UW Facilities manages the University’s buildings, infrastructure and land, with more than 1,100 employees in a variety of fields. The Asset Management group includes Capital & Space Management, Real Estate, Sustainability and other teams responsible for planning and workload management. The Operations group includes Project Delivery, Maintenance & Construction, Campus Utilities & Operations, Building Services, Transportation Services and Safety. Supporting these groups, as well as the separate Emergency Management team, are the Business Intelligence & Information Technology group and the Finance & Administration group.
Asset Management has an outstanding opportunity for a Facilities Environmental Engineer to support the University of Washington.
Under general supervision and guidance from the Engineering Manager, this position provides technical engineering expertise during the programming, planning, design, construction, commissioning, turnover, operation and maintenance of UW facilities and infrastructure. UW’s Seattle campus comprises over 300 buildings and 15 million gross square feet, including a major medical center/teaching hospital, state of the art research facilities, classrooms, offices, sport and recreation facilities, dormitories, utility distribution systems, 8 miles of utility tunnels and two central utility plants. Other UW campuses and facilities comprise over 230 buildings and 4.5 million gross square feet including the University of Washington Tacoma and Bothell campuses, Pack Forest, Forks, Sand Point, Friday Harbor and the UW Tower complex.
Duties and Responsibilities:
• Prepare and submit required emissions reports to the Puget Sound Clean Air Agency per the UW Seattle Campus Air Operating Permit (AOP) requirements for the Power Plant, Hospital, and any other buildings on campus that are needed.
• Review and update the AOP O&M Plan.
• Regularly inspect and record general campus and air pollution sources (i.e., crematory, Power Plant combined stack, construction sites, emergency standby generators, paint booths) for visual emissions per AOP requirements.
• Notify PSCAA in advance of scheduled Power Plant CEMS relative accuracy test audit annually, 21 days prior to event.
• Serve as the Campus representative to local, state and federal agencies for all environmental and hazardous materials. (i.e. UW’s Agreed Order Project Coordinator).
• Prepare and submit Monthly Ecology Progress Reports to Ecology per the Agreed Order.
• Assist with the preparation and submittal of the Seattle Campus Phase I Municipal Stormwater General Permit annual report.
• Inspect shoreline outfalls per the Phase I Municipal Stormwater General Permit.
• Review and update UW Seattle Campus Stormwater Pollution Prevention Plan (SWPPP) and Stormwater Operations and Maintenance Manual.
• Review and update Seattle Campus Spill Prevention, Countermeasure and Control (SPCC) Plan and Facility Response Plan (FRP).
• Assist with Seattle Campus SPCC and FRP personnel training.
• Review and update Corp Yard SWPPP.
• Conduct Corp Yard SWPP training.
• In coordination with UW FOMS, inspect bulk storage drum and oil-filled equipment per SPCC Plan.
• Estimate and electronically report UW Seattle Campus Scope I carbon emissions to EPA and Washington State Department of Ecology annually.
• Estimate and electronically report combined UW Seattle+Bothell+Tacoma Scope I and II emissions to Washington State annually.
• Estimate and report Scope I, II and III carbon emissions for all UW-owned properties as part the UW Facilities Balanced Scorecard effort.
• Prepare and submit AOP deviations reports.
• Prepare and submit PSCAA Notice of Construction applications for new or modified emission sources.
• Assist with the preparation and submittal of Construction Stormwater General Permits.
• Prepare and submit environmental investigation and cleanup proposals.
• Prepare and submit an updated Draft AOP to PSCAA, once every four years.
• Escort Ecology and EPA representatives during unannounced campus inspections.
• Respond to regulatory agency requests for information.
• Participate in Emergency Operations Center Response drill.
• AOP Administrative Amendment.
• Monitor EPA, Ecology, and PSCAA for proposed regulatory changes that impact the UW
• Review and comment on CPO projects that are expected to pose an environmental concern (construction in areas of known or suspected soil and/or groundwater contamination, new or existing USTs, new bulk oil storage or oil-filled equipment, soil disturbance of =1 acre, new air emission source, etc.).
• Organize and attend monthly Regulated Materials Group meetings.
• Participate in ongoing efforts to absorb all existing and future hazardous materials records into the Records Vault.
• Attend SEPA Committee Meetings, review SEPA-related documents for completeness
• Update record retention schedules to comply with regulatory recordkeeping requirements
• Periodically evaluate CFC compliance activities.
• Advise UW Real Estate in regard to proposed land acquisition activities.
• Assist UW Risk Assessment submit environmental damage insurance claims.
• Perform other duties as assigned.
Requirements include:
• Bachelor's degree in environmental or chemical engineering or another engineering field.
• 5 years of relevant professional experience within the environmental engineering field.
• Ability to develop, plan, direct, and coordinate effective engineering programs and projects.
• Knowledge of environmental regulations -- air pollution, asbestos, lead, UST, LUST, MTCA, NPDES, SARA, RCRA, CFCs, PCBs, sanitary system and surface water discharge, etc.
• Ability to establish and maintain effective working relationships: e.g., clients, regulatory agencies and personnel, health/safety professionals, consultants, management, peers, etc.
• Ability to work independently.
• Effective verbal and written communication skills.
• Ability to negotiate and cooperate with others to accomplish goals which are in the best interest of the University.
• Ability to effectively respond to emergency situations.
• Ability to develop solutions for environmental problems/issues.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
Desired:
• Certification as a Professional Registered Engineer with the State of Washington.
• Accreditation as an AHERA Building Inspector (capable of performing asbestos surveys) or ability to complete within 6 months of employment.
• Accreditation as an AHERA Project Designer (capable of developing asbestos abatement design documents) or ability to complete within 6 months of employment.
• Successful completion of a US EPA-sponsored 72-hour Lead Training Program for Supervisors and Contractors or ability to complete within 6 months of employment.
• Successful completion of a Washington State Department of Ecology-sponsored 40-hour RCRA (Hazardous Waste) Training Program or ability to complete within 6 months of employment.
• Successful completion of a 24-hour EPA-sponsored Hazardous Materials Sampling Training Program or ability to complete within 6 months of employment.
Conditions of Employment:
• Must be able to work in mechanical/electrical spaces, utility tunnels, outdoors, confined spaces, around operating equipment such as boilers, pumps and transformers, and on active construction sites.
• While usual hours fall within standard business hours, work may be required during hours beyond standard business hours including weekends. Position requires flexibility to deal with emergency situations, meetings, or other scheduled work that may fall outside normal work hours.
• Professional travel may be required.
• Must have a valid Washington Driver License.
• Must be able to work in non-smoking environment.
