The Department of Comparative Medicine (DCM) is one of 12 basic science departments in the School of Medicine. The mission of the department is to advance knowledge and improve the health and welfare of humans and animals through excellent service support, biomedical research, and teaching. DCM is the central laboratory animal medicine resource at the University of Washington, supporting over 114,000 assignable square feet of animal facilities with an average daily census in excess of 100,000 animals across multiple species (e.g., rodents, rabbits, swine, and zebrafish). The department employs over 175 individuals who provide a comprehensive range of animal husbandry, veterinary, and laboratory services across numerous vivaria. The UW animal care program is accredited by AAALAC International and provides services to over 400 principal investigators. DCM faculty members, post-doctoral fellows, and residents conduct basic and clinical research on a wide range of subjects including, but not limited to, comparative aspects of infectious disease, aging, cancer biology and genetics.
DCM currently has an opening for a full time Human Resources Manager. The person in this position serves as the principal human resources consultant for the department, providing direction and counsel on management issues for all professional, classified, and hourly positions to staff and faculty across six research facilities. The Human Resources Manager provides oversight, expertise and specific services in the areas of employment, classification and compensation, staff management, payroll, regulatory compliance, HR policies and procedures, benefits, training and development, labor relations, grievances, and corrective actions, as well as many other employee relations issues.
RESPONSIBILITIES
HR Management:
Formulate, interpret, disseminate and ensure compliance with human resources policies and procedures.
Establish systems that limit department and university liability and risk.
Conduct local investigations and corrective actions for supervisors and employees.
Independently determine the best operating practices and how to implement them for the department.
Develop and update standard operating procedures as related to human resources policies and provide training to managers and staff.
Manage departmental projects that affect all employees.
Represent the department in complaint resolution and grievance meetings.
On a daily basis resolve critical issues that may affect the department and/or successful research practices in the Vivarium; offer quick, thorough, creative and accurate information and solutions.
Administer work and leave procedures and respond to audit requests.
Identify process improvement areas in the department, implementing plans and evaluating the results.
Investigate complaints within the department and discuss resolution options with supervisors.
Advise supervisors and employees on working accommodations and FMLA.
Interpret UW staff and personnel policies and develop guidelines for departmental policies and a structure for staff based off of these policies; work with available reports to document and track information.
Advise managers and supervisors on conducting performance reviews, determine position changes, salary increases and corrective actions as needed.
Attend UW Admin. Forum, School of Medicine HR manager, and Administrative Business Center (ABC) work group meetings as well as keep updated on new and changing Workday Integrated Service Center (ISC) policies and procedures.
Professional, Classified, and Hourly Employment:
Ensure recruitment and retention of outstanding staff by providing direction and guidance to leadership team, managers and supervisors across the department; work closely with them to ensure that staffing levels meet the needs of the organization.
Analyze job requirements, determine essential functions and identify criteria to fill specific vacancies; serve as the hiring manager for the department.
Work with department supervisors and staff to develop appropriate job descriptions, determine classifications and compensation as well as ensure equity across six facilities.
Working in conjunction with SOM ABC Shared Services, manage the hiring and recruiting process; make decisions and advise on advertising, developing interview questions, oversee consistency on reference checks.
Proactively identify issues and solicit feedback from hiring managers to ensure that each search is on target.
Evaluate department equity, make salary recommendations, and negotiate with candidates.
Manage the on-boarding process for all incoming staff and conduct new employee department orientations.
Lead the development and expansion of recruiting and retaining a diverse and skilled staff.
Manage the department personnel files for all professional, classified, hourly and student staff.
With the highest standards for confidential administrative processes, partner and advise on matters of employment issues with hiring managers, faculty, Chair of the department.
Act as backup for the faculty appointment process.
HR Consulting:
Provide guidance and direction to department supervisors in the application of all human resources policies and procedures.
Make recommendations based on independent judgment in interpreting and applying University, State, Federal rules and regulations regarding hiring practices, succession planning, compensation and equity standards, records management and internal policy standards.
Advise the Chair and department Administrator on complex UW, State and Federal policies that affect human resources functions within the department.
Provide qualitative and quantitative information to senior management for long-term staff planning and program development.
Act as primary resource with authority for independent decision-making regarding human resources issues.
Represent Comparative Medicine when collaborating and working with Campus HR, Labor Relations, the Compensation Office, the Disability Services Office, Labor and Industries claim services representatives, UTEMPS, and departments across the School of Medicine on human resources related issues.
Payroll:
Manage the department payroll each pay period, ensuring compliance with UW policies and record-keeping procedures; run reports frequently to ensure that employee Workday records are complete and correct.
Inform administrators on payroll decisions regarding job classes, compensation issues, and reclassifications.
Consult with employees and supervisors who have questions about work schedules and leave, including alternate work arrangements.
Ensure FMLA and disability tracking in Workday is correct and current.
Manage the overpayment and underpayment process for employees as needed.
Advise supervisors regarding telework agreements and assignments; manage and track the agreements.
Staff Development:
Provide education and training on a wide variety of department policies, standards and procedures.
Develop educational tools and programs to ensure staff knowledge on departmental and divisional human resources policies and procedures.
Work with managers and supervisors to develop performance management strategies that support the success of department staff.
Administer staff awards program, ensuring consistency.
Other:
Manage the initial and renewal process and invoicing for faculty memorandum of understanding agreements.
Act as the primary building access coordinator (BAC) for the department, ensuring that building access for new employees is requested as needed and access for separated employees is terminated.
Act as records authority for department records management responsibilities; ensure that department confidential records are collected and destroyed per the Records Management Services schedule.
MINIMUM REQUIREMENTS
Bachelor’s degree in human resources, business administration, education, or related field and a minimum of six years of progressive HR experience with a minimum of three years of HR management experience.

Advanced experience in Microsoft Word and Excel; intermediate experience with Microsoft Access.
Ability to learn and work within a variety of database systems.
Ability to work nonscheduled hours when needed.
DESIRED REQUIREMENTS
UW Human Resources Administration Certificate or equivalent.
Knowledge of UW and School of Medicine policies, regulations, and procedures as related to human resources management and processes.
Knowledge of and experience in UW computer database systems including Workday, UWHIRES, and MyFinancial.desktop, and ability to learn and apply new systems as they are implemented.
Familiarity with the international employee and student visa requirements and UW procedures.
CONDITIONS OF EMPLOYMENT
Must be able to comfortably work in an animal research environment.
Punctuality and regular attendance are critical components of this position.
