JOB SUMMARY
This position assists the Capital Projects team in executing its responsibilities for directing and implementing the capital planning/construction process for the District. Responsibilities include general accounting, purchasing, requisitions, invoice auditing, expediting, approval for payment, budget monitoring, analysis of fiscal data, compliance monitoring and dissemination of information to schools, departments, and outside agencies. The Capital Projects Procurement Specialist assists the Capital Projects Budget Analyst in coordinating, facilitating, and ensuring the accuracy of the district’s capital projects accounting, fiscal, and administrative process, including project budgets, financial modeling, and variance analysis. The position also ensure compliance with the public works process, insurance requirements and provides advisory/consulting services related to finance, public works, performance contracting and budget.
ESSENTIAL FUNCTIONS

1. Prepares, inputs, monitors, and analyzes purchase orders and invoices; maintains spreadsheets to monitor accuracy of contract and retainage information; assures state contract requirements are in place, such as required bonds, insurance, and prevailing wage documents; assures approved change orders are reflected on purchase order and official documents; works with vendors to resolve discrepancies and communicate needed financial data and deadlines.
2. Tracks public works paperwork relating to Capital Projects Fund; works with vendors, monitors accurate payments, updated retainage; balances capital fund accounts as directed.
3. Works with the Budget Analyst, Construction Managers and Planners to ensure that project budgets are in place and variances flagged in a timely manner for management action.
4. Creates and maintains construction and technology budgets in Business Plus; maintains capital projects chart of accounts.
5. Prepares journal entries to maintain accuracy of accounting data.
6. Assists in monthly and year-end closing of financial data, including account reconciliation, preparation of accruals, rolling forward of balances and other duties as directed. On a monthly basis, balances general and job ledgers to resolve and correct discrepancies.
7. Maintains current knowledge of district small works roster procedures; communicates procedures to Planners and Construction Managers; assure procedures are followed.
8. Monitors deadlines, expenditures, and maintain current spreadsheets, files and records; ensures that accounting practices follow applicable school district and state rules and regulations.
9. Gathers data and required supplemental documentation, prepares reports, and submits report and documentation to state and federal agencies including Notice of Completion forms, School Construction Assistance Program (SCAP) D-Process documentation and Washington Sustainable Schools Protocol (WSSP) reporting to OSPI, and monthly construction expenditures to U.S. Census Bureau.
10. Assists other members of the Capital Projects Department with furniture, fixtures, and equipment procurement.
11. Performs other duties as assigned consistent within scope of job responsibilities.
Salary: NNRAP-Professional Technical Salary Schedule, Level IV. $82,054.00 - $86,208; placement on the salary schedule is determined by Human Resources DOE. FLSA Non-Exempt.
Work Year: 8.0 Hours a day; 260 days a year.

MINIMUM QUALIFICATIONS
Associate's degree in accounting or business administration, or equivalent education; Bachelor of Science degree preferred. Four years of general accounting experience in business, construction or school district with evidence of increasing responsibility. Experience with small works and public works documentation preferred.
Allowable Substitution
Additional qualifying experience may substitute for up to two years of the education requirement on a year-for-year basis.

Knowledge of general accounting practices; knowledge of budgeting practices and procedures; knowledge of computer operation and familiarity with Business Plus; knowledge of school finance and accounting practices; knowledge of Excel; knowledge of construction and building trades; knowledge of construction permitting process and procedures; skill in effective oral and written communications; skill in budgeting and project costing; skill in operating business-oriented technology, including ten-key calculator, spreadsheets and personal computers; skill and accuracy in arithmetic and mathematical calculations; skill in detecting calculation errors and verifying financial data; ability to learn and interpret laws and regulations governing Washington State school finance; ability to analyze data; ability to independently organize and prioritize work; ability to multi task, demonstrated project organization skills, ability to maintain confidential information; ability to establish and maintain effective working relationships with a variety of staff and the public.
WORKING CONDITIONS
Works in an office environment; maintains confidential information; required to meet inflexible deadlines; experiences interruptions from telephone and office visitors; required to deal with distraught or angry people; requires substantial visual concentration on detail, dexterity, and precision; requires occasional prolonged exposure to visual display terminal; occasionally required to attend meetings beyond normal working hours. Due to the summer construction schedule, vacations during the summer and pre summer planning activity may be restricted.
