The Alcohol and Drug Abuse Institute has an outstanding opportunity for a part-time Director, Washington State Parent-Child Assistance Program. (50%FTE)
The candidate will be responsible for providing leadership and direction in maintaining quality control for the statewide Parent Child Assistance Program (PCAP) within the UW Alcohol and Drug Abuse Institute (ADAI); for overseeing PCAP evaluation and data analysis; and for supporting future development of research grants. PCAP is a three-year home visitation and case management intervention model for pregnant and parenting mothers who have substance use disorders. Based on consistently positive outcomes, PCAP has been funded through the Washington State Health Care Authority, Division of Behavioral Health and Recovery since 1997.
The candidate will lead the experienced PCAP training and evaluation team at UW ADAI according to state-contracted requirements and be responsible for overall scientific and fiscal integrity of the UW PCAP site. In collaboration with affiliated investigators, the candidate will utilize PCAP data to examine research questions relevant to the field of perinatal substance misuse. The candidate will provide ongoing quality control and management of PCAP model implementation at sites in 15 counties contracted with the State through independent community agencies. The candidate will develop and maintain productive relationships with a wide network of professional and community colleagues including researchers and state and social service agency leaders in PCAP counties.
The ideal candidate will have strong analytic, writing, and communication skills, and a background in public health prevention/intervention and perinatal substance abuse. The candidate will be a critical thinker with leadership and decision-making experience, and a demonstrated ability to foster the success of others and maintain high programmatic standards.
• Work closely with the Washington State Division of Behavioral Health and Recovery (DBHR), PCAP staff statewide, and agency directors who manage PCAP contracts to assure that state-contracted performance-based benchmarks are met.
• Plan and lead quarterly (four times per year) PCAP statewide administrative meetings in collaboration with UW PCAP staff.
• Supervise activities of the UW PCAP research coordinator, who manages PCAP Washington State Institutional Review Board tasks, coordinates required PCAP staff trainings and quarterly meetings, etc.
• Work with the UW PCAP fiscal specialist to monitor PCAP budgets, approve expenditures, and see that contracted activities are completed within budget.
• Oversee four annual two-day PCAP trainings led by experienced PCAP trainers.
• Maintain regular communication with PCAP clinical supervisors statewide to consult on programmatic issues and to collaborate in maintaining and further developing case management best practices.
• Participate in UW and state workgroups and advisory committees on issues relevant to the population served by PCAP.
Research and Evaluation
• Supervise and collaborate with the UW PCAP evaluator/data base manager to review statewide PCAP data and report evaluation results to the State and PCAP sites annually.
• Collaborate with PCAP statistician, UW researchers, and other investigators in utilizing PCAP data to examine research questions relevant to the field of perinatal substance misuse.
• Collaborate with UW researchers and affiliated investigators conducting pilot studies adjunct to PCAP (current pilot projects include maternal mental health intervention, infant-mother attachment, contingency-management and alcohol cessation) to contribute and analyze data and seek grant funding to support further research.
• Oversee PCAP compliance with WA State Institutional Review Board regulations, including annual and periodic reports prepared by UW PCAP research coordinator.
• Respond to data and evaluation requests from State agencies and offices as requested.
• Master’s degree in public health/epidemiology, behavioral health, social work or related field
• Minimum of five to seven years job related experience
• Demonstrated ability to analyze data, draw conclusions, and write results
• Demonstrated excellence in writing and decision making
• Strong public speaking skills
• Experience in developing and writing successful funding proposals
• Expertise and experience working with high-risk populations in the field of maternal substance abuse and co-occurring disorders
• Experience in decision-making and staff management, and the ability to work well both independently and in a collaborative environment
• Demonstrated experience maintaining productive relationships with a wide network of professional and community colleagues, and strong interpersonal skills
• Excellent decision-making and writing skills
• Knowledge base and experience in research/evaluation/data analysis; maternal substance abuse and mental health issues
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
• Doctorate in public health/epidemiology, behavioral health, social work or related field
• Statistical expertise; continuum of care/case management knowledge base
