- Best Starts for Kids is a King County initiative to improve the health and well–being of residents by investing in promotion, prevention, and early intervention for children, youth, families, and communities (www.kingcounty.gov/beststarts). One prenatal to five investment area is Promoting Development for children prenatal to five, which includes strategies such as developmental screenings, Early Support for Infants and Toddlers, system building for infant/early childhood mental health, and workforce development.
The Workforce Development Lead is responsible for co-planning and implementing the Workforce Development strategy within Best Starts for Kids, as well as professional development and continuous improvement opportunities for Developmental Disabilities and Early Childhood Supports Division's (DDESD) Prenatal to Five contracted providers and community partners.
This position reports to the Prenatal to Five Team Lead within the Division. They will work closely with team members who lead or coordinate related strategies, and will be part of the Best Starts for Kids implementation effort, in alignment with staff from the Department of Community and Human Services (DCHS) and Public Health – Seattle & King County.

Work Schedule: This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime. Typical hours are Monday - Friday 8am - 5pm.

- Co-lead Best Starts for Kids' Prenatal to Five Workforce Development strategy area in coordination with other strategy leads to a design professional development system with learning opportunities focused on brain development, trauma-informed care, equity and other topics for providers across systems, county-wide.
- Co-lead continuous improvement and professional development efforts with and for Early Support for Infant and Toddlers contracted providers, families and community partners:
- Ensure ongoing development, promotion and provision of the Birth-to-Three Equity Initiative, including supporting Foundational Equity Training, Advanced Facilitator Training, and growth of Equity Change Teams.
- Plan and implement training and technical assistance, reflective practice and support for infant mental health endorsement in alignment with the Washington Association for Infant Mental Health.
- Design and implement workforce development strategies to meet the growing demand for qualified providers to serve families with children prenatal to age five.
- Create new strategies in order to increase the number of qualified providers of Early Support for Infants and Toddlers services, including co-developing a certification program with state and higher education partners.
- Engage bicultural and bilingual youth in job fairs, internships, job-shadows, and links with scholarship and higher education opportunities to prepare them to work in programs serving children prenatal to five and their families.
- Develop creative and collaborative approaches with community-based agencies to support recruitment, hiring and retention of bicultural and/or bilingual staff reflective of communities in King County.
- Collaborate with a dynamic, multilingual, culturally diverse work team focused on family-centered, strengths-based practices, data-informed innovation, cross-systems partnerships, trauma recovery and resilience, aligned with King County's Equity and Social Justice Plan.
- Experience, Qualifications, Knowledge, Skills
- Deep knowledge of equity and social justice principles and practices, and an understanding of the effects of place, race and policy and systems-based inequities on marginalized communities and populations.
- A combination of at least six years of education and experience within adult learning, systems design, social services, early childhood development, early intervention, health care, human resources or a related field, with at least 2 years leading a project or program.
- Skills and abilities working collaboratively with diverse stakeholders including families, culturally specific and community based groups, volunteer boards, service providers, and co-workers.
- Ability to identify intersecting issues, challenges, and opportunities for collaboration across internal and external partners, including strategies to promote equity.
- Demonstrated skill in planning, evaluating and managing a budget consisting of multiple funding sources subject to federal or state requirements.
- Ability to provide engaging trainings and/or technical assistance with diverse groups using adult learning approaches.
- Abilities to work with creativity and flexibility, both independently and as a team member; to work under deadlines and on a number of tasks simultaneously; and to organize and prioritize quickly in response to changing needs.
- Skills to create multi-use spreadsheets, synthesize complex data for decision making, and prepare visual and written documents for specific users.
- Valid Washington State Driver's License or ability to travel throughout the County in a timely manner.
