General Description of Duties
Responsible for budgeting, reports, and grants. Provides oversight and direction for the 7 million dollar Division budget. Responsible for efficient and appropriate use of all funds allocated. Approves all expenditures and monitors budget. Prepares and reviews Division reports, complex agenda items, workshop agendas, and/or other Board reports as requested. Oversees entire grant process.
Enhance Library Services to the community. Continuously improves library services by fully implementing the Essential Libraries Initiative; stay in touch with the community; implement suggestions from patrons, the Board of County Commissioners, Library Advisory Board, and Friends of the Library; and thorough ongoing evaluation of library collections and services. Evaluate new ideas, methods, and partnerships.
Supervises appropriate staff. Recruits, trains, guides, coaches, evaluates and counsels employees as needed. Provides resources, training opportunities, and work environment for employees to succeed in the performance of their duties and develop further.
Represents the Library in media, County events, meetings and correspondence; community meetings and events; professional association boards and conferences. Handles controversial and sensitive situations with discretion and tact. Participates in on-going professional development.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of current library theory, philosophy, practices, standards, and ability to stay abreast of trends and forecasts. Knowledge of legal issues related to employee relations, facilities management, ADA, Florida library statutes. Knowledge of generally accepted accounting practices and procedures. Ability to make quick decisions in a crisis. Ability to manage conflict and resolve difficult and complex issues. Ability to shift focus and priorities quickly. Ability to motivate, coach, counsel, and discipline a variety of employees. Ability to secure respect and cooperation of staff, patrons, County appointed boards, and elected officials. Ability to communicate orally and in writing to persuade, educate, inform, resolve conflict, and solve problems. Must possess strong interpersonal skills. Must possess management and supervisory skills.
COMPLEXITY OF WORK
Work requires a degree of coordination to manage program needs and customer services. Employee must be able to establish long-range programs and goals, determine the appropriate organizational structure, and allocate appropriate resources. Employee must be able to foster an environment of creativity and innovation while ensuring the implementation of direction. Employee must have strong understanding of County policies and work processes, including budgeting and human resources, and must be able to evaluate situations and apply policies appropriately.
INTERNAL AND EXTERNAL CUSTOMER CONTACT
Internal customer contacts include Library staff at all levels for the purpose of coordinating work,
receiving direction, resolving conflict, and providing information. External customer contacts include Library patrons, vendors, staff of other libraries, and various groups for the purpose of problem resolution and information exchange.
EQUIPMENT AND TOOLS USED
Computer, word processing software, spreadsheet software, specialized software such as Sirsi-Dynix Integrated Library Management System; basic or scientific calculator, and a car and/or light truck.
WORK ENVIRONMENT AND PHYSICAL DEMANDS
Work is typically performed in an office environment while seated as a desk.
MINIMUM QUALIFICATIONS
Requires a Master's degree in Library Science from an American Library Association (ALA) accredited program and five years of progressively responsible experience in a public library, academic library, or state library agency, of which three years must have been in a supervisory or management capacity.

Work involves providing effective leadership and direction to the Division while ensuring efficient utilization of employees, funds, materials, facilities, and time and implementing programs, projects, goals, or decisions as determined by County Administration and the Board of County Commissioners. Work also involves coordinating cooperative practices among libraries and creating partnerships with outside entities.
