The Foster School of Business, Dean’s Office has an outstanding opportunity for a Fiscal Specialist 2 to perform a variety of complex and varied fiscal and HR support functions for the Foster School of Business, Dean’s Office. Under general supervision from the HR Director, this position has primary responsibility for the management and processing of all Workday payroll actions, general HR responsibilities, Visa processing activities, and backup fiscal support for the Foster School Finance team. The individual will work in a fast-paced environment which often requires analyzing data and reporting with short lead times. This position will manage several diverse school-wide support responsibilities as detailed in the description. In addition, this position may require periodic work outside of normal business hours (including occasional weekends) to meet deadlines associated with visa applications, human resources or payroll.

Payroll and Fiscal Duties: 35%
Manage, process, analyze payroll functions within the Workday system, including:
Time worked
Paid faculty leave
Paid and unpaid staff leave, sick leave, and vacation accruals
Manage daily and weekly payroll reports to ensure timely timecard submissions and/or exception time reporting. Manage all Workday reporting and required analysis work for Foster School.
Establish and run standard and custom reports to analyze and monitor payroll to ensure staff and faculty are paid accurately as well as maintain budget and cost center compliance.
Review, correct, and process new costing allocation requests in Workday.
Conduct quality review of all Workday activities to ensure they meet Foster School and ISC identified quality metrics.
Manage and process the hiring process for approximately 300 students annually.
Manage all Workday Period Activity Pay processing for Foster School; stipend payments, excess compensation, ADS payments, emergency or on demand payroll checks, etc.
Manage all payroll functions; over and under payments, holiday time tracking, leave time tracking and recording including medical leaves and the shared leave program.
Process OSETS (salary transfers).
Primary I-9 coordinator for Foster School.
Create guidelines for the school for workday management tools / use.
Manage all Workday supervisory org updates and supervisory role requests.
General HR Duties: 25%
Initiate, monitor, approve, and project manage Workday requests related to Time and Leave, I-9 Coordination, Costing Allocations and Reports.
Complete all separations/terminations in the Workday system.
Prepare correspondence, to include offers of employment, merit notification, permanent salary changes notifications, layoff notifications, medical leave dismissals, and termination notifications.
Coordinate the staffing database; compile, analyze and summarize data, prepare reports and respond to general requests for information.
Register new employees who require DES Procurement training.
Provide back-up support for new staff orientations.
Coordinate the onboarding and offboarding of new staff hires, assist with Faculty and student hires as needed.
Manage Glacier system actions.
Manage and maintain the Foster School HR web site for consistent content, updated information, and verification of consistency with other Foster School and UW sites and policy.
Manage and maintain HR file systems; both paper and electronic. Review and ensure accuracy and completeness of human resource documents and the filing of employment forms, job search files, and other forms/paperwork, maintaining strict confidentiality and using UW file retention schedules. Set up new employee files.
Records retention management for both paper and electronic files.
Use independent judgement and decision making to complete work on time and within compliance.
Visa Processing: 15%
Prepare supporting documentation for visa and permanent residency applications for faculty sponsored by the Foster School.
Work with incoming faculty, Foster School Administrators, and the International Scholars Office (ISO) to collect information, analyze applications and recommend changes, gather signatures, and submit forms following a prescribed timeline and process.
Communicate regularly with scholars and departments regarding application process and status.
Serve as back up support in coordination with the Foster School HR Manager and ISO.
Partner with Foster School HR Manager and ISC (campus AHR, HR and Compensation) as needed to assist departments with challenging issues and complex inquiries.
Provide quality control to both the standard process and to documents.
Recommend process improvements regarding the Visa processes, quality control, and intake process.
Write, analyze, and revise Visa templates which serve to streamline processes and increase consistency.
Fiscal Support: 15%
Serve as the funding approver for purchases made through ARIBA.
Provide back-up support to the Foster Business school Finance team in the following areas:?Expense reimbursements and payments
Travel and purchase processing
eProcurement, non-PO Invoices, eReimbursement, Payments to Individuals
Review MyFD Expense Transfers, process and submit JV’s
Procurement Card and CTA Reconciliation
Budget Reconciliation
Lean Process Improvement: 5%
Identify and recommend process improvements, quality control, and systems/tools.
Write, analyze, and revise HR guidelines and training tools.
Write, analyze, and revise team communication templates which serve to streamline processes and increase consistency.
Use Lean to assist with creation of new business processes and policies
Training and Development: 5%
Attend Team and HR/Payroll /Visa specific team meeting meetings.
Attend initial and ongoing Workday trainings related to job functions.
Identify personal training needs. Request assistance or training as needed. Attend manager suggested training opportunities.
Minimum Requirements:
Two years of experience at a level equivalent to Fiscal Specialist I AND 15 quarter hours or 10 semester hours of college level accounting, or equivalent education/experience.
This position requires substantial organization, problem-solving, project management and communication skills with frequent and substantive interactions within and outside the HR and Finance teams at Foster Business School. Individual initiative, solid judgement, discretion regarding sensitive and confidential matters, and customer service skills are required for the tasks assigned. This position requires accuracy, efficiency, flexibility, creativity, and a desire to serve multiple stakeholders, while working within UW regulations.
