The U.S. District Court for the Western District of Washington is currently accepting applications for the position of Operations Analyst. The Operations Analyst acts as a resource for the court in a variety of operational areas including monitoring, measuring, and improving data quality, productivity, and services provided by the Clerk’s Office.
This position is located in the office of the Clerk of Court at the Federal Courthouse in Seattle, Washington and reports to the Chief Deputy Clerk. This position requires some in-office coverage in the Courthouse; however, the Court has a telework policy. Some travel between the Seattle and Tacoma Clerk’s offices may be required.
REPRESENTATIVE DUTIES
• Evaluate procedures and tools used for case management. Develop and implement innovative solutions designed to improve quality and efficiency.
• Act as project manager for process improvement initiatives. Coordinate and lead meetings to analyze processes, review requirements, and determine the best course of action. Communicate key decisions and proposed strategies to management and other stakeholders.
• Research unusual or complex requests from the public, the bar, the court, or other court-adjacent agencies. Provide guidance and training as requested.
• Collect, review, and analyze information related to court operations and provide data-driven recommendations. Prepare reports and presentation materials that convey complex analytical findings in a clear and concise manner.
• Assist with evaluating and testing case management and data quality systems. Respond to inquiries and troubleshoot issues by phone, email, in-person, or instant messaging.
• Identify, develop, and evaluate training opportunities with Training Specialists through written surveys, data analysis, input from stakeholders, and organizational goals and objectives. Facilitate discussions and learning exercises with individuals and groups, including attorneys.
• As a member of a self-directed team, participate in recruitment and hiring, conduct performance evaluations, recommend disciplinary actions, develop productivity and quality standards for the team, and recommend team policies.
QUALIFICATIONS
• High school diploma or equivalent and a minimum of three years of progressively responsible administrative, technical, or related professional experience.
• Ability to gain extensive knowledge and understanding of the organization and its operations, as well as the concepts, principles, and practices of the court and court unit.
• Advanced analytical and conceptual thinking skills to interpret and translate the needs of the court into operational processes.
• Ability to lead and facilitate constructive collaboration across multiple teams and effectively influence stakeholders to support process improvement strategies.
• Skill in reviewing and drafting procedures, policies, manuals, and proposals.
• Knowledge of data analytics, visualization, and reporting tools.
• Proficiency with automated systems including Microsoft Word and Excel, Adobe, and SharePoint.
• Ability to communicate professionally and precisely both orally and in writing to a wide variety of customers with diverse educational, economic, and social backgrounds.
• Ability to work independently, with minimal direction or oversight of management.
PREFERRED QUALIFICATIONS
• Experience working in a state or federal court.
• Experience with Case Management/Electronic Case Filing (CM/ECF) or other electronic docketing/case management systems.
• Experience with data quality programs.
• Knowledge of Administrative Office statistical and operational reporting requirements.
• Degree or course work in project management, continuous improvement, and related fields.
• Fluency in SQL and relational databases.
SALARY RANGE
Court Personnel System Classification Level:
CL27, Step 1 – 61, $58,474 - $95,034 annually
CL28, Step 1 – 61, $70,065 - $113,937 annually
Depending on experience and qualifications; additional promotional potential without further recruitment.
