The Northshore School District has the tenth-largest pupil enrollment in Washington State with approximately 22,000 students enrolled in grades K-12. The district contains approximately 125,000 residents and encompasses 60 square miles, stretching from Lake Washington on the west to the Snoqualmie River Valley on the east, and from Mill Creek and Maltby on the north to Redmond and Juanita on the south. Building on a strong base of public education founded in the community in 1878, Northshore offers comprehensive, rigorous and equitable educational opportunities to all learners, including challenge, pre AP/IB and AP courses, an International Baccalaureate diploma, multiple alternative education settings; a nationally recognized music and fine arts program; diversified career and technical education offerings; an outdoor education program; and strong special and compensatory education programs. The district employs 2,400 people, of which approximately 1,300 are certificated. The District provides a spectrum of induction support to new teachers, including central and building level mentorship, and is committed to the ongoing professional development of staff through course offerings and weekly early release for teacher collaboration and planning. The district lies within close proximity of several universities and community colleges for continuing education. The Northshore School Board seeks staff and community input for its planning; citizens are engaged through a variety of special committees and task forces, and surveys. The district has excellent community support and parental involvement and benefits from continuous voter support of bonds and levies.
JOB SUMMARY
This position assists the Chief Financial Officer in coordinating, facilitating, developing and overseeing the district’s finances, budget development, accounting, and internal/external audit functions. Responsibilities include studying, analyzing, testing, and implementing a variety of automated and internal control systems for budget, accounting, and personnel to include: resource-based budget development, long range financial planning, accounting and compliance reporting, position control accounting, and data analysis for collective bargaining.
ESSENTIAL FUNCTIONS
This list of essential functions is not exhaustive and may be supplemented as necessary in consultation with the employee(s) involved. The Director of Business Operations:
- Develops the district budget document. Directs and coordinates management data and reporting for the budget; calculates employee costs; runs reports to assist in budget development; oversees data input; audits data for accuracy and corrects errors; oversees budget submission and final distribution.
- Coordinates enrollment projections for budget development process and monitors enrollment including timely submission of the monthly state enrollment reporting to OSPI.
- Performs certificated salary compliance calculations. Recommends certificated salary schedule.
- Assists with the development, implementation, and maintenance of a classified and certificated position accounting system for incorporation into district budget and HR operations.
- Assists in developing management information for evaluating collective bargaining proposals. Analyzes proposals and contracts to assess impacts to budget and payroll operations.
- Develops four year budget forecast on an annual basis to assist district officials in ensuring fiscal stability into the future.
- Develops financial comparisons to benchmark performance with other school districts.
- Analyzes impacts of state proposals relating to school district funding and finances.
- Analyzes budgets for both employee and non-employee related costs to track appropriateness of expenditures.
- Directs, reviews, compiles, and prepares a wide variety of personnel/ labor accounting and management information reports.
- Prepares analysis of fund balance on a monthly basis, and monitors revenues projections on behalf of issuance of warrants.
- Analyzes and recommends appropriate courses of action for accounting and reporting of special state and federal salary appropriations such as grants.
- Coordinates and assigns accounting codes used by budget, HR, and payroll offices.
- Assists with the development and implementation of fiscal policies, procedures, and guidelines to assure compliance with applicable state and federal rules and regulations.
- Assists with analysis of costs of new programs and fee-based activities and, when required, develops applicable fee schedules.
- Produces and analyzes, as appropriate, specialized reports containing fiscal management information for use by departments and schools in decision-making processes.
- Answers district staff questions concerning fiscal management information systems and procedures. Attends meetings and serves as technical advisor; provides advice and counsel on use of computerized reports and fiscal/management information; provides input for financial system changes including upgrades; gives workshops for staff on computerized reports and fiscal/management information systems.
- Provides input and responses to OSPI and local ESD queries, and requests as required.
- Maintains current knowledge of rules, regulations, legislation, technology, and procedures governing budget, HR, and payroll information systems. Develops and recommends new procedures; learns new skills as required.
- Coordinates with the Director of Accounting regarding distribution of accounting and finance duties including grant responsibilities for all major funds.
- Oversees accounting, budget and reporting functions to strengthen internal controls, and ensures compliance with policies and procedures, and state and federal regulations for all major funds.
- Coordinates internal audit functions throughout district operations to strengthen internal controls, and to ensure compliance with policies, procedures, and state and federal regulations for all major funds and district programs.
- Acts as a liaison between multiple district departments on implementation of needs-based budgeting.
- As part of the Business Services team, answers district staff questions concerning accounting and budgeting procedures. Attends meetings and serves as technical advisor; provides advice and counsel on individual situations; provides opportunities for professional development on accounting and budgeting procedures.
- Maintains current knowledge of rules, regulations, legislation, technology, and procedures governing accounting. Develops and recommends new procedures as part of the Business Services team; develops new skills as required.
- Performs related duties consistent with the job description and employee assignment.
Salary: Northshore Administrator Salary Schedule Level A; $144,945.00 to $152,283.00 per year DOE. Additional stipend for MA/CPA or PhD/EdD degree. FLSA Exempt
Work Year: Full time, 12 month position. 220 work days, 25 vacation days, 13 paid holidays, 2 personal days.
MINIMUM QUALIFICATIONS
Bachelor's degree in business or public administration, accounting, or closely related analytical field, and four years of increasingly responsible management information experience. Additional qualifying experience may substitute for up to two years of the educational requirement on a year-for-year basis.
