The UWMC Admissions and Bed Coordination Center (ABCC) has an outstanding opportunity for a Manager of Program Operations (Full-Time) position.
This position is responsible for all of the administrative and business functions within the Admission and Bed Coordination Center (ABCC). The person will be responsible for 3.09 FTE of Program Coordinators, and all non-clinical administration of 7.53 RN employees. The major programmatic scope of the Admission and Bed Coordination Center includes: Centralized Staffing functions; UWMC Agency contingent worker administration and Patient Care Services (PCS) licensure administration.
The ABCC operates on a 24/7/365 basis and is the central hub for all patient flow and staffing activities for Patient Care Services during normal and emergency conditions. The Manager of Program Operations collaborates with the Director to: hire, schedule and develop Program Coordinators (PC) to complete complex staffing and scheduling functions; ensure job duties are covered when there are unplanned absences; oversee scheduling and non-clinical support of the ABCC RN workforce; administer a contingent workforce that has exceeded 200 clinical and technical workers and includes onsite contingent program managers. Additionally, the Manager of Program Operations provides expert knowledge of labor contracts and supports Patient Care Services with Kronos timekeeping and scheduling functions including developing new timekeepers and maintaining expertise with timekeeping functions. The Manager also provides supervisory oversight of Workday and licensure administration, including advising leaders on licenses approaching expiration and tracking/processing both initial hire and renewal of Medical Assistant Certifications for PCS.
The Manager of Program Operations is the non-clinical expert of all workforce related activities necessary to support Patient Care Services. This manager is frequently consulted by nurse managers and nursing executives for: how business processes work; standardizing clerical job functions; and how agency, and labor contract pay items are operationalized. Additionally, this leader will play a key role in supporting the integration with UWMC-NW by assisting the Director with aligning and supporting parallel job functions.
Duties and Responsibilities:
- ABCC program management:
• PC hiring, development, scheduling and timekeeping.
• Scheduling and onboarding RN staff related to ABCC staffing functions.
• Developing/updating ABCC guidelines, and procedural step by step
reference materials
- PCS Licensure Administration
- UWMC Contingent Worker program administration
- PCS Business systems (Kronos, Workday) process improvement, standardization and consultation
- Teleria platform management for PCS
- The Manager of Program Operations has lead responsibilities/expertise with Kronos and Workday functionality and regulatory requirements for required licenses/certifications and vendor contracts
- The Manager of Program Operations directly supervises all aspects of ABCC Program Coordinators, and supports the ABCC Director with non-clinical supervision of the ABCC nurses. Examples of these non-clinical duties include: scheduling, timekeeping, leave administration, absence management, annual education and regulatory/campus health compliance monitoring and non-clinical onboarding and orientation activities
Desired Qualifications:
Experience with program development and/or formal and informal staff development
Nine or more years of related-working experience
Skill with all elements of managing employee scheduling and payroll
Direct experience with centralized staffing functions
In-depth knowledge of Kronos, Workday and multiple labor contracts
Experience developing and implementing new clerical systems with minimal supervision.
Experience working with multiple and diverse groups of stakeholders in complex public sector environment(s)
Strong verbal and written communication skills
Demonstrated skill and expertise prioritizing work with minimal supervision and meeting deadlines.
