The School of Medicine (SOM) has an outstanding opportunity for a Compliance Analyst.
Under the direction of the Grant Review Manager in the Office of Research and Graduate Education (RGE), School of Medicine, this position performs skilled proposal review for SOM grant and contract review processes, serving as a primary point of contact across all SOM locations engaged in grant- or contract-funded research and training activity. The incumbent will represent the SOM Grants Review Unit and advise faculty, administrators, and staff from all SOM departments and divisions, as well as contacts in other UW schools and programs, administrative contacts in partner institutions, and central UW administration administrators and staff.
The Compliance Analyst will partner with the Manager and Assistant Manager in a strong team environment, participating in SOM user training and planning processes, and aiding school-wide employee skills development initiatives in the very large School of Medicine research environment. Responsibilities may include staffing targeted process improvement initiatives, or developing topical presentations for grant preparers.
This position will be expected to have full knowledge of a wide range of relevant policies and work processes, and to integrate this background into a team environment in which independent judgment regarding application of policy is required on a daily basis.
POSITION RESPONSIBILITIES
Grant Review and Process Enforcement
In a high volume environment, review complex and diverse proposal applications for compliance with SOM requirements. Apply broad knowledge of UW and funding agency policies, and ensure compliance with applicable SOM, University, and agency policies before approval.
Review proposal documentation of available resources and commitments to federal and other granting agencies. Pursue additional documentation as required for incomplete or unclear draft proposals.
Approve proposal applications and related documents as the Dean’s representative and route to the Office of Sponsored Programs.
Proactively identify significantly non-compliant proposal packages, and assist the investigators’ departments with resolution within short deadlines.
Collaborate with Office of Sponsored Programs grant administrators in handling complex or unusual proposals, to assure complete reviews.
Communicate regarding specific proposals and grants, and emerging policy issues, with the Office of Sponsored Programs, Grant and Contract Accounting, the Human Subjects Division, the Institutional Animal Care and Use Committee, and School of Medicine Office of Facilities to assure streamlined and consistent handling of all proposals and awards. Serve on ad hoc teams and committee assignments as required to assure services and policies which serve SOM research activities.
Expedite all SOM-applicable limited opportunities requiring advance internal announcement and internal nomination/selection process. Notify departments, assemble and track review and ranking, notify applicants and central offices of selections. Ensure all routing proposals for limited opportunities are authorized applicants.
Prepare reports and provide analysis to the Vice Dean-RGE and others as requested by RGE leadership.
Assure all confidential information is protected.
Process Management and Tool Development
Participate in development of new business processes associated with electronic submission and routing of proposals, reviewer tool development, and evolving business processes. Maintain and edit online reviewer resources in response to changing review criteria, new regulatory requirements, and workflow improvements.
Policy Implementation, Interpretation and Development
Maintain current understanding and assure compliance with the policies and procedures of SOM and UW for contract and grant proposal submissions, including subcontracts, clinical studies, investigators’ significant financial interests, staff assignments, inter-institutional grant transfers, agency-specific requirements, new and renewed awards, and other transactions.
Assist the Grants Review Manager, Assistant Manager and other institutional partners in the analysis of and planning for institutional and school-level policies affecting proposal development and submission requirements.
Advise faculty investigators and departmental staff in meeting institutional and funding agency policies and standards governing budget development, eligibility to submit proposals, resource commitments, regulatory compliance parameters, and intellectual property policies.
Serve on SOM planning and user groups pertaining to pre-award grant responsibilities.
Training
Assist in the development of training materials and web content regarding grant preparation procedures and institutional review processes.
Assist in the training of faculty and support staff in SOM departments and partners on grant preparation procedures and institutional review processes.
Act as a resource to faculty and support staff in the various departments on questions related to procedures and processes.
Lead and facilitate employee training sessions and events, as assigned.

QUALIFICATIONS
Bachelor's Degree in business administration, scientific field or related field
Minimum four years experience in grant or contract administration and/or grant preparation or equivalent experience.
Knowledge of National Institutes of Health grant policies, including pre-award proposal development and regulatory compliance.
Experience in the interpretation and application of grant policy, including federal, non-profit, and for-profit funding entities.
Demonstrated understanding of clinical research funding mechanisms.
Ability to independently prioritize work and follow well-structured procedures in a high volume production environment.
Ability to work effectively and efficiently as a team member.
Strong written and oral communication skills.
Ability to teach and mentor others in group, telephone, and email settings.
