The Department of Family Medicine has an outstanding opportunity for an Assistant Director of Information Technology - Manager - Departmental Computing. This position will oversee and provide complex support for the entire spectrum of information technology within the Department, including desktop imaging and deployment management, high-level server backup support, video telepresence design and implementation, oversight of multiple department databases in Filemaker Pro, SQL and other commercial applications, as well as standard software and hardware troubleshooting for a variety of fixed, portable and handheld devices. In addition, the Assistant Director will oversee documentation of IT policy and procedures and provide training to end-users across the organization. The position will report directly to the Department’s Director of Finance and Administration for day-to-day operations, and work closely with the Department’s IT Oversight Committee on IT strategic planning, project prioritization, policy/process and budget.  The Assistant Director works collaboratively and closely with a variety of stakeholders throughout the department including faculty, fellows, residents, managers, staff, clinicians, and educators. The incumbent will be required to proactively identify emerging technology issues and opportunities across the Department and assist the IT Oversight Committee in designing solutions.  The Assistant Director supervises two distinct IT organizations within the Department, one that provides IT services to MEDEX Northwest (consisting of an IT Manager and Database Specialist)  and two IT staff (consisting of a Web Specialist and a Senior Computer Specialist) providing IT services to the core Department of Family Medicine. Each organization has an annual budget of approximately of $50K.

Duties & Responsibilities:
•20% Provide strategic planning and direction in the oversight of the development, implementation, integration, optimization and maintenance of numerous Department of Family Medicine related IT systems, platforms, and tools.  This position will be instrumental in facilitating IT decision making, understanding and articulating investment trade-offs, developing and maintaining a visible, priority portfolio of IT work, and execution of key improvements to technologies, workflows and information management in a highly  complex organizational environment.  Plan for future system needs, manage related budgets, and provide analysis and advice on operations and processes.  Work closely with IT stakeholders to evolve a technology and information roadmap based on evolving and emergent needs, placing realistic expectations on the scope and delivery of the project services.  Ensure appropriate IT data security, risk management, disaster recovery and business continuity planning processes and regular review processes are in place and functioning.  Structure, lead, train, and develop Department IT staff for maximum effectiveness.

•50% Plan, coordinate, and supervise the Information Technology needs for the department, including (but not limited to) approximately 230 desktop and laptop devices (about 150 in core DFM and 80 at MEDEX) and 4 physical server systems (40 virtual machines) located at the UW Datacenter in support of approximately 250 staff and faculty.  Serve as a working Assistant Director with particular emphasis on providing direct support for IT system and desktop support for the core Department and in providing cross coverage in supporting IT staff. Maintain a comprehensive and detailed inventory, insurance and purchasing strategy to keep the department up-to-date with the latest available technology. Work with the MEDEX IT Manager and section managers to determine their IT needs and fit those needs with appropriately priced equipment; make recommendations for future direction and provide guidance to staff and faculty members on all IT-related decisions. Actively develop, monitor and maintain IT budgets and make strategic decisions based upon available funds.  Along with the MEDEX IT Manager, serve as a senior-level system administrator to the core server systems within Family Medicine. Maintain, debug, upgrade and secure all of these systems using a superior level of knowledge. Position requires expert proficiency in both Windows Server 2012/16/19 and VMWare vCenter; the ability to detect and handle intrusion attempts from foreign hosts and the creation of a detailed disaster recovery strategy. Work within data security model requirements such as FERPA, HIPAA or Human Subjects in a way that provides accessibility and security according to these complex and shifting guidelines. Provide ongoing support of Video Teleconferencing initiatives, including design and strategic roadmap. Oversee expert level assistance in computer desktop, handheld, printer, video conferencing and software support. Work with vendors such as Network Operations and IT Services to facilitate IT-related contract services to users within the department.

