JOB SUMMARY
This position Reports to HRIS and Benefits Manager and provides data analysis, reporting, technical support and process review and redesign to optimize use of human resources business applications.
ESSENTIAL FUNCTIONS:

1. Consults with Human Resources, Payroll and Accounting, Budget, and Technology staff members regarding the effective and efficient use of the district’s primary HRIS application, BusinessPLUS.
2. Queries, enters, extracts, compiles, and analyzes data from multiple sources for planning and decision-making; ensures accuracy of data; prepares ad hoc reports upon request.
3. Interfaces with multiple software applications such as applicant tracking, substitute management, time-keeping and professional development applications in order to upload or extract data.
4. Uses technology, databases, and software to access, organize and format data for reports to state and federal agencies, human resources staff, building and district administrators, and other internal and external clients.
5. Analyzes, assesses, and documents current business processes; identifies and recommends areas for improvement based on analysis; leads process redesign implementation to improve operational efficiency.
6. Acts as project manager for in-house system testing efforts, application deployments, district required updates, and review of external technology product purchases in Human Resources and Payroll; performs and manages acceptance testing of software rollouts and updates in the test and production environments; coordinates with vendors and district staff.
7. Uses Structured Query Language (SQL) to design and develop custom reports and data extractions which require a detailed understanding of database structures and tables; performs data analysis utilizing tools such as SQL Server Management Studio, MS Access, and Excel.
8. Troubleshoots HRIS application and other HR/PY software program issues; collects user description of issue; tests and analyzes to determine root cause; if necessary, works with the Systems Analyst and Technology Department to resolve.
9. Provides technical assistance to Human Resources and Payroll Staff on a variety of tasks, including, but not limited to, system configuration, custom data extracts, and custom report development.
10. Performs related duties consistent with the job description and employee assignment.
Salary: NNRAP Prof Tech Salary Schedule Level II - $92,737 - $97,431. Stipend for MA or PhD Degree.
Work Year: Full time, 260 days per year

MINIMUM QUALIFICATIONS:
The successful candidate will have a Bachelor or Master of Arts or Science degree in Information Management, Business, or a related field and experience in project management, and/or working with complex relational databases. Understanding of budget, accounting, payroll and human resources concepts and systems is desired.

- Ability to apply knowledge of operational analysis, business process redesign and project management techniques
- Ability to extract, display, analyze, and verify data using a variety of tools
- Ability to apply knowledge of relational databases and ability to write/read SQL and/or VB Script
- Ability to effectively use various report-writing tools
- Ability to quickly learn new applications and processes
- Ability to communicate effectively orally and in writing
- Strong interpersonal and human relations skills including listening and eliciting information
- Strong skills in problem resolution
- Ability to exercise independent judgment in organizing work and managing priorities to meet deadlines
- Ability to work in an atmosphere where interruptions occur frequently and priorities are often modified
- Ability to manage multiple projects simultaneously
- Ability to attend to detail, accuracy and follow-through on assigned projects and tasks

WORKING CONDITIONS:
Works in an office environment; requires substantial visual concentration on detail, dexterity, and precision; required occasional prolonged exposure to visual display terminal.
