.
- Knowledge of laws, ordinances and codes related to public sector procurement, contracting and project delivery
- Ability to define and write project scope statements; develop project plans, develop project schedules, work breakdown structures, and project deliverables; and evaluate/review project cost estimates
- Demonstrated ability to communicate project status (scope, schedule, budget, risk, quality, etc) and other issues to stakeholders and senior management
- Strong written and verbal communication and negotiation skills are required to negotiate work agreements and contracts, acquire project team resources, and to build project team consensus.
- Demonstrated ability to use Windows Office suite of software in support of work product delivery
- Demonstrated ability to work with a diverse group of individuals from a matrixed organization including operation and maintenance staff, engineering, project management, construction management, project control, permitting, environmental compliance, community relations, property acquisition and administrative support.
- Demonstrated ability using project management software to develop schedules and monitor, control and report project status
- Valid Washington State Driver's License. The successful candidate will be required to provide a complete 5-year driving abstract prior to a final job offer.
- Project Management experience working in, and knowledge of, wastewater treatment and conveyance facilities or closely related field and a background or knowledge of the operation and maintenance of wastewater treatment facilities.

PHYSICAL REQUIREMENTS: The duties of the position are performed primarily in an office setting. Some physical skill and effort is required to perform site condition assessments and inspections.
