Position Summary: We are looking for a qualified and experienced individual to join our Human Resources team.
- The person in this position will provide benefits information and enroll employees in insurance benefits programs including medical, dental, flexible spending account, short and long term disability and life insurance programs; collect information and prepare materials for open enrollment; conduct group orientation and/or individual sessions; coordinate COBRA; and reimbursement and incentive programs.
- This person will respond to and follow up on benefits-related questions and research problems; process enrollment change forms; maintain various records, track, schedule and distribute materials; analyze benefits data, prepare reports and make recommendations for revising and/or developing new programs, policies and procedures.
- The successful candidate will receive, review and process short and long term disability claims; communicate with and coordinate claims processing with insurance companies; review and approve/deny employee applications for the self-insured portion of long term disability claims.
- This person will also maintain the Human Resources database and employee personnel records, working closely with Payroll to ensure employee pay and benefits are administered accurately and in a timely manner.
- This person will be responsible for preparing HR related statistical reports and documents as required; conduct benefits orientation for new employees; explain policies and programs; and assist in completing forms. The person in this position will also assist with the administration of Wellness Committee activities.
- The successful candidate will support and participate in collaborative benefit and wellness efforts with other employers in the community; serve on internal and external committees as assigned; and attend meetings & workshops.
- This person will also assist the Drug & Alcohol Program Manager (DAPM) in administering the Drug and Alcohol Program. As a back-up Designated Employer Representative (DER), and in accordance with 49 CFR Part 40, the successful candidate will act as the liaison with drug and alcohol testing service agents in the absence of the DAPM.
- This position coordinates the maintenance and retention of all Human Resources records and provides functional and technical assistance to other staff.
- This position reports to the Human Resources Director.
Salary Range: The range for this position is $31.03 - $41.73 per hour, commensurate with experience. With rare exception, initial appointments are usually made at Step 1 ($31.03).
Benefits: Full-time employees receive a generous benefits package including subsidized medical insurance and fully paid dental insurance for employee and dependents, as well as disability insurance and life insurance. This position participates in the Washington State Public Employees’ Retirement Plan with the option of participating in a state administered deferred compensation plan. Employees receive a generous general leave accrual and 11 holidays for which pay is pro-rated based on the number of hours worked per pay period up to a maximum of 80 hours per pay period.
Kitsap Transit also provides employees and certain dependents with a free transportation pass on Kitsap Transit.
Hours of Work: Work is conducted during regular business hours, Monday through Friday. May require occasional evening or weekend work.
Qualifications:
Kitsap Transit employees who wish to apply must have a satisfactory performance and attendance record. Kitsap Transit Operators with any of the following criteria in the last twelve months are excluded from recruitment opportunities:
- a current Decision Making Leave or higher in the Safety category
- more than two held customer complaints
- more than four unscheduled absences
- more than two late reports
Education and Experience: An Associate’s degree and a minimum of four years’ of increasingly responsible administrative/technical experience in development, planning, and implementing programs; including a minimum of two years’ of experience in benefits administration. Experience in records and database management is considered a plus. An additional two years of experience in benefits administration will be considered in lieu of the Associate’s degree.

Working Conditions/Physical Requirements: Positions in this class typically require: Dexterity of hands and fingers to operate a computer keyboard and other equipment, talking, hearing, seeing and repetitive motions. Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met. Occasional evening work and travel required.
