The Piedmont Authority for Regional Transportation (PART) us a unit of local government created in 1997 to enhance all forms of transportation in the Piedmont Triad Region. Governed by representatives from ten member counties, four Metropolitan Planning Organizations, the Triad's four largest cities (Burlington, High Point, Greensboro, and Winston-Salem), two regional airports, and the NCDOT Board of Transportation, our work is part of a larger statewide effort to improve transportation systems in North Carolina. Working with our partners, we strive to enhance mobility, address congestion, and reduce transportation related impacts on our air quality.
Grants Accountant
OVERALL ROLE
The Grants Accountant will report directly to the Chief Financial Officer (CFO) and provides accounting and administrative support for the financial activity and reporting of all federal, state, and local grant awards used to purchase services and goods related to general operations and capital assets. This position will provide grant monitoring, reporting and programmatic compliance at the federal, state, and local levels. In addition, the position will provide accounting and administrative support to ensure prompt and accurate reporting of all grant awards and reimbursable expenditures in the general ledger and financial statements are accurate. The Grants Accountant will work closely with the CFO to develop reporting methods which ensures all stakeholders are aware of the financial status of capital awards and other funding sources.
DUTIES AND RESPONSIBILITIES
The following are essential duties and responsibilities of the Grants Accountant:
Maintaining strong communications among FTA (Federal Transit Administration), NCDOT (Department of Transportation), and other reporting entities.
Responsible for the preparation of grant applications and coordinating with the PART Executive Director in finalizing the completion of the applications.
Responsible for ongoing management and preparation of financial grant reporting and analysis, grant budget development and reviewing accounts, invoices, time charges, and other expenses associated with each grant.
Assist in grant revisions and/or amendments with appropriate funding agency.
Assist the Chief Financial Officer to collect, compile and analyze data for timely completion of National Transit Database reporting and assist with financial audits by preparing grant materials for review.
Provide monthly grant status reports and project updates to CFO to meet required local, state and federal reporting deadlines. Responsible for submitting timely Federal Financial Reports, Milestone Progress Reports, and requests for reimbursement from external funding sources as appropriate.
Prepare annual Schedule of Expenditures for Federal and State Awards.
Complete special tasks and other duties as assigned accurately and timely.
DESIRABLE SKILLS, KNOWLEDGE AND ABILITIES
The following are representative of the knowledge, skills and/or abilities required to perform this job successfully:
Minimum of a Bachelor's Degree from an accredited college or university in Business Administration, Accounting, Finance, or other closely related field of study.
Comprehension and ability to apply financial and managerial accounting concepts and principles related to fund accounting.
Knowledgeable of federal and state grant regulations, and ability to interpret specific regulations applicable to PART operations.
Ability to reconcile accounts and generate accurate financial data and reports.
Strong analytical skills.
Ability to effectively utilize technology such as accounting software, Excel, Microsoft Office; prefer additional knowledge of TRAMS, ECHO, or other relevant transit grant management software
Excellent communication and organizational skills with attention to detail.
Highly proficient in entering, organizing, retrieving, and formatting data using Excel.
Ability to work well both independently and as part of a team.
LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
Ability to write reports, business correspondence, and procedure manuals.
Ability to effectively present information and respond to questions from managers, customers, and the public.
WORK ENVIRONMENT
The work environment is that of a temperature-controlled office environment with quiet to moderate noise attributable to employee conversations, computers, and printers. Job duties are performed in a sedentary work area while utilizing a desktop computer to perform various assigned tasks as stated in this position description.
ORGANIZATIONAL ACCOUNTABILITY
This position is accountable to the Chief Financial Officer.
Pay Range: $46,800 - $58,500, depending on experience
