THE COLLEGE

Located in the northwest corner of the United States, Peninsula College is nestled in the foothills of the Olympic Mountains. The main campus in Port Angeles, Washington, overlooks the Strait of Juan de Fuca and the nearby city of Victoria, British Columbia, and has easy access to the Pacific Ocean, Olympic National Park, and Seattle. Port Angeles is two hours from Seattle and a one-hour ferry ride to Victoria, Canada. The College is honored to serve six sovereign American Indian nations in the region: Jamestown S’Klallam, Lower Elwha Klallam, Quileute, Makah, Hoh, and Port Gamble S’Klallam.

The College is honored to have strong relationships with these six federally recognized Tribes in the College’s service district. The College is home to Longhouse of Learning. It is the first Longhouse in the nation to be built on a community College campus. The College offers transferable Indigenous language courses in Klallam/S’Klallam, Makah and Quileute and Hoh languages. Instructional programs include a Tribal Homeland Security & Emergency Management certificate and an Integrated Indigenous Studies transfer pathway. THE POSITION

The Associate Dean of the Mobile Training Unit (MTU) Program is responsible for overseeing and managing all aspects of the MTU initiative, including strategic planning, operational logistics, program development, and stakeholder engagement. This role ensures that the MTU delivers high-quality training programs in welding, marine technology, and other vocational disciplines while expanding workforce development opportunities in underserved communities. The Associate Dean will work closely with educational institutions, industry partners, community organizations, and local government agencies to maximize program impact and sustainability.

This position will help lead the development of Mobile Workforce programs to bring in-demand skilled trades to remote regions on the Olympic Peninsula. The Associate Dean will work with employers to bring skilled trades programs to communities where they are ready to hire. Additionally, they will design and re-design curriculum in the form of short-term certificates to meet employers’ hiring needs. The role includes developing new certificates in welding, marine trades, heavy equipment operation, and other skills to close the prime-age employment gap in Clallam and Jefferson Counties.

 

ESSENTIAL FUNCTIONS:

Program Leadership & Strategy

  • Develop and implement a comprehensive strategy for the Mobile Training Unit program, aligning with institutional and workforce development goals.
  • Oversee curriculum development and instructional delivery for all training programs housed within the MTU.
  • Ensure that program offerings meet industry standards and accreditation requirements.
  • Identify opportunities for program expansion, innovation, and sustainability

Operations & Logistics

  • Manage the scheduling, deployment, and relocation of the Mobile Training Unit to designated training sites.
  • Oversee the maintenance and upkeep of all MTU fleet vehicles, including trailers, support vehicles, and equipment.
  • Develop and enforce safety protocols for transport, setup, and training operations.
  • Coordinate with third-party trucking companies for trailer transportation to reduce maintenance and fuel costs.
  • Must be willing to travel regularly to prep learning sites, meet with employers, and ensure mobile programs are operating as designed.

Community & Industry Engagement

  • Establish and maintain partnerships with local businesses, government agencies, and community organizations to identify workforce training needs.
  • Secure sponsorships and funding through grants, corporate partnerships, and state/federal workforce development programs.
  • Represent the MTU program at industry events, conferences, and community meetings to promote program awareness and enrollment.
  • Work with campus constituents to meet the needs of residents in the prime-age employment gap, employers, and students seeking postsecondary credentials.

Staff Supervision & Development

  • Recruit, train, and oversee instructional staff, program coordinators, and support personnel.
  • Lead a team to implement mobile workforce programs, including faculty, instructional techs, a navigator, and a program manager.
  • Provide leadership and professional development opportunities for team members.
  • Ensure adherence to institutional policies and compliance with regulatory standards.

Budget & Financial Management

  • Develop and manage the program’s budget, ensuring cost-effective use of resources.
  • Monitor financial performance and prepare reports for stakeholders.
  • Oversee procurement of training materials, equipment, and facility needs.
  • Liaise with Business Services and the Grants Office as needed to procure equipment and meet the programmatic and reporting needs of grant-funded projects.

 

REQUIRED EDUCATION OR CERTIFICATES:

  • Bachelor’s degree in education, Workforce Development, Business Administration, or a related field (Master’s preferred).
  • Minimum of 5 years of experience in vocational training, workforce development, program management, or a related field.
  • Proven experience in managing educational programs, scheduling, and stakeholder engagement.
  • Strong leadership skills with the ability to manage teams and multi-site operations.
  • Excellent communication and interpersonal skills to foster partnerships with industry leaders and community stakeholders.
  • Knowledge of technical training programs, particularly in welding, marine technology, and related fields.
  • Experience managing budgets and securing external funding.

 

PHYSICAL REQUIREMENTS:

  • Ability to travel as needed for program oversight and partnership development.
  • Ability to communicate, both in listening and response, clearly and effectively in person, in writing, and with technology assistance.
  • Work is accomplished across the college campuses and mobile sites as well as behind a desk. Flexibility to sit, stand, lift up to 25lbs. in the normal routine of office work.
  • Ability to tolerate periods of meeting attendance, combined with moving from location to location and working at a computer.
  • Must possess a valid driver’s license to travel to sites and meetings via car and to travel by plane as necessary on college business.

 

REQUIRED WORK SCHEDULE AND WORK ENVIRONMENT:

  • Year-round position coinciding with the campus schedules. Position requires traveling regularly to prep learning sites, meeting with employers, and ensuring mobile programs are operating as designed.
  • Work may include participation in events outside of the weekday 8-5 schedule (summer option of 4X10) and requires the ability to travel periodically on behalf of the college.
  • Ability to drive to offsite meetings is expected.
  • Vacation schedules may be constrained by college duties/needs and schedule; approved by the Vice President for Instruction.

 

EMPLOYMENT PAY AND BENEFITS INFORMATION

  • Full-Time Exempt position
  • Annual Salary Range: $75,000.00 - $90,000.00
  • Anticipated starting monthly salary: $6,250.00 - $7,500.00

As of July 1, 2024, Peninsula College contributes $1,170 per month towards the cost of the Washington State employee insurance programs. The college also supports professional development.
  • Peninsula College is a qualified employer for the Public Service Loan Forgiveness If you work for the College full time, have had Direct Loans and are on an eligible repayment plan, you are eligible to apply.
  • Sick leave accrual is 8 hours times Full-Time Equivalency per month.
  • Vacation Leave accrual is 16 hours times Full-Time Equivalency per month.
  • Personal Leave is 40 hours times Full-Time Equivalency every July 1, prorated on date of hire.
  • Personal Holiday is 8 hours times Full-Time Equivalency per year after 4 months of service.