•10% Work with department Database Specialist to plan, coordinate and supervise the design, maintenance and administration of multiple databases in FileMaker Pro, Django-based, and other external commercial sources in support of department faculty, staff, fellows, residents, and students across the WWAMI region.  Supervise database project plans, set and maintain project schedules, coordinate and conduct design, maintenance and testing for databases.  Regularly communicate status of database projects to Department’s IT Oversight Committee and various database stakeholders across the department.  Work across the department to continually improve and modify databases to facilitate improved user experience and productivity.

•10% Oversee an annual department IT budget in excess of $100K across MEDEX and the core department.  As the purchasing agent for all IT-related needs in the core department, maintain a database of software licenses and hardware devices within the department. In accordance with University and departmental policy, inventory, insure and eventually surplus all equipment through the proper campus resources. Ensure that ProCard purchases are reconciled monthly and work with section managers to ensure IT transactions are placed correctly on appropriate budgets. Work with Director of Finance and Administration, and the IT Manager and Administrator of MEDEX Northwest to project hardware replacement schedule, yearly licensing fees, and periodically evaluate these commitments to ensure they provide an appropriate return on investment given available alternatives.

•10% Provide coaching, mentorship and professional development to current IT staff to maintain and improve skills. Continue advancing knowledge of emerging technology issues by attending meetings, subscribing to mailing lists and investing time in training classes.  Offer IT-related training to individuals or groups in ad hoc or organized settings.

Supervisory Responsibilities:
Maintain an appropriately sized IT staff and provide direct management to the two IT groups in the department. Act as the primary contact for all employee-related issues and escalate their requests to other individuals within the department when necessary. Responsibilities include hiring, evaluating and directing these employees’ workflows.  Currently supervises two Senior Computer Specialists, a Computer Support Analyst 2 (shares dual reporting relationship with MEDEX IT Manager), and a Web Computing Specialist. MEDEX IT staff have a dotted line reporting relationship to the MEDEX Administrator for MEDEX IT programs and initiatives.The Assistant Director works closely with the Family Medicine Residency Network Technology Strategist on information technology projects that FMRN shares with the department.

Minimum Requirements:
  • Bachelor’s Degree in Computer Science or related field.
  • Eight or more years’ experience in desktop support, server administration and end-user training, and database development, design and administration.
  • Expert-level proficiency in desktop support, server administration and end-user training.
  • Experience with MacOS (all point releases) and Windows (all versions).
  • Superior level knowledge in Windows Server 2012/16/19, vSphere 6.0, SQL.
  • Proven knowledge and capability handing network intrusion, system security and firewalling practices for desktop and server systems.
  • Experience leading teams with proven project management credentials.
  • Demonstrated experience developing and maintaining FileMaker Pro and SQL databases.
  • Demonstrated experience with Python, JavaScript, PHP and HTML
  • Skill with standards based conferencing solutions such as Polycom, Tandberg, Zoom or LifeSize.
  • Proven excellent oral and written communication skills.
  • Ability to handle confidential information responsibly.
  • Ability to exercise discretion and independent judgment effectively in decision making-processes.
  • Demonstrated ability to create clear and concise documentation for reference or training purposes.
  • General knowledge of the IT industry and contemporary trends in this field.
  • Experience projecting and managing IT budgets.
  • Experience mentoring and supervising IT staff.
  • Experience with LDAP technologies such as Active Directory or Open Directory.

    Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

    Desired:
  • Master’s degree in computer science or related field.
  • Experience working in an academic environment with faculty, fellows, residents, staff and student trainees.
  • IT support experience (desktop support, server administration, etc.) at UW. 
  • Experience working in a clinical environment with UW Medicine systems.
  • Ability to perform operating system configurations via a terminal or by scripting.
  • Experience working in a HIPAA and FERPA compliance environment.
  • Experience with FileMaker Pro Server
  • Experience with administration and development of Learning Management Systems such as Canvas
  • Experience with administration and development in testing environments such as Canvas and Examsoft.
