Health Sciences Administration currently has an outstanding opportunity for an Assistant Director of Finance. Through research, essential services and programs in human and animal health, regulatory compliance, safety, and risk management, Health Sciences Administration (HSA) promotes best practices and interdisciplinary collaboration in an effective, productive and sustainable work environment.  Three interdisciplinary research centers and six departments comprise the nine HSA reporting units with combined budgets of $52 million and over 600 personnel:  Alcohol and Drug Abuse Institute (ADAI), Center for Human Development and Disabilities (CHDD), Washington National Primate Research Center (WaNPRC),  Health Sciences Risk Management, HS Academic Services and Facilities, Environmental Health and Safety, Hall Health Center, UW Office of Animal Welfare, UW Medicine/Health Sciences Strategic Marketing & Communications. Each HSA employee directly contributes to and is accountable for creating and sustaining a culture of service, accountability, excellence and innovation within the department and across our reporting units.

As a centralized resource, HSA also coordinates and supports aspects of the six UW Health Sciences schools, including; health and safety for personnel and students, space planning and management, risk management, and instructional and administrative support.

The Health Sciences Administration Assistant Director of Finance provides direction and management of administrative and financial operations within Health Sciences Administration as well as ongoing analysis and oversight of all nine HSA-reporting units.  This position represents the Office of Health Sciences Administration at meetings and committees; and, with delegated authority, develops, designs, directs and manages the financial reporting and budgeting activities for HSA. The Finance will work with other HSA senior staff (Executive Director and Director, Administration & Shared Services and the Assistant Director for Compliance & Facilities) to develop HSA policies and procedures to implement best practices within both HSA as well as HSA reporting units.  This position is responsible for translating HSA programmatic expectations to HSA reporting units to ensure effective, efficient support for the University of Washington mission.  This position must develop an effective working relationship with a wide variety of University of Washington entities to effectively advance HSA programmatic objectives and resolve relevant issues.  In the absence of the Executive Director, this position serves with the Director, Administration & Shared Services and Assistant Director for Compliance & Facilities as the delegated authorities for the Health Sciences Administration reporting departments.

RESPONSIBILITIES:

Fiscal & Budgetary Acumen: 70%
• Directly manage HSA administrative budgets including state, self-sustaining, grant and gifts; prepare budget requests and monitor biennial operating and capital/minor repairs budgets.
• Serve as the principal liaison with Office of Planning and Budgeting and with all University Business and Finance departments (General Accounting, Payroll, Grant and Contract Accounting) to resolve major administrative issues, negotiate budgets and develop sustainable policies.
• HSA representative in Financial Transformation meetings
• Develop indirect costs recovery strategies and determine distribution strategies across units.
• Conduct special fiscal and management reviews and audits of departments.
• Coordination and response for all internal and external audits in units reporting to HSA
• Provide training, advice and assistance to departmental administrators regarding financial management issues. This includes guidance and approval related to the construction of recharge rates for services. Provide a common, consistent rate creation methodology following best practices for all units.
• Review financial statements/fiscal policies of HS departments, recommend changes, facilitate and monitor implementation.
• Manage Health Sciences Administration’s local state budgets of approximately $4 million biannually.  Monitor budget status, plan and control expenditures.
• Advise HSA units regarding budget matters and to ensure compliance with fiscal policies and procedures.  Provide compliance advice or direction and projections to units as needed. Total budgets of all units exceeds $52 million/year
•  Oversight of preparation and input budget revisions for all HSA units and communication with department administrators regarding modifications to budgeted levels; liaison with the UW Office of Planning and Management (OPM) and department staff. Respond to OPM and State inquiries regarding programming and expenditures.   

Forecasting, Reporting and Training: 20%
• Responsible for key HSA activities such as forecasting, reporting, identifying and implementing solutions to business issues.
• Consistently and regularly manage, track, project, and report HSA financial commitments as required and needed.
• Develop and communicate timely and accurate metrics reports and process improvement
recommendations to Executive Director.
• Will assess HSA reporting unit’s acumen and alignment with UW financial and budgetary expectations, policies and procedures providing focus training to the finance leads of supported units to ensure the highest level of competency and service.

Process Improvement & Other: 10%
• Assist or lead units in related process improvement initiatives.
• Participate in HSA projects, team events, meetings, training and other related duties
as assigned.
• Support and lead alignment with the Health Sciences Administration strategic plan and processes.
• Provide oversight regarding clinical billing practices.
• Supervises HSA Payroll/Fiscal Specialist 2 and Finance Manager.

The Assistant Director of Finance must be able to synthesize current facts and circumstances, then develop, propose, and implement a solution that will achieve project and program goals while in full compliance with HSA and UW policies and procedure and aligned with best practices.   These solutions must integrate a number of differing perspectives from reporting units, administrative units in the six Health Sciences Schools, medical centers and upper campus.  This position must use critical thinking to identify appropriate and often innovative solutions, and use negotiating skills to determine how HSA, reporting departments and UW policies or systems can be integrated or modified.  In this environment, complex and politically sensitive issues may emerge unexpectedly; requiring immediate attention, therefore the Assistant Director of Finance must have the capacity to effectively manage ongoing and continuous issues while responding quickly and appropriately to emerging special cases.

REQUIREMENTS:
• Bachelor’s degree in a business-related course of study
• 6 to 8 years of experience in reporting and analyzing financial data
• Dedication to customer service and delivering customer value
• Strong interpersonal and communication skills
• Excellent written and verbal communication skills in English.
• Excellent organization skills that support efficient and effective service and ensure accuracy and timeliness.
• Demonstrated ability to organize, analyze, and problem-solve
• Proven capacity to effectively manage ongoing deadlines and ensure accuracy while responding quickly and appropriately to emerging and/or urgent issues
• Demonstrated ability to work closely with colleagues in a shared work environment
• Advanced knowledge of Microsoft Office Suite, financial software and related technologies
• Demonstrated proficiency in accounting and bookkeeping procedures  
• Demonstrated experience in budget forecasting and budget development
• Knowledge of Federal grant policies and procedures

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
