The Paul G. Allen School of Computer Science & Engineering (CSE) has an outstanding opportunity for a Budget/Fiscal Analyst.
Basic Functions and Responsibilities:
This position will perform technical fiscal analysis and financial reporting including interpreting financial data and preparation of accurate and timely fiscal reports.
Analysis and reporting responsibilities include creating, implementing, and maintaining systems to provide statistical data to senior leadership. Fiscal management responsibilities include interacting with funding agencies, analyzing and reconciling budgets, creating and implementing comprehensive budget tracking systems, and coordinating fiscal support functions such as reconciling budgets, processing gifts and donations, and developing and implementing student funding plans.
Detailed Responsibilities:
Create and maintain data management systems in order to provide various statistical reports as needed to seven (7) Directors / Assistant Directors. Provide reporting and analysis in the following areas, with significant impacts on faculty hiring, staffing, funding allocations, graduate and undergraduate admissions, and communications:
• Faculty hiring, start up, retention, and attrition
• Spending in critical support areas and on special projects
• Student enrollment, credit hours, and degree completion
• Proposals, grant awards, and gift funding
• Development and external relations
Work with School IT developers to create the requested reports. Modify databases, add new reports/data fields as needed. Train and supervise data input by other fiscal staff.
Manage more than 120 scholarship and fellowship operating and endowment budgets, plus revenue and gift budgets. Current funds managed by this position: well over $29 mil.
• Analyze funding sources (including state, continuing education, royalty, and gifts).
• Forecast revenue and develop an annual plan for current and future award funding for the Director (Chair), Director of Finance and Administration (Administrator), and Fellowship and Scholarship Award Committees.
• Develop individualized funding plans and supplements for fellowship recipients.
• Advise the Fellowship/Scholarship Committee on funding guidelines for specific awards and ensure the award complies with endowment or sponsor agreements.
• Enter fellowship appointments in Workday.
• Participate in semi-annual planning meetings.
• Reconcile budgets monthly, maintain spreadsheets to track income/expenditures, coordinate gift processing, process student awards, and other budget activities.
• Keep up to date on policy and operational changes.
• Consult with funding agencies to resolve problems. Provide agencies with reporting.
• Coordinate information with COE development staff to establish new endowment budgets.
• Monitor and process gifts, establish holding accounts until new endowment budgets are established.
• Transfer funds to new endowment budgets and/or verify gift transfer from the UW central suspense account.
• Verify receipt of UW and external matching commitments.
• Monitor budgets for gift activity, maintain spreadsheets and files with endowment agreements.
Train staff on SDB awards and reimbursements. Submit budgets for setup in SDB, request setup corrections and updates. Enter or correct tuition for fellowship students. Enter scholarship awards. Enter 2-credit tuition payments. Enter and disburse self-pay GAIP reimbursements, and book/supplies or other lump-sum awards.
Develop and implement fiscal-tracking systems for special projects. Analyze spending patterns and provide reports to the Director (Chair), Director of Finance (Administrator), and other interested parties. Develop and maintain the school’s statistics web page. Develop ad-hoc reports as requested.
Interpret departmental and University policies and procedures regarding budget issues for faculty, staff and students. Keep up to date on policy and operational changes.
Use knowledge of department budgets, information flow, audit trail requirements and internal controls in designing or improving fiscal record keeping systems and reporting/tracking processes.
Perform related duties as required.
MINIMUM REQUIREMENTS:
• A Bachelor’s Degree with a major study in accounting, business administration, or related field AND two years of work experience as a Fiscal Specialist, or equivalent combination of education/experience.
ADDITIONAL REQUIREMENTS:
• Ability to work with complex financial data and distill meaning.
• Ability to formulate recommendations and interpret financial information.
• Ability to prepare complex financial analysis and interpretations with high degree of accuracy.
• Proven analytical, verbal, and written communications skills.
• Proficiency with MS Office applications; advanced Excel skills.
• Proficiency with databases and information systems.
• Ability to communicate effectively with all levels of management.
• Ability to work independently with a minimum level of supervision.
DESIRED:
• Knowledge of University of Washington fiscal regulations and procedures, experience with the University of Washington’s online financial systems.
• Experience with UW or other university / college student funding, awards, insurance, and tuition.
• Progressively more responsible experience in finance and financial/budget planning.
Equivalent education/experience can substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
