UW Facilities manages the University’s buildings, infrastructure and land, with more than 1,100 employees in a variety of fields. The Asset Management group includes Capital & Space Management, Real Estate, Sustainability and other teams responsible for planning and workload management. The Operations group includes Project Delivery, Maintenance & Construction, Campus Utilities & Operations, Building Services, Transportation Services and Safety. Supporting these groups, as well as the separate Emergency Management team, are the Business Intelligence & Information Technology group and the Finance & Administration group.
We have an outstanding opportunity for a Construction Project Manager in the Project Delivery Group (PDG) to serve as the University’s representative to lead the planning, design, procurement, construction, and acceptance of capital or real estate projects within the limits of delegated authority and the approved project budget. Well-planned projects ensure clear expectations, roles and responsibilities are clearly identified, business cases are well defined and business and project governance is defined. The foundation of our planning comes from the One Capital Plan and the Campus Master Plan.
Construction Project Managers are responsible for one or more major projects, multiple special projects or real estate projects. Major projects are typically construction of new buildings or major renovations of an existing building, and projects above $15M are reported on monthly to the University’s Board of Regents and other campus leadership. Special projects are typically renovations of portions of an existing building or utility system. Real estate projects are typically new buildings or interior fit-outs that include lease agreement negotiations; they may occur in buildings owned by other entities on their property or on property ground leased to them by the University. Occasionally, major projects may be delivered by a private developer through a ground lease of University-owned property for occupancy by the University and/or third parties.
The Project Delivery Group places a strong emphasis on skilled and versatile project managers who are able to lead projects through their full life-cycle from planning through post-occupancy. We value a leadership mindset, excellent communication skills, and facility with budgets and schedules, and ability to work with all members of project delivery teams in a highly collaborative environment.
Responsibilities:
Work with user groups and appropriate University units, develop project goals, scope, budget and schedule to support the program. Describe this in the Project Work Plan and obtain approval for execution. Manage the project according to achieve project goals within the approved budget and schedule parameters. Obtain approval for changes to budget and schedule where required.
Procure and manage the work of the project team to maximize collaboration and project value.
For Real Estate projects, ensure the project is being tracked, governed, and reported on consistent with University goals and requirements.
Represent the institution to Federal, State and local funding, planning and regulatory agencies.
Manage multiple projects at various phases and in various locations, from project identification through design, approvals, permit issuance, construction, commissioning and overall project close out.
Participate in and support the space/asset management effort and functions to manage UW physical assets to produce highest return considering the Campus Master Plan, Land Use Plan, and Strategic Plan.
Participate with other UW Facilities units in formation of given projects, including establishment of goals, budget, schedule, funding plan, and benchmarking.
Develop project program in consultation with client users groups and/or other staff; incorporate program modifications into project; inform clients of impact of project program changes; Coordinate review of project program with institutional administrative units and committees.
Conduct consultant selection process; estimates fees, evaluate proposals, recommend consultant selection, negotiates and prepare contract agreements.
Direct the work of consultants to provide project design in conformance with project program, budget and schedule. Coordinate the review of work of project consultants to maintain compliance with project program, budget, schedule requirements, codes and institutional standards for quality of construction.
Working in partnership with the University construction manager, review project during construction, review of changes to ensure programmatic, budgetary and schedule conformance; recommend final project acceptance, and participate in resolution of contract disputes.
Develops project hazard analysis. Develop plan and obtain approval for program to address hazards. Work with the University construction manager to establish safety requirements with each project.
Coordinate review and approves change orders; approve invoices, review projects for compliance with contract commitments, prepare project status and budget reports; prepare documents for review by institutional governing boards.
Ensure project issues are resolved at the lowest possible level and utilize the project governance structure effectively.
Responsible for ensuring that project data and reports are updated as required in various UW Facilities reporting databases.
Keep appropriate governmental and interest groups fully informed; organize and participate in presentations to institutional governing boards and committees.
Manage the procurement of associated materials and services required for the occupancy of the completed project, including furniture, signage, telecommunications and moving services, where required.
Perform related duties as required.

Requirements include:
• Bachelor’s Degree of Science in Construction Management, Architecture, Engineering or Real Estate and eight years related work experience.
• Familiarity with architectural drawings, furniture, and space planning concepts.
• Ability to work independently. Possess excellent work ethic and strong organizational skills. Shows initiative and ability to obtain appropriate results with minimum direction.
• Demonstrates ability to set priorities and deal effectively with interruptions and constantly changing priorities. Possesses ability to handle stressful situations effectively.
• Skilled in communications and able to work with people in a tactful and diplomatic manner, using good judgment and exercising discretion and sensitivity.
• Demonstrates ability to perform successfully as part of a team and to help cultivate a high-performing and collaborative team culture.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
Desired:
• Experience working in a high-volume environment
• Certification as a registered engineer or architect in the State of Washington
• Experience with major/minor renovations, tenant improvement and ground-up construction projects a plus
• Experience with asset management/property management
• Higher education, public works or developer experience
