Job 351 HPS3 – Healthcare Coalition Program Coordinator
1 Full Time opening in Disease Prevention & Response
Purpose: Position serves to coordinate staff and program activities of the Regional Emergencies and Disasters (REDi) Healthcare Coalition (HCC) serving healthcare, public health, emergency management, and emergency medical service partners in the 19 counties and 4 tribes of eastern Washington. Engages program staff & partners to implement strategic direction and goals. Develops processes and systems to manage projects and grant deliverables. Facilitates program quality improvement and evaluation efforts. Assists Program Manager in staff development and program budgeting.
Program and project development and coordination:
- Facilitate and work with HCC Program Manager & staff in development and implementation of strategies to support program vision and goals.
- Coordinate program activities and provide project management in planning, training, exercise, communication and partner relation activities.
- Ensure alignment of HCC program activities with local, regional, & state program activities.
- Assist Program Manager in contract review and management, ensuring deliverables are met through managing HCC workplan & reporting requirements.
- Ensure program activities align with federal grant guidance and state contract requirements.
- Develop & implement strategies to utilize Office 365 products, HubSpot Contact Relation Management services and other tools to manage program activities.
Partner coordination:
- Identify opportunities for program development and integration with partner organizations.
- Promotion of HCC products and services to partners and ensure HCC provides value.
- Serve as program liaison with WA State Department of Health, Northwest Healthcare Coalition Response Network, Idaho Healthcare Preparedness Programs and other health care coalitions.
- Provide guidance to staff in facilitating HCC coordination with partners to meet program goals.
- Build and maintain positive working relationships with partners to improve healthcare system response capabilities.
Quality Improvement & Program Evaluation:
- Improve processes and systems to support program goals and activities.
- Develop and manage program performance measures & reporting requirements.
- Provide oversight of program evaluation document and activities.
- Provide oversight of program quality improvement projects.
- Assist in managing improvement planning process and follow-up for timely completion of corrective actions.
Incident response including duty officer responsibilities:
- Actively solicit and maintain situational awareness to identify triggers for HCC activation & response, acting upon information and notifying emergency response coordinator and HCC lead staff.
- Work with Response Coordinator to develop and implement information sharing strategy for incidents to ensure a common operating picture.
- Serve as subject matter expert on Essential Elements of Information Sharing process and tools.
- Work with HCC team to develop and implement objectives and strategies to support them during response.
- Serve in Incident Command position during response at; HCC command center, on-site command post or as Emergency Operations Center liaison.
- Monitor, identify and manage member needs, such as resource requests following HCC protocol.
- Complete HCC incident action items as relevant to incident.
- Participate in after-action review process following exercises or response providing feedback on areas for improvement and complete improvement plan items as assigned.
- Serve as rotational duty officer for HCC, involves carrying duty officer phone 24/7 during rotational shift and responding to incident notifications from partners.
- Activates HCC response according to plan and as incident warrants.
Support Program Manager and other duties as assigned:
- Provide support to Program Manager in planning and budgeting.
- Assist Program Manager in staff development and training and provide input into staff evaluations.
- Assist Program Manager in on-boarding of new staff.
- Guide and assist program staff as needed to meet program goals.
- Attends meetings, trainings, conferences, exercises, etc. to support and represent program.
Required Minimum Qualifications:
- A Master’s degree in a field directly related to the individual position. (i.e., organizational management, business administration, healthcare administration, leadership, public health, etc.).
- Three years of directly related experience in program planning, project management, quality improvement, public health, leadership, stakeholder engagement, health care systems, emergency management, etc. A Bachelor’s degree with five years of directly related experience will also be considered.
- An equivalent combination of education and experience may be considered provided the individual’s background demonstrates the knowledge, skills and abilities required for the position.
Required Licensure/Certification:
- Individual must have valid motor vehicle license and current auto insurance or the ability to access multiple sites in a timely manner across all eastern Washington.
Required Immunizations:

- Ability to travel across eastern Washington to various partner meetings and locations and occasional travel to state meetings or conferences.
- Ability to serve as on-call duty officer on rotational basis.
