UW Medicine Health Information Management has an outstanding opportunity for a FULL-TIME HEALTH INFORMATION TECHNICIAN 3 / RELEASE OF INFORMATION TECHNICIAN (Day Shifts). Under the supervision of the Release of Information Supervisor, the Release of Information Technician processes requests for release of medical information within regulatory/HIPAA and Harborview Medical Center’s specifications, timeframe, and policies; answers, screens, and fields telephone requests; responds to public requests and inquiries; evaluates priority level of requests; enters and tracks requests in computerized system supports, and proactively participates in team work effort. The ideal candidate possesses excellent customer service skills and has the ability to de-escalate situations in which customers are upset.
Release of Information Technician duties include:
- Respond to public inquiries and requests for release of medical information, status of requests, and/or general inquiries.
- Review each records request for appropriateness, measuring each against HIPAA criteria.
- Answer telephone inquiries and requests for release of medical information, status of request, and/or general inquiries.
- Prepare records, calculate bills, and prepare invoices for billing.
- Demonstrate customer service excellence.
- Receive and sort mail and facsimile requests for release of information requests.
- Establish level of priority for release turnaround time.
- Prepare rejection letters and cover letters to be sent to requestors.
- Enter and track requests by utilizing a computerized system.
- Assign the appropriate requestor to each request.
- Determine which records should be sent based on the request itself.
- Disburse requests according to department policy.
- Utilize a computerized system to request original medical records and to access and produce hard copies of imaged medical records.
- Ensure the validity and completeness of the authorization for release of information.
- Understand and apply state regulations, HIPAA regulations, and Harborview Medical Center’s policies as they pertain to release of information.
- Perform quality checks and monitor each request for correctness to ensure each patient record is protected from improper release of PHI.
- Understand the type of medical information that is requested and determine what components(s) of the medical record is to be released.
- Process release of information for complicated, legal, and secured medical records.
- Support and perform the duties and responsibilities of the Release of Information Lead as needed.
- Assist with special projects and duties as needed.
- Follow departmental security and confidentiality policies and procedures.
- Maintain minimal accepted level of productivity and excellent quality.
- Demonstrate sound moral and ethical conduct in all aspects of the position.
- Use influence to achieve positive results.
- Recognize cultural barriers within the organization.
- Respond to subpoena requests and court orders, and attend depositions and court sessions to represent the interest of Harborview Medical Center, representing the patient record.
- Process all attorney, insurance and third-party requests.
- Possess a strong sense of organization.
- Work efficiently under stress.
