The University’s large internal ($2.0 billion) and external loan portfolios ($2.4 billion) have a critical institution-wide impact on allowing the University to fulfill its mission. Within the Treasury Office, the Asset Liability Management team has several key functions related to managing the University's financial risk:
•Funding capital projects at the lowest risk adjusted cost through management of the Internal Lending Program and external debt portfolio
•Preserving the ability to fund future capital projects
•Identifying risks associated with individual projects prior to Board of Regents decision making
The Treasury Department has an outstanding opportunity for an Assistant Treasurer. As part of the Asset Liability Management (ALM) team, this position will ensure that the portfolios are managed efficiently and in compliance with State and Federal Laws. This position will assist with the day-to-day operations of the office, including analytical & operational support for the two portfolios. This position will serve as the lead credit analyst for one or more internal borrowers, and when required lead due diligence for capital projects to assess financial feasibility. This position will help create and implement initiatives of the ALM office and monitor internal borrowers to ensure ongoing loan compliance.
This position interacts with all levels of the campus community, and requires strong analytical abilities and attention to detail, strong interpersonal skills and the capacity to work with complex financial information. The ability to multi-task and prioritize effectively is essential. The position requires independent judgment and the ability to clearly organize and present data. Comprehensive knowledge of the municipal bond market, University operations and accounting, project management, financial statements, and the inter-relationship of University finances is strongly desired. This position is responsible for creating and maintaining critical financial models for the ALM office.
This position is one of the primary contacts with senior management on debt-related issues. It will have regular contact with the Vice President of Finance and Associate Vice President/Treasurer. Regular communication with other campus departments will also be required, including the Office of Planning and Budgeting, Facilities, the Real Estate Office, the Attorney General’s Office and the auxiliary units on campus, including the Clinical Enterprise. This position will report to the Senior Associate Treasurer for Asset Liability Management.
Major Duties & Responsibilities:
Day-to-day oversight of the University's internal and external loan programs, activities include:
•Assist with the execution of University debt financing, including preparation of the Official Statement, rating presentation and other related documents
•Assist with maintaining strong working relationships with credit rating agencies and bond investors
•Work with internal stakeholders and external vendors to measure and comply with rule and laws involving tax-exempt debt, including Private Business Use requirements
•Assure polices and guidelines are comprehensive and up-to-date, including recommending any policy amendments
•Prepare presentations and reports for internal and external customers
•Use University financial systems to generate financial information
•Create and maintain financial models associated with internal and external loans, among others
•Provide analytical support as needed
•Train and mentor other Treasury employees
Lead financial due diligence efforts to assess financial risks of projects and initiatives, activities include:
•Partnering with campus units to develop proforma, identify risks, perform stress tests, and plan for mitigation in the event of financial stress
•When a loan is approved, writing internal financing agreements that describe financial covenants and ongoing reporting requirements
•If a financial stress occurs, assisting in the development of a Financial Stability Plan, if required
Serve as a primary credit analyst for one or more internal campus borrowers to assist with ongoing loan compliance and communication. This position will also serve as a backup analyst for additional University credits
Provide project management and financial analysis to central administration and the campus community on other issues as required

Required Qualifications:
•BA in Business Administration, Economics, Mathematics, Statistics or related field. Relevant work experience can substitute for type of degree.
•Required qualifications in addition to education and work experience:
•Ability to create and maintain financial models in Excel
•Detail oriented with strong analytical skills including the ability to work with, synthesize, and summarize complex data
•Ability to work in a fast-paced, deadline driven work environment
•Strong work ethic and ability to work both independently and in teams
•Experience handling multiple concurrent projects; ability to manage multiple priorities in a highly dynamic environment
•Excellent communication and presentation skills
•Oral and written fluency in English
•Advanced Excel skills
•Strong PowerPoint skills
Equivalent education/experience will substitute for all minimum qualifications except where there are legal requirements such as license/certification/registration.
Desired Qualifications:
•CPA and/or CTP desired
•Familiarity with higher education and/or University systems
