The Department of Global Health was established in 2007, bridging the University of Washington schools of medicine and public health, with a mandate to harness the expertise and interdisciplinary power of all UW schools and colleges. The Gut Health and Child Survival group within the Global Center for Integrated Health of Women, Adolescents and Children (GWACh) has an outstanding opportunity for a part-time Grants and Contracts Specialist. This individual will be responsible for all aspects of supporting department faculty in managing complex portfolios of finances. This person will be responsible for providing expertise in both pre-award and post-award policies and practices as defined by sponsors, federal, state and the University. Post-award responsibilities include: 1) preparing and submitting progress reports according to sponsor requirements, 2) providing technical advice and interpretation of regulations to department faculty and staff, 3) preparing and submitting Just-in-Time materials, and 4) ongoing post award financial management, including monthly review with principal investigators to assure appropriate utilization of funds. This position will be responsible for quality control of applications before they leave the office and will participate in lean process improvement activities.
The Grants and Contracts Specialist is a strategic partner in the programmatic components of the CPI s/he supports, ensuring that all funding sources are managed in a manner that conforms with sponsor, institutional, and departmental policies. This position will also serve as the lead for a research administration capacity building project in Kenya.
This is a 50% FTE position. This position may also support other grant portfolios within the Department of Global Health.
RESPONSIBILITIES:
Research Administration Capacity Building – 40%
• Build research administration capacity for the Aga Khan University Nairobi campus and affiliated East Africa branches (Kenya satellite sites, Tanzania, Uganda)
• Design, conduct and report on needs assessments
• Design and implement stakeholder surveys
• Design training plans, curricula and student resources
• Present workshops in person and remotely
• Serve as lead mentor
• Coordinate and lead mentor meetings
• Liaise with PI, subaward PI, faculty advisory committee and other mentors
• Grants management – liaising with NIH, DGH, OSP, GCA
• Lead progress report process
• Expenditure review and approval
• Travel coordination and site visit coordination for mentees coming to Seattle
• Budget review, presentation to PI for approval
• Subrecipient monitoring
Financial Reporting and Communication – 30%
• Prepare annual progress reports (i.e., NIH RPPRs) and final status reports for grants and contracts in partnership with the Principal Investigators and department staff.
• Prepare regular financial reporting for sponsored projects in respective principal investigator portfolios by the 15th of each month.
• Maintain accurate projections for each sponsored project, to be updated by the 15th of each month.
• Meet with principal investigators for 30-60 minutes on a monthly basis to present and report on the financial status for each project; present and discuss potential problem areas.
• Participate in a monthly 1-hour conference call with Kenyan finance colleagues.
• Establish and maintain account management procedures including preparation and/or approval of monthly budget reports and ensure accurate reconciliation of expenditure documents with UW accounting reports and relevant grant award requirements.
Financial Management– 20%
• Manage the assigned programs’ pre and post award grants and contracts.
• Prepare the budgets and other administrative sections of proposals of routine non-competing and competing renewals, as well as supplements.
• Work with PI’s to review and provide recommendations on proposals for potential IRB, IACUC and SFI compliance issues.
• Serve as the main point of contact with the University Office of Sponsored Programs (OSP), Grants and Contracts Accounting (GCA), and funding agencies (NIH, NSF, foundations, pharma).
• Collaborate with funding agencies (both federal and non-federal) to resolve problems and/or obtain approval for deviation from authorized procedures.
• Manage and work with subrecipients/subcontracts to ensure that proposal requirements and timelines are met. Answer questions and provide guidance of a similar nature as provided to the UW PI.
• Analyze and develop cost saving strategies, provide analysis and recommendations as needed.
• Assist with implementation of necessary changes to budgets or scopes of work, following sponsor guidelines and requirements.
Compliance Management – 10%
• Serve as a content expert and resource for faculty and other staff members regarding grant and contract proposals, post-award management and compliance with sponsor guidelines and requirements.
• Advise principal investigators on payroll compliance and budgetary requirements for staff supported by their grants and contracts.
• Conduct a quality control review of all proposals to ensure each application is meeting sponsor/proposal requirements and department and school policies before being routed in SAGE for campus review.
REQUIREMENTS:
• Master’s degree in Business, Finance, or similar
• Four to five years’ experience working in research administration with substantial responsibility for grant management and proposal development, including complex budgets and subawards.
• Experience working with staff from UW operations (OSP, GCA, ISO, etc.) and sponsor program and research staff, as well as UW systems such as SAGE and MyFD.
• Advanced knowledge/experience with OMB guidelines, Grants.gov and eRA Commons.
• Experience working with research collaborators in Kenya.
• Experience providing technical assistance and support to international collaborators.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
DESIRED EXPERIENCE
• Expert at developing international grant proposals and managing all post award budgeting and expenditures
• Experience interacting with faculty and department leadership in project management context.
• Ability to work independently, take initiative and ownership of work, successfully prioritize, and manage multiple projects in a deadline-driven environment.
• Expert at both creating and managing sub-contracts – both national and international.
• Must be able to work early mornings and evenings to accommodate time differences of international partners.
• Excellent written and verbal communication skills.
• Ability to exercise independent judgment and manage competing priorities using strong organization skills.
• Advanced Microsoft Office skills using a range of software programs including Word, Excel, and Access.
• Exceptional experience developing complex linked spreadsheets.
• Demonstrated ability and/or experience handling high volume of diverse tasks, under deadlines, with consistently excellent accuracy and attention to detail.
• Flexibility and resourcefulness.
Conditions of Employment:
• Office environment, may involve extended periods of sitting and typing.
• Deadline-driven environment, occasionally requiring extended hours.
• Expectation that employee will participate in early morning conference calls with the Kenya team.
• Travel to Kenya may be required.
