- Summary
WHO MAY APPLY: This position is open to the general public and all King County employees (including King County career service employees who have completed their initial County probation and are interested in a special duty assignment opportunity) This posting may be used to establish a list of qualified candidates for position openings in the following six months.
OVERVIEW: This recruitment will be used to fill an immediate term limited temporary (TLT) position or special duty assignment (SDA) for a Water Quality Planner/Project Manager II in WTD's Community Services group. The TLT position is expected to start in September and is authorized to September 2022. If filled internally as a Special Duty Assignment (SDA), pay and duration will be in accordance with Personnel Guidelines or selected employee's collective bargaining agreement.

WORK SCHEDULE: This position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible. The workweek is 40 hours, Monday through Friday, from 8AM to 5PM. Alternate work schedules may be approved.

- Job Duties
- Work effectively with WTD project teams and reach out to the public to gain community acceptance for WTD program goals and activities.
- Support communication and outreach planning and implementation for WTD's RainWise rebate program, a joint program of SPU and King County.
- Support communication and outreach planning and implementation for WTD's programmatic GSI implementation and connections to the King County Clean Water Healthy Habitat priority agenda.
- Assist with creation of green stormwater infrastructure communication and education tools including publication of an annual Accomplishment Report, managing the 700milliongallons.org web site, producing case studies and other materials as needed.
- Provide administrative support and assist with management for the RainWise Outreach Grant process including promotion, review, selection, contract development, disbursement of funds, and management of grants to eligible entities.
- Produce and manage Webinars
- Plan and implement promotional campaigns
- Lead RainWise Digital Engagement work including managing the RainWise Facebook page
- Maintain RainWise program websites
- In conjunction with SPU staff, provide 50% of operational support for the Green Infrastructure Partnership.
- Be accessible to the public and provide venues convenient to the public, which means working nights and weekends as necessary.
- Support the community relations elements of the Wastewater Treatment Division emergency response program, which requires night and weekend availability on a rotating basis.
- Support King County's social media efforts.
- Design, implement and facilitate successful RainWise and green stormwater infrastructure outreach activities including public events.
- Direct the work of consultants: delegate assignments appropriately; provide quality control and timely delivery of work products; and determine the best use of consultant and county staff resources. Participate in consultant procurement processes.
- Track work activities in the Community Services' project database.

- Experience, Qualifications, Knowledge, Skills
- Experience with public outreach planning and implementation, public communications, customer relations or environmental sciences/studies or closely related field or the equivalent combination of education and experience
- Ability to plan and implement community relations and outreach efforts for multiple King County combined sewer overflow (CSO) basins to inform and engage private property owners in the installation of small-scale stormwater facilities to help stop stormwater pollution
- Ability to deal with significant community impacts, conduct a number of tasks and projects concurrently, and to meet competing deadlines
- Ability to work with large diverse team comprised of two large utilities and multiple outreach consultant teams.

- A valid Washington State Driver's License or alternate ability to get to meetings and field sites not served by transit at varying times of the day
- Night and weekend availability as necessary
- Experience advocating for equity and social justice through policy and program planning and implementation
- Knowledge of government operations, planning techniques and principles
- Experience working with graphic designers, printers, mail services and other professionals
- Experience planning and coordinating logistics for large and small events and troubleshooting emergent problems
